To Whom it May Concern:
Pursuant to C.R.S. 24-72-203 and 24-72-204, I hereby request the following records
be made available for inspection within three (3) business days. If any or all of these records are
not within your custody, I request the identity of the custodian of the records. If the records are
in active use or in storage, please notify me of that fact.
The records requested are:
I. Any and ail documents collected by you or your office or department relating to
the establishment of the photo traffic enforcement program in the City of Boulder, Colorado.
This request includes, but is not limited to, all documentation reviewed by or generated by any
committees in which a city official, employee or agent participated regarding the photo traffic
enforcement program.
2. Any and all drafts and final versions of written contracts, amendments to
contracts, assignments and/or other agreements, and correspondence between any agent of the
City of Boulder ("City") and agents of any company bidding or awarded a contract for any
matter related to the adoption of the photo traffic enforcement program in the City of Boulder,
Colorado, including but not limited to the contract between the City and U.S. Public
Technologies, LLC and Lockheed Martin IMS Corporation.
3. An index of all City Council meetings during which the photo traffic enforcement
program concept was discussed, as well as minutes of those meetings.
4. Any and all Boulder City Council ordinances or other documents related to initial
or ongoing appropriations of funds for the photo traffic enforcement program, and to approvals
of any contracts for a photo traffic enforcement program..
5. Any and all requests by any party to the Boulder City Council related to initial or
ongoing appropriations of funds for the photo traffic enforcement program.
6. Records of all funds generated by the photo traffic enforcement program and
records of all funds paid to the vendor.
7. Annual or other reports provided by the vendor.
8. Any and all documents, including the minutes of all meetings of the Boulder City
Council, relating to discussions of Senate Bill 36 and House Bill 1003.

9. Any and all drafts, as well as the final adopted version, of the ordinance or
ordinances of the City of Boulder, Colorado concerning or regarding camera or photo radar.
10. Any and all promotional materials concerning or establishing the validity of the
photo traffic enforcement program, including but not limited to representations made by
manufacturers or sellers, and profit potential represented by the manufacturers or sellers, or any
other person or company.
11. Any and all documents relating to the impact of the photo traffic enforcement
program on safety and traffic speed both prior to and subsequent to the adoption of the photo
traffic enforcement program in the City of Boulder, Colorado.
12. Any visual or audio recordings and prepared press releases issued regarding
Boulder, Colorado government services, activities or projects relating to photo traffic
enforcement within the City.
13. Any information, including the legal authority, relating to the assessment of
administrative court fees in contested cases relating to photo traffic enforcement.
14. Court records relating to information gathered regarding photo traffic
enforcement cases.
