HomeMy WebLinkAboutSales & Use Tax Revenue Report, March 2004City of Boulder Sales & Use Tax Revenue Report March, 2004 Issucd Mav 12. 2004 ./'/~r~~'~~ ~r ~ ~ ~~ This report pi ovides mfoimation and a~alys~s related lo sales and use tax collections for the fiscal yea~ 200a Any quesYions should be directed to Steve Felten, Dcputy Finance Director, at (303) 441-1R 19 We are pleased to report that toYal sales and use tax collections foi the year-to-date through March 2004 showed a 8 7% mcrease over the wmparable per~od m 2003 All tax categones showed mc~ eases compared to 2003, as can be seen from the tables mcluded m this report Recogmzmg thaY C~ of Boidder leadmg md~caYors do not necessanly correlate with those m Boulder Coun , some factors such as consumer conFidence and mcreases in dtsposable mcome m the aiea do impact purchastng activdy withm the Cilv Therefore, the follow~ng econom~c prediction by Dr Riehatd Wobbekmd m ihe Aprd 15, 2004 Boulde~~ County Busrness Report may be at least pa~tially predictroe of lrends m C~ revenue For the th~rd consecutrve quarter, the [3oulder County Leading Bconomic Ind~caYor mcreased from 101 6 to l02 4 This nse m the local LEI suggests that the~obless recovery is behmd us, and that there will be second quartet employment growth m Boulder Valley Anothet sign of the improvmg economy is the lower unemployment i ate The Boulder County unemployment rate (was) 5 2% for January (2004), a full percentage point below the prwr year Contmued modest employment growth is expected On the other hand, the Api d 22, 2004 ~ssue oTYhe Dady Camera reporCed Chat "the Boulder County Pubhe'Iy ustee said d iecerved papenvork to m~tiate foreclosures on 136 properties durmg the months of January, February and March, a 43% mcrease from the fitst quarter 2003 " So whde there are positrve s~gns of a turnaround m the local economy, thc~ e are also mdwators that would lead one to be caut~ous m predichng that turnaround w~lh certamty Agam, ~t must be noted that general economw improvement will not oveicome the basic negaCive change m competrtive posttion m both retad and ~obs But, at some pomt we expect a new lowet base to at least stabdize and begm to expenence modest growth from that pomt forwatd. Monthly retad sales tax results have shown ~mprovement m each of the first three months of 2004 Hopefully, tlus may s~gnal that we have ieached the new lower base m the retail sales categoi y, whwh makes up about 80% of sales and use Yax revenue RCV CNUE COMPARISONS As illusUated m the Followmg chart, March 2004 actual vear-to-date sales and use tax ~evenue has mcreased by 8 7% over the comparable period m 2003 (Note All "% Change" amounts m the tables and text have been ad~usted Yo reflect the change m tax rate from 3 26% m 2003 to 3 41% m 2004 so that compai isons reflect the underlymg sales base and are consistent Also, all $ amounts m this report are now presented m thousands of dollars and a"$ Change" column has been added to certain of the tables All dollar amounts are presented m nommal amounts -~ e, 2003 tax and "$ Change" amounts have not been Ad~usYed for the change m the lax rale ) MARCH YEAR-TO-DATE COMPARISONS-2004 VERSUS 2003 TAX CATF.GORY "/o CHANGE % of TOTAL Retail Sales Tax 3 7% SO 0% Busmess Use Tax l2 7% i l 5% ConstrucUOn Use Tax 144 6% 5 4% Motor Vehwle Use Tax 14 2% 3 2% Refunds -771% -01% Total YTD Sales/Use Tax 8.7"/0 100.0"/0 The~e were several nonrecu~rmg items and timmg differences durmg the fiist thtee months of 2004 that overstate the mcieasas reflected m the table above and some of the other tables m this report Ad~ustmg for thcsc itcros, Total 5ales & Use Tax increased approx~mately 6.0% (as compared to the 8.7"/a md~cated above), Retail Sales Tax increased approximately 2.1 % and I3asiness and Construction Use tax increased Tpproximately 32.0% on a combined basis compared to the same period in 2003.
