They are keeping an eye on [he situation. House parties continue to be a problem on weekend nights. There were quite a few hil] noise calls in June and several burglazies, fireworks and liq~or violations (business). Wegschider discussed how liquor establishments are monitored. Trujillo reviewed Ottds request for specific statistics within in the UHGID business district. Wegschieder stated a new system will be installed to gather statislics but until then they will be getting them through Crystal reports with the city. She stated she will need specific boundaries to obtain them. Winter will follow up and get the information to Wegschieder. AGENDA ITEM 5- UHNA Update: Spalding stated elections occurred last month. The new officers are Linda Bailey and Susan Marine. There will be no UHNA meeting in August. They are looking forward to working with everyone on the Welcome Back Fest Members of iJHNA will be conuibuting by going door to door wi[h students delivering party packs to help educate new residents moving into the area. AGENDA ITEM 6- Hill Alliance Update: Winski stated the Hill Alliance is working on the back to school event which will be called Hill Fes[ and they aze meeting every Friday at 9:00 a.m. at Express Aroma. The event will feature the band Arres[ed Development and will take place on Thursday, August 31~'. Winski invited everyone to at[end. The Alliance will be getting sponsorship from the Pepsi Center who will have a booth set up, Illegal Pete's and others. Wiu[er remarked the hill busmesses are contributing $8,000 saying this was an impressive amount. W allen asked what percentage of the businesses contributing were members of the Hill Alliance. Winski responded she thought approximately eighty percent. Abrams asked what percentage of businesses on the hill are Alliance members to which Winksi stated abouf thirty percenG The event will take place on 13'~ Street and will start at 4:00 p.m. and end at 10:00 p.m. Winski will be meeting with new students today in an attempt to get more CU paRicipation in the even[. They are expecting approximately 2,500 people and possibly more to attend. No alcohol will be served. Wegschieder stated there will 30 - 40 addidonal officers on the hill dudng that weekend because historically Uus is when problems occuc Winter suggested the Police DeparUnent set up "pizza stations" and serve students in the out-going azeas as a public relations move and hand out party packs as well. She said perhaps some of the restawants on the hill migh[ be willing to donate pizzas. Abrams suggested earmarking the money UHGID donates for this activuy. The Colorado Daily will be conducting a similac event downtown the following day. Abrams commended the Alliance on doing a great job in organizing this event. AGENDA ITEM 7- Parking Services Update: Mayhew reported crews have been working the last six weeks on catching up with maintenance while students aze gone. A new maintenance s[aff inember has accepted the vacan[ position and will star[ soon. Mayhew is working with CU on co-sponsorship with banners. Plants are doing well afrer hail damaged them a few weeks ago. There have been a few minor incidents of vandalism on the southwest comer of ] 3°i and College by the liquor store. AGENDA ITEM 8- Matters from the Commissioners: Otto requested the City Attomey come and speak with UHGID regarding the UHGID ordinance and where revenues should be spent. Winter explained she has spoken with the City Attomey and will attempt to get something in writing for clarification. Otto feels it would be useful to have Calonne present at a meeting to answer questions. AGENDA ITEM 9- Matters from the Director: Winter updated UHGID on the parking proposaL Downtowm is in consensus with the proposal to elunina[e "First Hour Free" for the time being focus on customer friendly parking through pazking [echnology, raising rates one yeaz early to $1.25 per hour, extend charging at meters un[il 7:00 p.m. and using those revenues to accelerate technology and assist with mazketing. There is also a proposal to offer a five minute grace period at the me[ers which is a positive move especially from a parking enForcement perspective. CU is also interested in having the same parking technology if possible. Winter stated she will compile a formal proposal for the hill. Winter, Jobert and Mayhew will be visiting Portland and Seattle to look at and get feedback on their technology. They will be looking at on- street pay station kiosks and different approaches in [erms of payment, i.e. cellulaz, wveless, crediUdebit cards and also examine technologies that will funcrion in the gazages. There are many options including in-caz meters which allows patrons to control their time. Winter will also check technology in Cherry Creek and Aspen. The proposal will enhance the value of validation for downtown. Winter stated she is moving forwazd with RRC to look at parking demand on the hill over time to help plan ahead for coordination with New Hill Redevelopment. The study will look at ranges in five-year mcrements. Winter gave an update on the UHGID ordinance saying she is working with the Ciry Attomey to compile a document tailored specifically to UIIGID and will get a draft to members. There will be a homecoming parade on Friday, October 6 and a dinner for volunteers on Thursday, Oc[ober Sth. The parade and pep rally will be in the same location on the hill this year on 13ih Street. A concert will occur on campus after the parade. This event along with the Hill Fest brings people to the hill. Winksi stated La Iguana is reopening as the Bamboo Lounge which will be a sit down restaurant. Winter reviewed progress on RHI saying committees are working with CU and police on last drink data and are - coordinating efforts with RHG on server training to focus on their issues. Winter is trying to get the director of the San Diego RHI group to come here and speak. Boolder may also be hosting an RHI conference in 2007. 7obert repoRed hill sales tax has mcreased 12% over last year, however, parking revenues aze down. She stated the same situation has occurted downtown. Due to the absence of LJHGID members and staff the August meeting has been cancelled. The next meeting will be Wednesday, September 20'" and a public hearing about the rate increase will be held at this time.
