This report provides information and analysis related to sales and use tax collections for fiscal yeaz 2004. Any
questions should be directed to Steve Felten, Finance Director, at (303) 441-1819.
Total sales and use ta~c collections for the yearvto-date through September 2004 reflect a 1.4% increase over the
compazable period in 2003. Retail sales ta~c and business ta~c showed yeaz-to-date increases compared to 2003
(adjusted for [he change in tax rate) while construc6on use tax and motor vehicle tax show yeaz-to-date decreases, as
can be seen from the tables included in this repod. Total sales and use tax collec[ions for the month of September
2004 increased 23% compazed to September 2003. This increase for the month was a result of an increase of 2.4%
in retail sales ta~c, the first increase since Apri12004. However, it should be noted that much of [his increase was
due to an audit assessment receipt Adjusted for this receipt retail sales ta~c increased approxima[ely 1.1% for the
month of September. Partially offsetting the increase in retail sales tas were declines in business and moror vehicle
use tax and conshvction use ta~c compazed ro September 2003.
Recent economic indicators aze less than cleaz in providing direction as to what can be expec[ed to happen in the
local economy over the coming months. Recent nauonal economic data has been generally positive. October job
growth was almost double the consensus forecast, reversing a four-monih trend of lower than expected job growth.
While well below their recent highs, oil prices remain neaz $50/barrel, although on an inflation-adjusted basis the
price is faz below the peak in 1981 after the Iranian revolution.
Growth is also projected for the state economy, with increases in jobs, personal income and retail trade sales
forecasted by The Colorado Legislative Council for 2004 and 2005. Closer to the C~ of Boulder, Dr. Richard
Wobbekind's projections for Boulder and BroomField Counties in the October 1, 2004, Boulder Counry Business
Report may be a[ least partially predictive of trends in C'~~t revenue:

"The latest state unemployment numbers have finally begun to reveal some job growth within Boulder
County...The stronger conditions and confidence in the Boulder County economy have wntinued for
another quarter, stretching the advance in the leading economic indicatois to five consecu[ive quarters.
This rise in the employment numbers and the leading indicator cleazly signal [he long anticipated recovery
is now taking hold in Boulder County."
Monthly and yeaz-to-date growth in retail sales tax in surrounding communities through June 2004 aze positive, and
at rates higher than what the City of Boulder has realized so faz in 2004. But when these national, state and regional
growth indicators aze compazed to recent retail sales tax results for the C~ of Boulder, it is cleaz that our local
economy is not in synch with the positive growth trends experienced elsewhere.
It would appeaz that at least three factors are contributing to the recent unfavorable trends in retail sales tax in Ihe
City of Boulder. First, additional leakage of retail sales to surrounding communities appears to be continuing rather
than leveling out as had been forecasted. Second, the technology sector- a critical component of Bouldet's
economy - continues at a level below that of its peak in 2000/2001, although signs of svength aze beginning to
appeaz. Finally, the lazge amount of competing Class A commercial space in the 36 Corridor and in other azea
markets is causing a drag on the City's local commercial real estate mazket. While some excellent properties have
been and aze being built in the City, the availability of prime commercial space at very favorable lease rates is
serving as a sttong inducemen[ to some businesses to consider reloca[ing.
As a result, in August staff came to the conclusion that the original growth ra[es for sales and use tax for 2004 and
2005 needed ro be revised downwazd. The combined sales and use ta~c growth rate for 2004 has been revised from a
positive 1.5% to a negative 0.6%. For 2005 the combined growth rate has been revised from a positive 3.5% to
0.0%o. On a combined basis, the results for September aze in line with these new projections.
REVENUE COMPARISONS
As illusVated in the following char[, Septembec 2004 actual year-to-date sales and use [ax revenue has increased by
1.4% over the compazable period in 2003. (Note: All "% Change" amounts in the tables and text have been adjasted
to reflect the change in ta~c iate from 326% in 2003 to 3.41% in 2004 so that compazisons reflect the underlying
sales base and aze consistent. Also, all $ amounts in this report aze now presented in thousands of dollars and a"$
Change" column has been added [o certain of the tables. All dollaz amounts aze presented in nominal amounts - i.e.,
2003 ta~c and "$ Change" amounts have not been adjusted for the change in the ta~c rateJ

There were various nonrecurring items and dming differences during the first nine months of 2004 that overstate the
increases reflected in the table above and some of the other tables in this report. Adjusting for these items, Total
Sales & Use Ta~r increased appro~rimately 0.4% (as compared to 1.4%a indicated above) and Retail Sales Tax
increased approximately 0.1 %a. Business and Construcuon Use Tax can fluctuate significanfly from month to
month depending on the level of equipment purchases/leases and construction projects in any given month, as
evidenced in the table below.
Of greater signiFicance for identifying trends is the percent change month by month for the yeaz.

Retail Sales Tax: Yeaz-to-date the retail sales tax category has increased 1.0%, which makes up 81% of sales and
use tax revenue. Most industry types and geographic areas in the Ciry aze positlve compazed to 2003. The primary
reason for the slow growth i~ retail sales tax is due to a decline in business-to-business sales in the Computer
Related Business industry sector. This sector is heavily influenced by the national mazket for technology purchases
by businesses.
On a more positive note, core consumer re[ail (appazel stores, home furnishings and general retail) reflects positive
growth for the first nine months of 2004 compazed to the same period in 2p03. The following chart details the "core
consumer retail" components.

CHANGE IN GEOGRAPHIC AREAS
In reviewing the tables induded in this report you will note that sales and use ta~c data for Crossroads Mall is no
longer provided. Amounts previously reflected in the Crossroads Mall category are now reflected in "Boulder
Valley Regional Center". Due to confidentialiry requiremenu in the Boulder Revised Code we aze not allowed to
disclose infoRnation on individual tax filers. Due to the fact that Crossroads Mall is approaching the point of being
one business, we have temporarily decided we must cease reporting this category sepazately. Once redevelopmen[ of
Twenty Ninth Street is under way and new businesses aze open we will again provide separate data.
