This report provides information and analysis related to sales and use tax collections for fiscal yeaz 2004. Any
questions should be directed to Steve Felten, Finance Director, a[ (303) 441-1819.
Total sales and use tax collections for the year-to-date through October 2004 reflect a 12% increase over the
compazable period in 2003. Retail sales tuc and business and motor vehicle use tax reflect yeaz-to-date increases
compazed to 2003 (adjusted for the change in ta~c rate) while consVUCtion use ta~c declined, as can be seen from the
tables included in this report. Total sales and use [a~c collections for the month of October 2004 decreased 0.8%
compared to October 2003. The decline for the month was a result of decreases of 0.8% in retail sales tax and
29.8% in construction use ta~c. Partialty offsetting these decreases was an increase of 9.8% in business and motor
vehicle use tax compazed to October 2003 as a result of various audit assessments.
Recent economic indicators aze less than clear in providing direction as to what can be expected to happen in the
local economy over the coming months. Recent national economic data, while not robust, has been generally
positive. Job growth for November was less than expected, while that for October was well above forecasts. Oil
prices are well below their recent highs but remain 50% above their yeaz-ago levels, although on an inflauon-
adjusted basis prices aze faz below their peak in 1981 after the Iranian revolution.
Cttowth is also projected for the state economy, with increases in jobs, personal income and retail hade sales
forecasted by The Colorado Legislative Council for 2004 and 2005. Closer to the C~ of Boulder, Dr. Richazd
Wobbekind's projections for Boulder and Broomfield Counties in the October 1, 2004, Boulder Counry Business
Report may be at least partially predictive of trends in C~t revenue:
"The latest state unemployment numbers have finally begun to reveal some job gowth within Boulder
County...The suonger conditions and confidence in the Boulder County economy have continued for
another quarter, stretching the advance in the leading economic indicators to five consecutive quarters.
This rise in the employment numbers and the leading indicator clearly signal the long anticipated recovery
is now taking hold in Boulder County."
Monthly and year-to-date growth in retail sales tax in surrounding communiues through June 2004 are positive, and
at rates higher than what the City of Boulder has realized so far in 2004. More current data from surrounding
communities continue to reflect these vends. When these national, state and regional growth indicators are
compazed to recent retail sales tax results for the C~ of Boulder, it is cleaz that our local economy is not in synch
with the positive growth trends experienced elsewhere.
It would appeaz that at least tluee factors aze contributing to the recent unfavorable trends in retail sales tac in the
City of Boulder. First, additional leakage of retail sales to surrounding communities appears to be continuing rather
than leveling out as had been forecasted. Second, the technology sector - a cridcal component of Boulder's
economy - continues at a level below that of its peak in 2000/2001, although signs of sVength aze beginning to
appeaz. Finally, the lazge amount of competing Class A commercial space in the 36 Corridor and in other azea
mazkets is causing a drag on the City's local commercial real estate mazket. While some excellent properties have
been and aze being built in the City, the availability of prime commercial space at very favorable lease rates is
serving as a strong inducement to some businesses to consider relocating.
As a result, in August staff came to the conclusion that the original growth rates for sales and use tax for 2004 and
2005 needed to be revised downward. The combined sales and use ta~c growth rate for 2004 has been revised from a
positive 1.5% to a negadve 0.6%. For 2005 the combined growth rate has been revised from a positive 3.5% ro
0.0%. On a combined basis, the results for Ocrober are in line with these new projections.
REVENUE COMPARISONS
As illusvated in the following chazt, October 2004 actual vear-to-date sales and use ta~c revenue has increased by
1.2% over the compazable period in 2003. (Note: All "% Change" amounts in the tables and text have been adjusted
to reflect the change in tax rate from 3.26% in 2003 to 3.41% in 2004 so that comparisons reflect the underlying
sales base and aze consistent. Also, all $ amounts in this repor[ are now presented in thousands of dollazs and a"$
Change" column has been added to certain of the tables. All dollaz amounts aze presented in nominal amounts - i.e.,
2003 ta~c and "$ Change" amounts have not been adjusted for the change in the tax rate.)

There were various nonrecucring items and Uming differences during the first ten months of 2004 that overstate the
increases reflected in the table above and some of the other tables in this report. Adjusting for these items, Total
Sales & Use Tax increased approaimately 03% (as compared to 1.2% indicated above) and Retail Sales Ta~c
was unchanged compared to year-to-date 2003. Business and consVUCtion use tax can fluctuate significandy
from month to month depending on the level of equipment purchases/leases and construction projects in any given
month, as evidenced in the table below. Audit assessments also ocwr most frequently in the business use tax
category, conMbuting to the month-to-month volarility.
Of greater significance for identifying trends is the percent change month by month for the year.

Retail Sales Ta~c: Yeaz-to-date the retail sales tax category has increased 0.8%, which makes up 81% of sales and
use tazc revenue. Most industry types and geographic azeas in the City aze positive compazed to 2003. The primary
reason for the slow growth in retail sales ta~c is due to a 25.0% decline in business-to-business sales in the Computer
Related Business industry sector. This sector is heavily influenced by the national mazket for technology purchases
by businesses. Also contribudng to slow growth is an 8.5% decline in the All Other industry category, pdmarily the
result of various non-recurring acuvity in 2003.
On a more positive note, core consumer retail (appazel stores, home furnishings and general retail) reflects positive
growth for yeaz-to-date 2004 compared to the same period in 2003. The following chart details the "core consumer
retail" components.

CHANGE IN GEOGRAPHIC AREAS
In reviewing the tables included in this report you will note that sales and use [ax da[a for Crossroads Mall is no
longer provided. Amounts previously reflected in the Crossroads Mall category aze now reflected in "Boulder
Valley Regional Center". Due to confidentiality requirements in the Boulder Revised Code we aze not allowed to
disclose information on individual ta~c filers. Due to the fact that Crossroads Mall is approaching the point of being
one business, we have temporarily decided we must cease repoRing this category sepazately. Once redevelopment of
Twenty Ninth Sueet is under way and new businesses aze open we will again provide separate data.
