Winter presented a g~ft and also thanked McMullen. Sandrock, Moore, Smith and Ward told stories of MeMullen's role starting the UmI-Iill R~ce, his mentoring, and h~s good work on the UHGID board. Curt~s hoped the group plamm~g to open'Pulagi's would be available to g~ve a p~ esentadon [o the UHGID 6oard a6out thcir project. Winter will pase on tl~e message. AG~NDA IT~M 4- POLICE UPDAT~: Sergeant Seper reported that property cr~me dropped [he past mon[h, but vehicle trespasses were up. He said veh~de trespasses h~stor~cally increase this time of year with sprmg weather. Nuisance and alcohol tickets ~re down. The decrease is attributable to Pewer of~cers m~ the street, ns many attended un in-service training. Tliere were 24 alcohol summons (MIP), 19 non-traffic dekets, 19 arrests (primarily ou[standing warrants and assunlt) and 8 kegs xnd taps were conGscated. The Pol~ce [hought Rail Jam went well and w~s successful. They thought the lower crowd s~~e rnn[ributed tu the lack ot problems. They hnd trespass avadnvats fur the roof'tops, as last year many stndents wem on the roofs. 13~' Street was supposed to open at 10.00pm, but the street was not opened until 12:30am. AG~NDA ITEM 5- CU/CITY LIAISON AND HILL MARKETING UPDATP: Korblick reported on the 3" plannmg meeting for Homecommg. Homecoming will be the weekend of October SA, 2004. Gronps repreaented at the meetmg incladed UCSU, Greeks, CU Band, UHNA, DBI, ChamUeq Convention and Visitors, Hdl Alliance, OHGID and the Alumni Cen[er. The Alumni Center sent out nn email to studen[s asking them to pnrticipate in a contest to help name a theme for Homecoming. Some of the events for Homceoming hemg talked ahoat include: ~vent on the Hill, House and/or winduw decoraling contest, Carnrval, Pnrude, Floats, Big name event at Coors event center and a Pancake 6reakfast Street suggested a student Art Show/Snle, Jobert suggested one or more of the CU Acapella groups. Curtis asked what effect this would heve on the Welwme Back Fest. Winter explained that the Welcome Back Fest ~s more focused on mtroducing new students to [he CU Hill, C~[y Groups and University Groups. MeMullen suggest a mus~c oriented event for Welcome Back. Cho sugges[ed incorporahnb the Shakespeare Feslival mto a Hill event. Hogan respnnded that the Hill Alliance is talk~ng with the Festival. Cho also suggested a"Shakespeare Day" on the Hill with costumes, mus~c eta Street quoted today's paper as ~t compares to the Hi1Ps search for even[s, "We are looking for what we are hymg to find." Hogan reported that in her view Rail Jam was a success in part because an outside group brought [he event [u the Hill and all [he City had to do was function as an advisor. It wes noted that adver[~smg for Rail Jem could heve been given more attention. AGENDA ITEM fi- PARKING SERVICES UPDATE: Mayhew reported his crew ~s gearing up for Sprin~. They replaced the banners und are domg some concrete grinding, to make Ihe s~dewalks safer. Pressure washmg and tiower planting wdl happen if water allocations allow. Mayhew sa~d that graffit~ has slowed down smce a month ago. The property owners were being very responsive ro Ictters to clean up the graf6d. Street sugges[ed planting dwarf evergreens in pots and trying ornamental grass. Mayhew said they would try a test pot. Seper sa~d ornamental grass might be easy to igmte. Winter suggested usmg Hester from the Pearl Street Mall as a resource for planting spec~fics. AGENDA ITEM 7-UI-INA UPDAT~: Curt~s reported that UHNA was not pleased wrtl~ UHGID not chang~ng the t~me and plnce of the UHGID meeting. Winter sa~d that the Aprd UHGID meetmg we will address the time and place issue aguin. This meeting will inclnde the new member, Karen Abrams and Matt Larson. AGENDA ITEM 8- HILL ALLIANCE UPDA'fl;: Smith repor[ed tha[ the Alliance talked about evente, Rail ,iam and Homecoming. Smith set up a meeting for April 13, 2004 to include UHNA, fn~ilitator, Kon Damas, and cdy emplnyees Durso, Nlullins, Seper, Oster, Huron, Bond, llunlop. The goal is to nddress ~ssues alcohol estsibhshments on the hill. The Exe~utive Committee of UHNA sent a letter to Sm~th respectfully declimng her offer of the meetmg due to previous commitments and asked for a meeting in June Smrtl~ s[ated [hat she is comm~t[ed to the n cunversation wdi~ UHNA and wdl make sure [his happens. McMullen and Cho thanked Smith tor her willingness to set up a difGcult meehng. Cl~o raieed the quest~on of whether the S \CMO\DUHMDPS\UHGID\BD-MTGS\2004\03-04UH SUM doc charter for UHGID should be expanded beyond parking and bosiness Others explmned that the issues of the neighbor were part of the charter as they were consumers of the businesses. Smith asked, "What date was the Hdl zoned as a commercial d~str~et?" Winter suggested Smith call Durso for the answer and to refer to the Holthouser presentahon. Street asked for darificahon of the noise ordinance. AGENDA ITEM 9 -MATTERS FROM THE COMMUSSIONERS: Street -Asked for clarification on noise issues and ordinances and how they are applied McMullen -Thanked all the City Staff, the UHGID board and other Hill business owners. He passed out a I~st of books on city planning and asked the UHGID board members [o read from the list as they approach important decisions on [he Hdl Vision. Cho- Asked for McMullen's conbnued assistance through a Hdl Vrsron task Force. Curbs- Nonc AGENDA ITEM 10 -MATTERS FROM THE DIRECTOR: Vision Plan Tour Update: McMullen reported that the walk around was interesting. He commented on the height limit and how restrictive current zomng rs for bmlding design. Curtis commented that the Hdl should never resemble [he Walnut Street downtown area. Winter advised Curhs that the Walnut Street zoning (RB1X) is the most dense zoning and was shown only for comparison purposes The zoning on the north side of Pearl between ll~h and 9°iis more demonstrative of a potential Hill zoning. Curtis would like the board to withhold opinions until RCG presents their recommendation. Retreat Follow-Up -The new Daily Camera publisher wdl beat the next Hill Alliance meeting. Thrs meets one of the goals identified at the retreat. Town/Gown Presentation: Winter reported on presentahon she made to the Town/Gown group.
