HomeMy WebLinkAboutSales & Use Tax Revenue Report June, 2004City of Boulder Sales & Use Tax Revenue Report June,2004 Issued Aueust 13, 2004 Th~s report provides mformarion and analys~s related to sales and use tac wllect~ons for fiscal year 2004 Any queshons should be duected to Steve Felten, Actmg Fmance Du~ector, at (303) 441-1819 Total sales and use tax collechons for the yearvto-date through June 2004 showed a 2 0% mcrease over the comparable penod m 2003 All tae categones other than busmess use tax showed year-to-date mcreases compared to 2003 (ad~usted for the change m tax rate), as can be seen from the tables mcluded m this report However, total sales and use tax collechons for the month of June 2004 declmed 10 I% compazed to June 2003 Most of this declme is the result of h~gher than normal construction and busmess use tax actrvtry m June 2003 But we were d~sappomted to see retail sales ta~ collect~ons declme 2 4% m the month of June 2004 compared to June 2003 Recent economic mdicators are less than cleaz m providmg d~rect~on as to what cari be expected to happen m the local economy over the commg months Rewgmzmg that C~ of Boulder leadmg md~cators do not necessanly correlate wrth those m Boulder Coun some factors such as consumer confidence and mcreases m d~sposable mcome m the azea do ~mpact purchasmg actrv~ry w~thm the C~ Therefore, the followmg econom~c predtchon by Dr Richazd Wobbekmd m the July 9, 2004, Boulder Counry Busmess Repart may be at least parttally predichve of trends m C~revenue "The Boulder County Leadmg Econom~c Indicator has mcreased for the fourth consecutrve quarter (through the first quarter of 2004) suggestmg there w~ll be employment growth durmg the third quarter m Boulder and Broomfield court~es Boulder County emnloyment for 2004 has started on a posiGve note, and ~s e~cpected to contmue m that d~rect~on " Data published by the Colorado Department of Labor and Employment mdicate a Boulder County unemployment rate of 4 8% for June 2004 compared to 6 4% m June 2003, below the Colorado rate of 5 2% In add~t~on, the "Monthly Econom~c Summary" of Meuo Denver (which mcludes Boulder County) dated August 3, 2004 noted several pos~hve economic factors which pmnt to conhnued ~mprovement m the local economy And on the nat~onal econom~c front, although the Federal Reserve Bank mcreased the~r target federal funds rate 0 25% on August 1 Q 2004, the Fed announced at the same hme that th~s mcrease was made " to head offpotential mflat~on, saymg the economy was po~sed to pick up after a recent slowdown " On the other hand, only 32,000 ~obs were added to the national economy m July 2004 while analysts expected the ewnomy to add m excess of 200,000 ~obs ducmg the month In addihon, the Commerce Departrnent reported that consumer spendmg dropped 0 7% m June 2004 compazed to May 2004, the shazpest drop smce September 2001 A sigmficant segment of the local Boulder economy ts Imked closely to the nahonal economy, espec~ally the technology sector So while there aze posrtrve signs of a tumazound m the local economy, there are also md~cators that would lead one to be caut~ous m predictmg that tumazound - or at least the strength of that tumazound - with certamty Agam, rt must be noted that general econom~c ~mprovement will not overcome the bas~c negatrve change m compehhve pos~Uon m both retad and ~obs But, at some pmnt we expect a new lower base to at least stabd~ze and expenence modest growth from that pmnt forwazd We thought we had reached that pomt of stabil~zation at the begmnmg of 2004, but thts may not be the case However, m I~ght of the decime m June 2004 collechons, staff ~s no longer certaui that full year sales and use tax collectwns wdl be m lme wRh budgeted revenues Staff ~s m the process of updahng revenue pro~ecttons For 2004 to determme what ad~ustments should be made to these pro~ections and related expend~tures REVENUE COMPARISONS As illustra[ed m the followmg chart, June 2004 actual vear-to-date sales and use tax revenue has mcreased by 2 0% over the comparable period m 2003 (Note All "% Change" amounts m the tables and text have been ad~usted to reflect the change m tax rate from 3 26% m 2003 to 3 4l% m 2004 so that compazisons reflect the underlymg sales base and aze consistent Also, all $ amounts m th~s report are now presented m thousarids of dollars and a"$ Change" column has been added to certam of the tables All do(lar amounts are presented m nommal amounts -~ e, 2003 tax and "$ Change" amounts have not been ad~usted for the change m the tax rate ) JUNE YEAR-TO-DATE COMPARISONS - Adjusbng for these items, Total Sales & Use Tax mcreased approximately 1.3% (as compared to the 2.0% indicated above) and Retail Sales Tax increased approximately 0.2%.
