Sales & Use Tax Revenue Report ,~~~., ~~

This report provides information and analysis related to sales and use ta~c wllections for fiscal year 2004. Any
questions should be d'vected to Steve Felten, Finance Director, at (303) 441-] 819.
Total sales and use ta~c collections for the year-to-date through August 2004 reflect a 12% increase over the
comparable period in 2003. All tax categories other than construction use ta~c showed yeaz-to-date increases
compared to 2003 (adjusted for the change in tax rate), as can be seen from the tables included in this report. Total
sales and use tax collections for the mont6 of August 2004 decreased 3.0°/a compazed to August 2003. This
decrease for the month was a result of declines in retail sales ta~t and construction use tax compared to August 2003.
Partially offsetting these declines was an increase in business use tar in the Computer Related Business industry
sector.
Recent economic indicators are less than clear in providing direction as to what can be expected to happen in the
local economy over the coming months. Recent national economic data has been generally posirive, although
growth projections have been reduced somewhat due to recentjob growth data and the increase in oil prices.
September job growth came in below forecasts and August job growth was revised downwazd, resulting in four
consecutive months of lower than eacpectedjob growth. Oil prices remain above $50/barrel, although on an
inflation-adjusted basis the price is faz below the peak in 1981 after the Iranian revolution.
Growth is also projected for the state economy, with increases in jobs, personal income and retail trade sales
forecasted by The Colorado Legislative Council for 2004 and 2005. Closer to the C~ of Boulder, Dr. Richard
Wobbekind's projections for Boulder and Broomfield Counties in the October l, 2004, Boulder County Business
Repart may be at least partially predictive of trends in C~ revenue:
"The latest state unemployment numbers have finally begun to reveal some job growth within Boulder
County...The stronger conditions and confidence in the Boulder County economy have continued for
another quarter, stretching the advance in the leading economic indicators to five consewtive quarters.
This rise in the employment numbers and the leading indicator cleazly signal the long anticipated recovery
is now taking hold in Boulder County."
Monthly and yeaz-to-date growth in retail sales tax in surrounding communities through June 2004 aze positive, and
at rates higher than what the City oF Boulder has realized so faz in 2004. But when these national, state and regional
growth indicators are compazed to recent retail sales tax results for the C~ of Boulder, it is clear that our local
economy is not in synch with the positive growth trends experienced elsewhere.
It would appear that at least three factors aze contributing to the unfavorable trends in retail sales tax for the last
several months of 2004. First, additional leakage of retail sales to surrounding communities appears to be
continuing rather than leveling out as had been forecasted. Second, the technology sector - a critical component of
Boulder's economy - continues at a level below that of its peak in 2000/2001, although signs of suength aze
beginning to appeaz. Finally, the lazge amount of competing Class A commercial space in the 36 Corridor and in
other azea mazkets is causing a drag on the City's local commercial real estate mazket. While some excellent
properties have been and aze being built in the City, the availabiliry of prime commercial space at very favorable
lease rates is serving as a strong inducement to some businesses to consider relocating.
As a result, staffhas come to the conclusion that the original growth rates for sales and use ta~c For 2004 and 2005
need to be revised downward. The combined sales and use tax growth rate for 2004 has been revised from a
positive 1.5% to a negative 0.6%. For 2005 the combined growth rate has been revised from a positive 3.5% to
0.0%. On a combined buis, the results for August are in line with these new projections. Retail Sales Tax for
August 2004 had been projected to decline approximately 4.3% compared to August 2003 due to various
nonrecumng receipts in August 2003. The actual decline of 2.6% was better than the projection. Business Use Tax
for August came in better than the forecast while Consuuction Use Tax came in below the projected amount.
REVENUE COMPARISONS
As illush~ated in the following chart, August 2004 actual year-to-date sales and use tax revenue has increased by
12% over the comparahle petiod in 2~~3. (Note: All "% Change" amounts in the tables and text have been adjusted
to reflect the change in tax rate from 3.26% in 2003 to 3.41% in 2004 so that comparisons reflect the underlying
sales base and aze consistent. Also, all $ amounts in this report are now presented in thousands of dollars and a"$
Change" column has been added to certain of the tables. All dollar amounts aze presented in nominal amounu - i.e.,
2003 tax and "$ Change" amounts have not been adjusted for the change in the ta7c rate.)

There were various nonrecurring items and timing differences during the first eight months of 2004 that overstate
the increases reflected in the table above and some of the other tables in this repoR. Adjusting for these items,
Total Sales & Use Tax increased approximately 0.1 %(as compared to the 1.2% indicated above) and Retail
Sales Tax decreased approximately 0.3%. Business and Construction Use Ta~c can fluctuate significantly from
month to month depending on the level of equipment purchases/leases and construction projects in any given month,
as evidenced in the table below.
Of greatet significance for identifying trends is the percent change month by month for the yeaz.

Retail Sales Tax: Yearto-date the retail sales tax category has increased 0.7%, which makes up 81% of sales and
use taY revenue. Most industry types and geographic areas in the Ciry are positive compared to 2003. The primary
reason for the lack of growth tin retail sales ta~c is due io a decline in business-to-business sales in the Computer
Related Business industry sector. This sector is heavily influenced by the national mazket for technology purchases
by businesses.
On a more positive note, core consumer retail (appazel stores, home furnishings and general retail) reflects positive
growth for the first eight months of 2004 compazed to the same period in 2003. The following chart details the
"core consumer retail" components.

CHANGE IN GEOGRAPHIC AREAS
In reviewing the tables included in this report you will note that sales and use tax data for Crossroads Mall is no
longer provided. Amounts previously reflected in the Crossroads Mall category aze now reflected in `Boulder
Valley Regional Center". Due to confidentiality requirements in the Boulder Revised Code we are not allowed to
disclose information on individual tax filers. Due to the fact that Crossroads Mall is approaching the point of being
one business, we have temporarily decided we must cease reporting this category sepazately. Once redevelopment of
Twenty Ninth Street is under way and new businesses aze open we will again provide separate data.
