AGENDA ITEM 2- Approval of October 20, 2004 Minutes: (See Action Item Below) AGENDA I'fEM 3- Public Participation: None AGENDA ITEM 4- PoGce Update: Seper quoted year to date statistics for the eight officers assigned to the hill. He reported he will be rotating out off the Hill and a new officer will be taking over. Abrams asked if s[atistics had improved from the yeaz prioc Seper said it was difficult to say as there aze a bt of vaziables. From his perspective, excluding the riot, he is proud of what the hill team has done [his year, including UHGID, students, Greeks, etc. He Feels they have come together and hopes things will improve. Street asked if alcohol statistics could be broken down in[o private pazty vs. baz arrests. Seper stated quesdons asked to arrestee's aze consensual so this is di~cult to measure, but he feels most DUI arrests aze people who do not live on the hill who have attended private functions not restaurants or bazs. He feels approximately 90% of the alwhol statistics quoted ocwr with students outside of the Greek residences in terms of kegs, summonses, and arrests. AGENDA TTEM 5- CU/City Liaison: Korbelick presented items that have been handed out to Hill and Goss Grove residents giving students tips before they leave for winter break and also regarding snow removaL She reported the Neighbofiood Ambassador Program has hired five people who will start working after the first of the yeaz. She also handed out fliers smdent liaisons give to students regazding alcohol use. AGENDA ITEM 6- Hill Marketing: Hogan reminded everyone the Hill Alliance Holiday party is tonight at the Food Court Building at 5:00 p.m. She reported she has met with Winter, Korbelick and Gazcia regazding Homecoming next yeaz and what will be happening. They would like to see it be a bigger, better and more effective event. Hogan also pointed out "Heavy Metal on the Hill," a snowboarding event, typically ocwrs in March however, there is concern it is too expensive to have on the HiIL The sponsor was looking into moving it on campus but the Universiry has denied the request. Hogan believes this is a good event and wants to keep it on the Hill and will work hard to see that happen. Street inquired as to what the expenses aze surrounding the event. Hogan responded they must pay for [hings like police, meter hoods, closing streets, towing cars, e[c. This usually amoun[s to $3,000 or $4,000. Win[er said she will approach the Alliance [o see if [he Marketing group can be reorganized. Curtis asked Hogan to present a report at the next meeting to recap this year's activities. AGENDA ITEM 7- Parking Services Update: Winter commented the lights on the Hill are beautiful. AGENDA I1'EM 8- UHNA Updete: O[[o repor[ed a[ [he UHNA meeting Seper presen[ed the same s[a[istics he gave UHGID. UHNA has enforcement and environmental issues. They had a long discussion with owners of the Burnt Toast regazding negotia[ing a Good Neighbor agreement. This wili be a legal binding agreement tailored to the individual business. Otto said this is a way to address issues between businesses and adjacent residents to ease contention. He stated enforcement in the neighborhoods is an on going issue. The neighbors are concemed about the response time to calls during baz closures. The Police Department Hill team is being reduced from eight to six police ofFicers in the upcoming year so UHNA will be taking a hard look at how the resources are used. Stree[ would suppor[ any restauran[ serving liquor but only untd 9:00 or 10:00 PM so it's geared more towazds a restaurant atmosphere and not bars. Street suggested on enforcement issues, maybe there should be a group of individuals walking the streets on the weekends that could be "eyes" for the Police Department. Seper reported a group called B-cops was organized some time ago and initially it was good spin[ed but la[er became confrontational. This concep[ has transformed into a Hill block cap[ain where one person steps forward to be the liaison between police and the neighborhood. Seper feels [h~s works well. Korbelick reported block captains and neighborhood ambassadors will be working together. AGENDA IT'EM 9-Hill A1Gance Update: None AGENDA ITEM 10-Draft Hill Parking and Access Study PresentaNon: Curtis introduced Tim Swope from SEH who did a power point presentation on the Hill Parking and Access Study. Winter clarified this is a utilizadon study only. It is not meant to be a study to decide whether or not the Hill needs pazking. Swope remarked it shows only how current parking is being used. Conclusions of the study aze: 1) Adequate pazking when averaged over the day. 2) Less parking available during the peak-hours. 3) Parking lots continue to be underutilized until on-street pazking is full especially the UHGID permits and private lots. 4) Peak hour demand is fceused in Central UHGID during the day and South LTHGID in the evening. 5) No "Saturday nighP' impact to residential parking detected (during rypical Saturday). 6) SOV mode split less than for overall community. Recommendations aze: 1) Identify ways to improve use of on-sVeet pazking after 6:00 PM. 2) Re-evaluate use of UHGID pazking lot permits. 3) Work with private lot owners to identify ways of increasing efficiency of lots. 4) Explore viability of constructing additional pazking and further increasing alternative mode shaze. Curtis asked for clarification on usage numbers. Cho asked Swope for his opinion on a compazison of other azeas he has smdied. Swope replied the amount of pazking that would be good to have is related ro how much commercial activity occurs stating the peak hour need for parking is highec Cho asked for a comparison to Peazl Street. Swope responded on University Hill it is not easy to give hazd numbers. He commented if land use on the hill were to intensify, it would be diffiwlt to acwmmodate pazking. Street said she never sees empty pazking on 13`" Street. AGENDA ITEM 11- Matters from the Commissioners: Abrams-Hazbour feels that ideas and goals should be brought to the table at the next meeting. Curtis said [his will be completed at the reveat which usually happens in February. Cho asked that recommendations from the RCG report and pazking study be prioritized. Street commented she too, would like to understand the Pazking Study better. Street gave an update on the last meeting of the alcohol committee stating they are trying ro put an agenda rogether on how to move forwazd. There was a sense that some people want to increase alcohol ta~c; however others feel this is a wltural and psychological problem saying smdents need to be involved and invested.
