Sales & Use Tax Revenue Report ~~~~~`~~ Jul , 2004 ~ Issued~September 8 2004 ~~ Tlus report provides mformahon and analysts related to sales and use tax collechons for fiscal yeaz 2004 Any queshons should be duected to Steve Felten, Finance D~rector, at (303) 441-1819 Total sales and use taac collectio~s for the yearvtadate tluough July 2004 reflect a 1 9% mcrease over the compazable penod m 2003 All tax categones other than busmess use tax showed year-to-date mcreases compazed to 2003 (ad~usted for the change m tae rate), as can be seen from Yhe tables mcluded m this report Total sales and use tax collechons for the mout6 of July 2004 mcreased 1 3% compazed to July 2003 Th~s mcrease for the month was a result of an mcrease m busmess use tax m the Computer Related Busmess mdustry sector Partially offsettmg this mcrease ut busmess use tax for the month of July 2004 were small declmes m retail sales tax and wnstruchon use tax compared to July 2003 Recent economic md~cators are less than cleaz m providmg dvechon as to what can be expected to happen m the local economy over the commg months Recent nat~onal econom~c data has been generally positrve, although growth pro~echons have been reduced somewhat due to recent~ob growth data and the mcrease m oil pnces After two disappmntmg months of lower than expectedjob growth, August~ob growth came m only shghtly below forecasts Growth is also pro~ected for the state economy, w~th mcreases m ~obs, personal mcome and retail trade sales forecasted by The Colorado Legislahve Council for 2004 and 2005 Closer to the C~ of Boulder, Dr R~chazd Wobbekmd's pro~ectwns for Boulder and Broomfield Count~es m the July 9, 2004, Boulder County Busmess Report may be at least partially pred~chve of hends m C~ revenue "The Boulder County Leadmg Econom~c Indicator has mcreased for the fourth consecuhve quarter (through the first quarter of 2004) suggestmg there will be employment growth dunng the thad quarter m Boulder and Broomfield counhes Boulder County employment for 2004 has started on a positrve note, and ~s eacpected to contmue m that dvection " Monthly and year-to-date growth m retad sales tax m surroundmg communrties are also pos~hve, and at rates higher than what Boulder has reahzed so far m 2004 But when these naGonal, state and regional gtowth indicators aze compared to recent retail sales tax results for the C~ of Boulder, it ~s clear that our local economy ~s not m synch w~th the posihve growth trends expenenced elsewhere It would appeaz that at least two factors aze contnbutmg to the unfavorable trends m retail sales ta~c for the last several months of 2004 Fust, add~tional leakage of retail sales to surroundmg communtaes appears to be conhnumg rather than levehng out as had been forecasted Second, the large amount of competmg Class A commercial space m the 36 Comdor and m other azea markets ~s causmg a drag on the City's local commercial real estate market While some excellent propert~es have been and aze bemg built m the C~ty, the availability of pnme commerc~al space at very favorable lease rates is servmg as a strong mducement to some busmesses to cons~der relocahng As a result, staff has come to the conclusion that the or~gnal growth rates for sales and use tax for 2004 and 2005 need to be rev~sed downward The combmed sales and use tax growth rate for 2004 has been revised from a posirive 1 5% to a negatrve 0 6% For 2005 the combmed growth rate has been rev~sed from a posrtrve 3 5% to 0 0% The results for July aze m Ime wrth these new pro~ections REVENUE COMPARISONS As illustrated m the followmg chart, July 2004 actual year-to-date sales and use tax revenue has mcreased by 1 9% over the comparable penod m 2003 (Note All "% Change" amounts m the tables and text have been ad~usted to reflect the change m tax rate from 3 26% m 2003 to 3 41% m 2004 so that compazisons reflect the underlymg sales base and aze consistent Also, all $ amounts m th~s report are now presented m[housands of dollars and a"$ Change" columa has been added to certam of the tables All dollaz amounts are presented m nommal amounts -~ e, 2003 tax and "$ Change" amounu have not been ad~usted for the change m the taac rate ) JULY YEAR-TO-DATE COMPARISONS - 2004 VERSUS 2003 TAX CATEGORY % CHANGE % of TOTAL Retail Sales Taac 1 3% 80 8% Busmess Use Tax -0 7% 11 1% Construchon Use Tax 1 9% 5 1% Motor Veh~cle Use Tax 2 7% 3 1% Refunds -93 4% -0 1% Total YTD Sales/Use Tax 1.9% 100.0% There were several nonrecumng rtems and t~mmg differences dunng the fvst seven months of 2004 that overstate the mcreases reflected m the table above and some of the other tables m this report AdjusHng for these ~tems, Total Sales & Use Tax increased approx~mately 1.6% (as compared to the 1.9% mdicated above) and Retail Sales Tax mcreased approximately 0.1 %.
