NONE AGENDA 11'EM 4- PoGce Update: Seper reported the Hill enforcement stats mcluded alcohol v~olations, non-traffic summonses, and several azrests wh~ch were mosfly fa~lure ro appear warrants They hved an overt~me officer to work seven days dunng the 4'" of July hol~day fxusmg on the Hill and Goss Crove The ovemme officer ~ssued several fireworks and no~se summonses They are gearmg up for back to school and wdl have plenty of officers on hand dunng this Ume Street commented a was much qweter th~s 4'" of July and thanked the Pohce Department Seper commented that Jen Korbelick had distnbuted flyers statmg the laws sunoundmg the 4`" of July and th~s seemed to be an effect~ve way to get the word out Abrams asked ~f they would be hinng an add~nonal officer next year and Seper responded they wdl and are cons~denng extendmg the nme beyond the 4'" °~ July and may add addmonal officers AGENDA ITF,M 5- CU/City Liaison: NONE AGENDA ITF.M 6- Hill Marketing Hogan mformed there will be a Hill After Hwrs next week and passed out imuanons She repoRed [hey will be g~vmg away fabulous door pnaes She sa~d plans for Homecortung are movmg along well The parade stage will be on campus azound Fan~and Field m hopes that Creshmen w~ll be more mvolved The parade will hit 13`" Street about 5 00 or 5 30 PM so they are lookmg at ways to manage that After the pazade there wdl be a carmval on Nodm Quad Abrams askeA if there would be food and Hogan responded she diddt thmk so She reported ~f anyone had quesnons about the carnrval the CU wntact is Alex Garcia After the camtval there w~ll be a mental~st CU Housmg ~s sponsonng w~th a dance to follow Curtis asked ~f there would be tloats and Hogan responded there, hopefully, w~ll be many The Welcome Back Fest wdl be August 29'" They plan on followmg the same format as last year wrth ska[eboardmg, commumty booths, smdent bwths, and a couple of bands Cums men[~oned Korbehck had reported there wdl be a block vartv and asked for an uodate, but HoQan mformed the Board that Korbelwk would be the contact person on th~s event AGENDA ITEM 7- Parking Services Update NONE AGENDA ITEM 8- UHNA Update: NONE AGENDA 11'EM 9-Hill Alliance Update: Smrth reported on the Hill A1Lance Comrtut[ee and the new slate of officers New officers w~ll take over m January The Hill Alhance now has all three local newspapers on the~r board The Commencement Comnu[tee has approached the H~11 A16ance about domg a graduanon breakfast The HilI A1Lance has declmed but Sm~th would sall hke to work on it for next year Sm~th reported sales for the ma~onty of H~11 busmesses are drast~cally decreasmg Snuth reported frustranon over the Hill AlLance leammg about thmgs aftervthe-fact and they are compnsmg a Pubhc Affa~rs Committee to start putUng out feelers to gather knowledge before rt is roo la[e for them to take a stance Abrams is a member of this comm~ttee and recommended everyone read the PUMA study She sa~d they have talked about startmg a BID and are re-v~srtmg that ~dea She also suggested re-lookmg at the parlcmg strucmre Street stressed that she feels thac the BID is important for sustamab~hty but ~t will take money and felt that UHGID ceeds to educate busmesses on the Hill regazdmg this problem, as she feels they shouid support ~t finanaally Curt~s reported that rt has always been UHGID's mtent~on to have the Alhance support th~s He menUOced many opmwns have been vowed and rt~s important that UHNA, UHGID, The H~11 Alhance and others move m the nght d~rechon Sm~th reported [he H~11 Alhance has really grown mto an energenc orgamzanon and she is ~mpressed and en[hus~as[~c about this Abrams asked who she neeAed to talk to regardmg obtammg mfortnanon on the BID and was told to talk to Molly Wmter AGENDA ITEM 10 -Vision Plan Update: Curtis pomted out the need ro push ahead wrth the Vis~on Plan He has gone over the stat~sncs and phoned RCG to define certam aspects the data Curt~s queshoned the ~ssues of pazkmg, the extens~on ot the NPP hours, repa~rs in the alleys and mamtenance codes and asked ~f any progress had been made He also asked whether or not enforcement ~s effecave He ment~oned he thought there was supposed to be an appraisal and wants to make sure these issues are taken care of m compitance wrth the V~s~on Plan Wmter renunded him there are hme hm~ts and she will be honest vnth what she can bnng to meetmgs Some of these concems are not under UHGID control which mcludes the alleys bu[ Wmter explained these ~ssues can be explored tn [he future Cums mennoned he hoped UHCID has the RCG smdy by the next meenng AGENDA ITEM 11- Matters from the Commissioners Abrams men~oned she thought quotes for havmg asphalt replaced m some of [he alleys would be presented at th~s mee[mg AGENDA ITEM 12 - Matters trom the Director Wmter reported Council has appomted Dave Rogers as the new UHGID Board Member She will grve h~m a bnef overview In regazds to the V~sion Plan, Wmter reported Tom Wooten should have the s[udy done by the end of the month and UHGID needs to find ways to get it out to the commumty Cums asked tha[ Cho be g~ven a copy of the Power Pomt presentation g~ven by RCG and other documents perta~mng ro the study Wmter mformed the Board she has talked wuh Brad Seibel concemmg the PUMA Study and he subvutted a proposal [o do an up-date- a type of a check-m Wmter menuoned she is not tallang about re-dmng the s[udy, but asked for feedback Abrams sa~d she would I~ke to see more mfovnanon on BID Cums asked about the cos[ of the PUMA Wmter responded the cost is approximately $15,000 wh~ch is why she is aslung only for an update Curtis asked if UHGID has any specific queshons so there is no dupl~canon Abrams requested a meehng be set for the Publ~c Affa~rs Comm~ttee to meet w~th the PUMA people Wmter reported she ~s workmg on findmg a firtn to do a parkmg study for the Hill CurUs asked when P[JNIA will begm workmg Wmcer responded that PUMA w~ll not start unhl they get the Ross update and she feels th~s will be completed soon Cho asked why the PUMA study was done and how Wmter responded that there were several recommendahons regazdmg safety, markehng, lookmg at a B[D, and several recommendatmns that were a number of years out wh~ch mggered the need for the smdy She sa~d the reason ~t was done at this Gme ~s because they want ro make sure the market based ~nformanon they are kepng oftbf ~s sall cunent Another reason ~s because of the 29'" Street pro~ect Wmter sa~d ~t ~s ~mportant ro pomt out what ~s umque about [he H~II so they can face the compednon effect~vely Wmter suggested UHGID examme all the thmgs they can do m strengthen the Hill as a commercral distnct Cho responded ~t sounds l~ke th~s ~s somethmg we want to accompl~sh nght away Cho commen[ed the rat~onale is very reasonable but asked that the scope of work be clanfied Wmter clanfied that UHGID ~s not aymg to remvent [he wheel ~ust attempUng ro do a check-m Wmter pom[ed out that Ross ~s umquely qualified because of the work rt has done downtown She commented th~s ~s a proacUve move, an mvestment ro go m the nght d~recnon Hogan commented the PUMA study will accomphsh Stratacom's brandmg on the Hill and th~s will be a good measure of dollars spent Wmte~ responded Stratacom's work was a launchmg pad for the PLJMA study and is probably somethmg we need to thmk about Associanon ro get feedback Wmter responded they will be mvolved m the process Curtis asked about spec~fic recommendauons for the future as far as the PUMA study Wmter responded the ob~ecuve wdl be to
