Other work in Boulder includes creation of the Downtown BID (1999) and a Downtown Economic Vitality Strategy (2003). Additional information on the firm is available at our website, located at www qumaworfdhq com Unrversity Hill Market-Based Plan Update Per our recent conversation, it ~s my understanding ihat the Htill may benefit from a Market-Based Plan update that will meet the following ob~ecttves ~ Review the progress and current status of the Market-Based Plan conclusions, niche strategy and recommendations. ~ Reconvene the Market-8ased Plan Steering Committee to determ~ne how the Hill should best be positioned and organized to respond to current challenges and opportunities • In concert with the Steenng Committee, develop recommendations to mawm¢e the Hill's overall economic vdahty and gwde ds evolutton over the next three years To meet the preceding ob~ectives, we propose a two-step process that could be completed within a three to four month timeframe. Step 1: Env~ronmental Assessment The envvonmental assessment is intended to develop an understanding of the mynad of econom~c and politfcal forces that are shapfng the Hill in 2004 The assessment would include • An initial two to three hour workshop with the Market-Based Pfan Steermg Committee to discuss current issues, prospecUve Hdl improvements and priorities • Followmg the Steering Committee workshop, interviews and/or stakeholder roundtables to verify and probe issues identified at the workshop Molly Wmter- UHdI Check-Up Proposal JuM5-04 doc Page 2 Molly Winter June 15, 2004 Page 2 Review the Ross study to determine its integration with the Market- Based Plan Undertake subsequent research to update any gaps in market information that may be helpful to refining the 2001 niche strategy and recommendat~ons. Step 2: Synthesis, Recommendations and Community Forum Following the complet~on of the preceding tasks, P U M A would prepare a Market-Based Plan Update "workmg paper" with findings from the external assessment plus recommendations for the Hill, including. Areas of program emphasis for the next three years, including short term recommendations (next 12 months) and mid term recommendations (up to three years) Partnership opportunities between the Hill's ma~or constituent groups, includmg commercial property and business owners, neighborhood residents, the Unroersity, UHGID and the Ciry Other suggested steps to improve the Hill to make it more relevant to its primary markets and protect its investors - includmg property owners, businesses and residents The work~ng paper would be distributed to Steering Comm~ttee members in advance of a hatf-day planning retreat. The planrnng retreat would aim to gain consensus on Market-Based Pian Update recommendations and establish pnonties for mowng forward.
