City of Boulder Sales & Use Tax Revenue Report -/~ v~~~~' ~~ 1~ November, 2003 • [ssued January 9 2004 ~ This report provtdes mformahon and analysis related to sales and use tax collechons foi the fiscal year 2003 Any quesrions should be d~rected to Steve Felten, Deputy Finance D¢ector, at (303) 441-1819 We are very ple~sed to report that total sales and use tax wllect~ons foi the month of November 2003 showed a 9.29% mcrease over November, 2002 Unfortunately, lhis ts not necessanly mdicuttve of the on-gomg acUVtty base Cxcludmg the elfect of a large audit assessment collected durmg the current month, November collections mcreased only 113% This mcrease was due to h~gher levels oC buildmg 1ctrv~ty durmg November 2003 compared to the pnor yeur Reta~l sales tax collect~ons de~lmed 1 59°/a m November 2003 compared to November 2002 Although the vol~hhty of reCail sales results make5 ~Y diFficult to mfer definitive trends, mmimally, the facC that tolal November year-to-date results have improved to a neyatrve 5 12"/o mcreases staff confidence that total year collechons will not be worse than the negatrve 8 00% assumed as the base for the 2004 Budget Recogmzmg that C~ of Boulder leadmg mdicators do not necessar~ly correlate wtth those m Boulder Count , some factors such as consumei confidence and mcreases m disposlble mcome m the aren do ~mpact purchasmg ucttvity withm tlie C~ Therefoie, the followmg economic prediction by Dr R~chnrd Wobbeland m the December 26, 2003 Boulder Countv Bus~ness Report may be at least paMially predictive of trends m C~ revenue For the second consecuhve quarter, the Bouldcr County Leadmg Economtc Indicator mcreased from 101 0 to 101 6, suggest~ng that the Boulder County economy will show signs of improvement m the first quarter of 2004 The merease in the Boulder County LEI mdicates tl~at there should be growth m local employment durmg the Srst quarter oC 2004 Unfortunately, while Dr Wobbekmd notes that Boulder County retail sales for the first three quarters of 2003 were 2% higlier tltan the same pertod m 2002, [he comparahve number for the City of Boulder ~s a nega[ive 6% Agam, rt must be noted that general economtc ~mprovement will not overcome the bas~c negattve change m competrtroe posihon m both retail and ~obs But, at some pomt we expect a new lower base to at least stab~lize and begm to expertence modest growth from that pomt forward Monthly retail snles tax results have generally shown improvement over the past several months Hopefully, this may s~gnal that we are close to or have reached the new lower base m the retail sales category, wh~ch makes up about 81% of sales and use tax ievenue RCVENUC COMPARISONS As illustrated m the followmg c,hart, November 2003 actual year-to-date sales and use tax ievenue has decreased by 5 12% over the comparable perwd m 2002 NOVCMBER YGAR-TO-DATG COMPAR[Sn~`~ -
