City of Boulder Sales & Use Tax Revenue Report December, 2003 Issued Februarv 11,2004 /~ ~~~~ - ~~,,,- \ ~ ~~ This report provides mformation and analys~s related to sales and use tax collections for the fiscal year 2003 Any questions should be duected to Steve Pelten, Deputy Finance Duector, at (303) 441-1819 Total sales and use tax collecttons for the month of December 2003 showed a 5 97% decrease over Decembei, 2002. For the full year total sales and use tax collect~ons declmed 5 21% compared to 2002 While the full year decrease is disappomtmg, rt is better than the 8 00% declme that had been assumed for 2003 m determmmg the base for the 2004 budget Recognizmg that C~ of Boulder leadmg mdicatois do not necessai ily correlate with those m Boulder Countv, some factors such as consumer confidence and mcreases m disposable mcome m the area do impact purchasmg actrvity withm the C~ Therefore, the followmg economic p~ ed~ction by Di R~chard Wobbekmd m the December 26, 2003 /Joulder Counry Business Report may be at least part~ally predichve of irends m C~ ~ evenue ~o~ the second consecutrve quarter, the Boulder County Leadmg Economic [nd~cator mcreased from 101 0 to 101 6, suggestmg thnt the Boulder Coimry economy wdl show signs of improvement m the first quarter of 2004 'I'~e merease m the I3oulder Counry LEI md~cates that there should be growth m local employment during the first quarter of 2004 Unfortunately, while Dr Wobbekmd notes that Boulder County retad sales for the first three quarters of 2003 were 2% higher than the same period m 2002, the comparahve number for the C~ty of Boulder is a ne~+atrve 6% A~am, it must be noted that general economtc ~mprovement will not overcome the bas~c negatrve change m competrtive pos~hon m both retail and~obs But, at some pomt we expect a new lower base to at least stabd~ze and begm to experience modest growth 1'rom that pomt forward REVENUG COMPARISONS As illustrated m the followmg ch~rt, December 2003 actual vear-to-date sales and use tax revenue has decreased by 5 21 % over the comparable penod m 2002 DECEMB~R YCAR-TO-DATE COMPARISONS -
