RE: Fairview (Longwood) Neighborhood Permit Parking (NPP) Zone
Dear Mr. Secrist:
On previous occasions the Boulder Valley School District has indicated to neighbors on the south side
(residential) of Gillaspie that the District would be neutral on the NPP petition. Our neutrality meant we
would neither support or oppose the-original petition. The District did indicate that we would not sign the
petition. However, since the Transportation Advisory Board voted on June 10, 2002 to reaffirm their decision
of May 13, 2002 effectively expanding the NPP zone boundaries to include the non-residential, school side
portion of Gillaspie, a District response is warranted. Additionally, TAB requested a response back to the
city.
The District will honor its commitment to say neutral on the portions of the roadways included in the original
NPP petition application but opposes inclusion of the expanded north side of Gillaspie for the following
reasons:
1. New neighborhood opposition to the inclusion of the north side of Gillaspie. At the June 10`h TAB
meeting several neighbors spoke against including the north side of Gillaspie: neighbors were
concerned that surrounding residential streets would now be expected to accommodate the
displaced Gillaspie parking.
2. Many of these same neighbors have expressed a desire to petition for their own NPP zones. The
cumulative effect of lost on-street parking will be significant.
Fairview's dependency on other parking beyond its own lot is actual. Inclusion of the 1700 block of
Gillaspie would set a precedent that will have significant negative effects. The District urges you to
reconsider the TAB recommendation and remove the north side of the 1700 block of Gillaspie from the
NPP.
