HomeMy WebLinkAboutSales & Use Tax Revenue Report April, 2004City of Boulder Sales & Use Tax Revenue Report April, 2004 Issued June 14. 2004 ~ y~~~~ , ~~~~~ ~~ This report prov~des mformahon and analysis related to sales and use tax collechons for the fiscal year 2004 Any queshons should be dsected to Steve Felten, Actmg Fmance D¢ector, at (303) 441-1819 We aze pleased to report that total sales and use tax wllechons for the year-to-date through Apn12004 showed a 7 8% mcrease over the compazable penod m 2003 All tax categones showed mcreases compazed to 2003, as can be seen from the tables mcluded m th~s report Recogmzmg that C~ of Boulder leadmg md~cators do not necessaz~ly correlate with those m Boulder Coun some factors such as consumer confidence and mcreases m d~sposable mcome m the area do impact purchasmg achv~ry w~thm the C~ Therefore, the followmg econom~c predicUOn by Dr R~chard Wobbekmd m the Apnl I5, 2004 Boulder Counry Business Report may be at least parhally predictive of trends ui C_yt revenue For the thvd consecutrve quarter, the Boulder County Leadmg Econom~c Indicator u~creased from 101 6 to 102 4 Th~s nse m the local LEI suggests that the ~obless recovery ~s behmd us, and that there will be second quarter emptoyment gowth m Boulder Valley Another sign of the ~mprovmg economy is the lower unemployment rate The Boulder County unemployment rate (was) 5 2% for January (2004), a£ull percentage pomt below the pnor year Conhnued modest employment growth ~s expected Prelunmary data published by the Colorado Department of Labor and Employment mdicate a Boulder County unemployment rate of 4 6% for Apn12004 On the other hand, the Apn122, 2004 issue of the Dady Camero reported that "the Boulder County Public Trustee said u recerved paperwork to mmate foreclosures on 136 properties dunng the months of January, February and Mazch, a 43%a mcrease from the first quarter 2003 " So wh~le there aze positrve signs of a tumazound m the local economy, there are also mdicators that would lead one to be cauhous m predictmg that tumazound with certamry Agam, u must be noted that general econom~c ~mprovement w~ll not overcome the bas~c negahve change m compehrive pos~tion m both retail and ~obs But, at some pomt we expect a new lower base to at least stabilize and expenence modest growth from that pmnt forwazd Monthly retail sales tax results have shown unprovement m each of the fiist four months of 2004 Hopefully, ttus may s~gnal that we have reached the new lower base m the retail sales category, which makes up about 80% of sales and use tax revenue REVENUE COMPARISONS As ~llustrated m the followmg chart, Apn12004 actual veaz-to-date sales and use tax revenue has mcreased by 7 8% over the compazable penod m 2003 (Note All "% Change" amounu m the tables and text have been ad~usted to reflect the change m tar rate from 3 26% m 2003 to 3 41% m 2004 so that compaztsons reflect the underlymg sales base and are cons~stent Also, all $ amounts u~ th~s report are now presented m thousands of dollazs and a"$ Change" column has been added to certam of the tables All dollar amounts are presented m nommal amounts -~ e, 2003 tax and "$ Change" amounts have not been ad~usted for the change m the tax rate ) APRIL YEAR-TO-DATE COMPARISONS - 2004 VERSUS 2003 TAX CATEGORY % CHANGE % of TOTAL Retail Sales Tax 3 2% 79 5% Busmess Use Tax 2 4% 11 2% Construchon Use Tax 125 8% 6 2% Motor Vehicle Use Tax 8 4% 3 2% ' Refunds -93 3% -0 1% Total YTD Sales/Use Tax 7.H% 100.0% There were several nonrecurcmg ~tems and timmg d~fFerences dunng the first four months of 2004 that overstate the mcreases reflected m the table above and some of the other tables m th~s repoR Adjusting for these items, Total Sales & Use Tax mcreased approx~mately 6.0% (as compared to the 7.8% indicated above) aud Reta~l Sales Tax mcreased approximately 1.0%.
