HomeMy WebLinkAbout11 - UHGID Parking Study Memo~J SEH September 3, 2004 Ms Molly Wmter Uwversity Hill General Impmvement Distnct City of Boulder 1500 Peazl Street, Ste 302 Baulder, CO 80302 RE: UHGID Parking Study Deaz Ms Wmter SEH has prepazed a draft scope of work and fee esumate to develop a Pazkmg Study for the Umversity Hill General Improvement Distnct (LJHGID) The goal of the pro~ect is to quanhfy the availability of parkmg m the commercial distnct and to idenhfy any constramts parkmg availabihty may have on commercial uses m the study azea The assessment will compaze parlang uuLzahon numbers from previous studies and will idenhfy pazlung demand based on current land use and mode spht of both employees and customers In addihon, the Pazkwg Study will idenhfy parlung util~zauon and use dunng a typ~cal Saturday evenmg to gauge pazkmg charactenstics dunng tius tune of peak demand SEH will complete this pro~ect m four tasks 1. Update the December 1998 UHGID Park:ng Uttl~zat:on Studv and compare to past uhl~zahon reports. 2 Develop an estunate of parkmg demand through tnp generahon calculahon and 3. Mode splu survey 4. Summanze fmdmgs and make muiai recommendations for feasibility of purswng addirional pazkmg supply SEH understands the importance of workmg closely with you and UHGID members throughout the process of completmg this pro~ect The pro~ect will be managed by Tim Swope, AICP wrth oversight by Phil Weisbach, PE Anhcipated work tasks and eshmated SEH staff tune per task aze as follows TASK 1: Update Parking Inventory SEH will update the parlung supply as ~dentified by the Dec 98 study Any changes m the number of parkmg spaces or parkmg resmchons will be noted and mcorporated mto the new pazkmg supply numbers Non-metered parkmg widun the srudy azea will not be mcluded m the mventory as availabihty is close to zero Informat~on on parkmg supply wili be consol~dated onto a base maps m either AutoCAD or GIS platform, accordmg to the wishes of UHGID StafF will meet with the UHGID Director to review the base maps, review the pro~ect methodology and refine the pro~ect srudy azea and scope if needed Short Elliott Hendrickaon Inc , 1375 Walnut Street Swte 211, Boultler, CO 80302-5263 SEH is an equal opportumty employer I w~"M %ehinc com ~ 303 442 3130 ~ 303 442 3139 faa Pazkmg and Access Study September 3, 2004 Page 2 SEH will conduct an mventory of pazlung avadabiliry based on the methodologies used on the Neighborhood Peraut Parkmg Program and in past LJHGID parkmg studies The mventory will track hourly park~ng availabiliry for pnvate lots, on-street pazkmg, and public lots on an hourly basis for a smgle weekday from 8 AM to 7 PM and on a Saturday from S AM to 7 PM Saturday Evening Inventory SEH will conduct a special wventory of parkmg availabihty dunng a typical Sahuday evemng dunng restaurant / entertainment hours The mventory will mclude the same area as the daytune surveys m addition to the unmetered spots on 14~', 12'~, 11`~, College, Pennsylvama, Pleasant, and Umversity The survey will offer a"snapshoP' of parkmg util~zahon and will take place between 9 pm - 11 pm TASK 2: Demand Analysis SEH will develop a demand analysis for the study azea in order to estunate a total potenrial demand for parkmg grven the exishng commercial land uses w~thm the study area The analysis will be based on the existmg commercial land use as supphed by UHGID and on mode-split eshmates from either the 1998 Report or from new survey responses The analysis will mcorporate vehicle tnp reductions due to mode splrt and shared-pazkuig within the distnct This analysis will allow the UHGID to compare the current pazkmg supply with an estunated demand for pazkmg spaces, based on exishng land use This analysis w~ll be particularly useful if UHGID were to exanune future pazkmg needs based on revised land use alternahves TASK 3: User Survey SEH feels that the most effecnve way to idenhfy mode-use and tnp purpose dismbuhons is to survey a random selechon of UHGID users to ascertam tnp purpose and travel mode Informahon on pazkmg locahon and durahon could also be collected The survey would need to be of adequate sample size (85- 90 responses) and from multiple locations dunng peak hours to ensure accurate results. The survey would requue staff tune to develop the queshons and review them with UHGID staff SEH estunates the survey to require a two-person survey team two four-hour tune penods to complete The survey will be formulated to yield mformahon on 1 Tnp purpose (work, shop, or schoal) 2 Mode of travel 3 Parkmg location 4 Destmahon locahon 5 Duranon of stay SEH will survey Hill users on a typical Saturday evenmg usmg the same survey as the daytvne use. Survey results will be combmed wtth the mp generanon esnmates to develop an est~mate of parking demand for current land uses and provide a base for any fuhue calculahons of demand pro~ecnons Results can also be combmed w~th an employer survey cLsmbuted by UHGID TASK 4: Report SEH will summanze the results of both the mventory and demand analys~s Parkmg avazlability will be compazed to past studtes ro ident~fy uhlizano~ trends Parkmg demand will be compared to the Parlung and Access Study September 3, 2004 Page 3 avazlabihty and an evaluahon of potenrial latent demand will be completed The summary w~ll mclude a recommendation as to further pwsumg addihonal pazkuig supply Fee Estimate We anticipate these work tasks to requve a total of apprmcunately 124 hours of staff tune (mcludmg 2 meetmgs with iJHGID staf~ and a fee of $ 9,570 Requests to complete tasks m addihon to those outlmed m the above scope of work will be undertaken on a tune and matenals bas~s accordmg to the rates contamed m our current on-call sernces contract with the CiTy of Boulder Project Deliverables • updated mventory of LTHGID park~ng spaces and space utrhzahon inventory for one weekday and one Saturday and one Saturday evenmg/mght • tnp generahon estunate for existmg UHGID land uses • personai mternew survey results for mp purpose, travel mode, and duraUOn of stay • two meetmgs with LJHGID staff • ten copies of final report Project Schedule SEH is ready to begm work on this pro~ect.
