HomeMy WebLinkAboutBoard and Commission Guiding PrinciplesMolly W mter - 4-8 counal memo on B&C doc Page 2 ATTACHNIENT A Board and Commission Guiding Principles 1) City po6c~es are established by the City Counc~l W~th the exception of I~mtted (often charter-based) c~rcumstances, the role of $oards and Comm~ss~ons is advisory to the c~ty Counc~l 2) All pohcy expressions on nat~onal, mternahonal and statewide issues should come from Counc~l and not from mdividual Boards and Comm~sstons, Boards and Comm~s5ions may suggest that Council take policy posihons by resolution, but should not mdependently tssue such resolutions 3) When several Boards and Commiss~ons review elements of a given proposal or issue, staff ieports to Counctl should reflect the perspectives of all reviewmg Boards and Commiss~ons 4) When members of a Board or Commiss~ons d~saa ee about a g~ven issue or pohcy, Council expects to be appraised of the disa~reements and of the reasonma underlymg the vanous pomts of vtew 5) Crty staff ulumately is responsible for supportmg Crty Council, Council expects staff to prov~de the 6est professional ~udgment regardmg issues and pohc~es, whether or not Boards and Commiss~ons agree with those protessional ~udgments Statf should mform Council when a Board or Comm~ss~on disagrees wuh the statf s posit~on and, when posstble, explatn the bas~s of that dtsagreement. 6) It ~s Council's desire to use Boards and Comm~ssions as the first step for gathermg commumty feedback on controversial issues as a means ot creatmg viable ophons 7) The crty manager is respons~ble for the budget recummendation to City Council.
