Winter presented a g~ft and also thanked McMnllen. Sandrock, Moore, Sm~th and Ward [old etor~es of MeMullen's role starting the UmFLII R~ce, his men[oring, and his good wnrk on the UHGID bourd. CurGs hoped the group planning to open Tulug~'s would 6e available to give a presentation to the UHGID board about thcir pro~ect. Winter will pass on the message. AGENDA ITEM 4- POLICE UPDA'PE: Sergeant Seper reported that property cr~me dropped the past mon[h, but veh~cle hespasses were up. He sa~d veh~cle trespusses historically increase this time of year with spring weather. Nuisance and alcoliol tickets are down. The decreuse is attributuble to fewer ofCcers on the atreet, as many uttended an in-service training. There were 24 alcohol summons (MIP), 19 nomtraf6c tickets, 19 arrests (primarily outstanding warrants and assault) and 8 kegs and taps were canfiscated. The Police thought Rail Jam went well and was successful. They thought the lower crowd size contributed to the lack ot problems They had trespass avadavats for thc rooftops, as las[ yeur muny students were nn the roofs. 13°i Street was supposed to open at 10:00pm, but the street was not opened untd 12:30am. AGENDA ITEM 5- CU/CITY LIAISON AND HILL MARKETING UPDAT~: Korblick reported on the 3`" plannmg meeting for Homecom~ng. Homecurtung wdl be the weekend of October 8-9, 2004. Groups represented a[ the meeting included UCSU, Ureeks, CU Band, UHNA, DBI, Cl~amber, Convention and Visitors~ Hill Alliance~ UI-IGID and the Alumni Center. Tlie Alumni Center sent out an ema~l to students nsking them to partic~pate ~n a contest to help name a theme for Homecommg. Some oP the events for fIomecoming 6eing talked about ~nclude: Event on the Hill, House and/or window dewrating contest, Carnival, Parade, Floats, Big name event at Coors event center and a Pancake breakFast. Street suggested a student Art Sl~ow/Sale, Jobert suggested one or more of the CU Acapella groups. Curtis asked what effect this would have on the Welcome Back Fest. W~nter explained that the Welcome Back Fest is more fowsed on introduc~ng new students to the CU Hill, City Groups and Universdy Groups. McMullen suggest a music oriented event for Welcome Back. Cho suggested incorporating the Shakespeare Festlval into a Hill event. Hogan responded that the Hill Alliance is talking with the Festivnl. Cho also suggested a"Shakespeare Day" on the Hill wrth costumes, musu eta Street quoted [ods~y's paper as rt compares to the HdPs search for events, "We are looking for what we are trymg to find." Hogan repnrted that in her view Rail Jum was a success m part because an outside group brought t6e event to [he Hill and all the City had to do was function as an advisor. I[ was noted that advertising for Rail Jum could huve been given more uttenGon. AGENDA ITEM 6- PARKING SERVIC~S UPDATE: Mayhew reported his crew is gearing up for Sprmg. They replaced the banners and are domg some concrete grinding, to make t6e sidewalks safer. Pressure washing and flower planting will happen if water nllocations nllow. Mayhew said that graftiti hns slowed down since a month ago. The property owners were bemg very responsive to letters to clean up the grafCti. Strcet suggested planting dwarF evergreens in pots and trying ornamental grnss Mayhew sa~d they would [ry a test pot. Seper said ornamental grass might be easy to ignite. Winter suggested usmg Hester from the Peurl Street Mall as a resource for planting specdics. AGENDA ITEM 7-UHNA UPDATE: CurGs reported that UHNA was not pleased w~th UHGID not chungmg the time and place of the UHGID meeting. Winter said that the Apr~l UHGID meeting we will address the time and place issuc aRam. This meetinq will include the new member, Karen Abrams and Matt Larson. AUENDA ITF,M 8- HILL ALLIANCC UPDA'P~: Snuth reported that the Alliance taiked a6out even[s, Ra~l Jam and Homecoming. Smith set up a meetmg for Aprd 13, 2004 [o include UHNA, fac~Ltator, Kon Damns, and city employees Durso, Mullins, Seper, Oster, Huron,l3ond, llunlop. The goal ~s to uddress ~ssnes alcohol estabLshments on the hill. The Execuhve Com~vuttee of UHNA sent a letter to Smith respectfully dedming her offer of the mecting due [o prev~ous comm~tments and ~sked for a meetmg in June. Smdh stated that she ~s corrumtted to the ~ conversation with UHNA and will make sure th~s hnppens. McMullen and Cho thanked Smith fur her willmgness to set up u difficult meedng. Snuth asked, "What date was the Hdl zoned as a wmmerc~al d~str~ct?" Winter suggested Smith call Durso for the answer and to refer to [he Holthouser presentation. Street asked for clarification of the noise ordinance. AGENDA ITEM 9- MATT~RS FROM'PHE COMMUSSIONERS: Street - Asked for clariGcadon on noise issues and ordinances and how they are applied McMullen - Thanked all the Cdy Staff, tlie UHGID board and other H~ll business owners. He passed out a list of books on city planning and asked the UHGID Uoard members to read from the 6st as they upproa~h impor[ant dec~s~ons on [he Hdl V~s~o~. Cho- Asked for McMnlleds contmued assistance [Nrough a Hdl Vis~on task force Curtis• None AGENDA ITEM 10 - MATTERS FROM THE DIRECTOR: V~sion Plan Tour Update: McMullen reported that the walk around was mteresGng. He commented on the height hrtut and how restrictive current zomng is for building design. Curtis commented that the H~ll should never resemble the Walnut Street downtown area. Wmter advised Curtis that the Walnut Street zomng (RB1X) ~s the most dense zomng and was shown only for comparison purposes. The zoning on the north s~dc of Pearl hetween ll~h and 91his more demonstrative of a potential Hill zonmg. Curhs would like the 6oard to withhold opmions unGl RCG presen[s their remmmendation. Retreat Follow•Up - The new Daily Camera publisher will be at the next Hill Alliance meeGng. Th~s meets one of the goals identi6ed at the retreat. Town/Gown Presentation: Winter reported on presentation she made to the Town/Gown group. This group has members that include CU I~'acul[y and Ex-City Council.
