AGENDA ITEM 3- CITIZEN PARTICIPATION: Dave Zess~n - usked to change OHGID Board meetings to evenings. He
suggested evening meetings would get morc people to attend. He suggested Wednesday nt 5:30 pm on the hill. Street asked that if
meetings were chun~ed to evenin~s, nei~hbors should commd to cnminQ to the meetin~s.
AGENDA ITEM 4- POLICE OPDATE: Sergennt Trujillu said [here was more graPPti, a couple of assaults in the last month,
some auto thefts, unfounded r~s they were just miss-parked cars, 6 burglaries last month, and 14 trespt~sses. Also last month there
were 23 drug arrests, A of wh~ch were felonies. Dave Seper ~s the new hill sergeanL He's been on the force 20 years. Street asked
thut Sergeant Seper continue giving the Board the update as Sergeant Tru~illu did, w~th index cards uf crime facts. Curtis
thanked Tru.jillo for his time us the hill eer~eant. Sergeant Seper will be~m ,Tanuary 5' 2004.
AGENDA IT~M 5- CU/CITY LIAISON AND HILL MARKETING UPDATE: Taylor updated the Bourd on home~oming, and
said ~t was amazing to see the different departments at CU in support. They are waiting to hear on funding from those
departmen4s. Hausmg wmmitted $1000. Winter sa~d it was Larson's involvement that made us go to CU for funds and support.
Curtis thanked Tuylor and presen[ed a going away g~Ft frum [he Roard. Winter sa~d we have benefited From her leadership.
EIogt~n gave the 13oard the Hill Marketmg Updute. She said the efforts uf h~ll businesses was great. She is trying to put together a
15 % discoun[ to several businesses for people who are around for [he holidays. Rail Jam is March 12. City Manager Frank
Bruno w~ll attend the ffill Alliance meeting and give his turnin~ the ship presentutlon.
AGCNDA ITEM fi- PARKING SERVICES UPDATE: Mayhew told the buard that the snow removul lust Monday was so
much be[ter wrth the suppurt of the ut~6ty vehicle. They were abie to get around. He thanked the 13oard for the money for the
veh~cle. McMullen asked if anythinq cuuld be done to shovel suow from [he Everyday Store. Several people have fallen. Sergeant
Trqplln said he would email Steinborn with Env~ronmental F,ntorcement abnu[ the snow ut the I~:vervdav Store.

people are getting inwlved now and they are getling a check from businesses. Luts of peuple put in an effnrt for th~s

Wouten said it is ~mportant to have a police annex nearby. Wmter bruught up the ~ssues w~th the buffer cune. Wooten d~scussed
the buffer zone. It prohib~ts any tLndamental changes from hnppemng. Street asked about buffer zone, rnd what needs to be
changed. UHGID has not made a recommendahon. McMullen asked about next steps, Woo[en said they will build scenarws,
changing zoning, number crunching, will bmld models. McMnllen asked when RCG would get the information to them. Wuoten
said 60 days after he gets the information he needs. Curhs nsked where they are with tasks, Wooten adv~sed the Board of the tasks
completed, not completed. Some tasks are modeling. 1,2 and part nf 3 tasks ure wmpleted. Part of task 5 is also dnne. Curtis
discussed the buffer zone, said we shotdd try to straighten it out. Winter said her Wsk will be to get together with planning, have
a~irst meeting, t6en tour. She w~ll articalate to planning staPf some of the zoning restnct~ons. Curtis would like to attend the
meeting ulso. Go over details and zonmg regulations. Wmter sa~d she would email out to the Ifoard what Wooten brought today.
AGENDA ITEM 10 - MATTERS FROM THE COMMISSIONERS: McMullen a[tended [he Clty Council/ CU meetmg and
took the walk around the hdl to encouraged Regents to strategize with hill neighbors. Curds suid there is a request from UHNA
to change the time oP the meeting, he would like to hold meetings on the hill. He said it is healthier to hold meehngs closer to the
hill business community. Winter said the DMC mee[s here in Council Chambers with only a few people attending. People only
come when there is an issue. Winter would support more consistency to meetings. Havmg meetings on the hill creates technical
problems, and more wurk. She would like to Gnd someplace we don't have to pay for. The original reason for having the morning
meeGng wt~s it ~s during therc busmess day. Winter also said a key issue is expectation, usually only staff attends. Cho would like
to meet on the hill and asked if lo~ation and time make a big difference with the Alliance. Smdh sa~d this location ~s Cne but the
hme is an iesue.(7:30 am) She suggested malung the time work for bus~ness people. There would be more attendunce at 9:00 am.
Mid utternoon would work also. Edher 9 nr 2, pm. Winter suid she would look into locations. Zessm said ahove Buchannans
would work, also that evenings work better for the hill neighbors. McMullen said we're branding, so we need to meet on the hill
so more people wdl come, we'll make a statement, dodt need this forrt~al utmosphere of Council Chambers. He said 5:30 would be
tine. W~nter wdl do some nveshgat~on. Curtis wan[s to move to the hill, but 5:30 is the latest he wants to meet, Winter will look
into rt.
AGENDA PPEM 11- MATTERS FROM THE DIRCCTOR:
• Hill Retreat - February 12. Winter said they are trying to get more groups mvolved Winter said the tirst UHGID
llourd meeting wdl be here m Council Chambers at 9:00 am. McMullen asked to track the money grven to the alliance,
what was spent on markehng, and Mandi's posihon.
• Pa[io Railing - Via Via- There is an issue w~th radings, iPs a new breed of putio extens~on, s~ts on top of the railing.
Wmter suid we will monitor thm new patio extension. Mayhew sxid patio extensions work, it gives ambiance to the hdl,
and there are more applicatiuns cortung in to the plamm~g department. A concern about th~s is mmgling in a traffic aren,
and more trash bemg distributed around. Street su~d she thuught the paho railing was good. Mayhew's concern is
ma~ntenance. McMullen sa~d ]ns concern is it's a place to gather after hours. There was dis~ussion on whether it could
be a detachab(e extensmn, to be taken down after hours. Cho asked about the permit for the railing. Barbara
Huntinger spoke to the Board. She said she bough[ Abos. She understood the crowd issue, but hasn't noticed any
lingering or addit~onal trash. Win[er sa~d this is just a heads up for the Board und we will monitor the ra~hngs. Street
asked about tables bemg taken in at night, doesn't see an issue. Cho would 6ke a clause m the permit that says it will be
revoked.
