Board and Commission Guiding Principles
]) Crty pohcies are established by the Cuy Counc~l With the excephon of limited (ohen
charter-based) circumstances, the role of Boards and Commissions is advisory to the city
Council.
2) All poltcy express~ons on nahonal, mternahonal and statew~de issues should come from
Council and not from mdividual Boards and Comm~ss~ons. Boards and Commissions
may suggest that Counc~l take policy posrtions by resolution, but should not
tndependently tssue such resolutions.
3) When severai Boards and Comm~ssions review elements of a o ven proposal or issue,
staff reports to Council should reflect the perspecnves of all reviewtng Boards and
Commiss~ons
4) When members of a Board or Commissions disa~ree about a a~ven issue or pohcy,
Cauncil expects to be appmised of the disagreements and of the reasonmg underlym~ the
vanous pamts of view
5) City staff ult~mately is responstble for supportm; Crty Council. Counc~l expects staff to
provtde the best professional ~udgment re;arding issues and policies, whether or not
Bourds und Commiss~ons a;ree with those professional ~ud~ments. Staff should inform
Counc~l when aBourd or Commission disagrees w~th the staffls position and, when
possible, explain the basis of that dtsagreement.
6) It is CounciPs desve to use Boards and Commtss~ons as the first step For gathenng '~~
commumty feedbaclc on controvers~al issues as a means of creatmg viable ophons.

7) The city manager is respons~ble tor the bud;et recommendanon to City Council. When a ~
Board or Commtssion disagrees wrth che c~ty manager's budget, the mannger should be ~,,
nonfied us a matter of courtesy pnor to the Board or Commisston members addressmg ~'

9) Counctl members should refram from d~scussm~ wtth Board members any quasi ~udicial
issues commg before the Board. For matters that are not quasi ~ud~ctal, Council members
may discuss a pomt of vtew with Board members but should clanfy that this perspective
may not represent the posthon of the Counetl as a whole.
10) Staff takes direchon from the city manager, except as authonzed by the Charter
Boards and Comm~sstons may request research or other work of staff, but if the work
reqwres more than what staff determmes ~s reasonable, the Board or Comm~ssion,
supported by a ma~onty of inembers at a meehng, must make a direct request of the c~ty
councd
