AGENDA The Boazd may reazrange the order of Ihe Agenda or dele[e items for good cause. The Boazd may not add i[ems requiring public notice. PUBLIC PARTICIPATION The public is welcome to address the Board (3 rttinutes~ ma~cimum per speaker) during the Public Participation pomon of the mee[ing regarding any i[em not scheduled for a public hearing. ACTION ITEMS An acflon item requires a motion and a vote. The general format for hearing oF an action item is as follows: 1. Presentations a Staff presentation (5 mirmtes ma~cimum') b. Applicant presentation (15 minute maatimum*). Any exhibits introduced in[o the record a[ [his time must be provided in quanti[ies of ten (10) to the Boazd Secretary for dis[ribuhon [o the Board and admission into Ihe record. c. Planning Boazd questioning of staff or applican[ for informa[ion only. 2. Public Hearing Each speaker will be allowed an oral presentation (3 minutes mazimum*). All speakers wishing to pool their time must be presen[, and time alb[ted will be deternuned by the Chair. No pooled time presenta8on will be permi[ted to exceed [en minutes total. • Time remaining is presen[ed by a Green blinkmg ligh[ [hat means one mirm[e remains, a Yellow ligltt means 30 seconds remain, and a Red light and beep means time has expired. • Speakers should introduce [hemselves, givmg natne and address. If officially represen[ing a group, homeowners' association, etc., ptease state that for the record as well. • Speakers aze requested no[ ro repeat items addressed by previous speakers o[her than [o express poin[s of agreement or disagreement. Refrain from reading long documents, and suawarize comments wherever possible. Board Action a. Boazd motion. Motions may [ake any number of fomvs. With regard ro a specific developmen[ proposal, [he motion generally is to either approve the project (with or wi[hou[ condiflons), to deny i[, or to con[inue Ihe mat[er to a date certain (generally in order to obtain addi[ional informa[~on). b. Board diswssion. This is undertaken en[irely by members of the Board. The applican[, members of the public or city staff participate onty if called upon by the Chair. c. Boazd action (the vote). An affirtna[ive vore of at least four members of the Boazd is required ro pass a motion approving any action. If [he vo[e taken results m ei[her a[ie, a vo[e of Uvee [o two, or a vote of [luee [o one in favor of approval, the applicant shall be automatically allowed a rehearing upon requesting the same in wri[ing within seven days. MATTERS FROM THE PLANNING BOARD, DIRECTOR, AND CITY ATTORNEY My Planning Board member, [he Planning Director, or the C~ty Attomey may invoduce before the Boazd matters which are not included in the formal agenda.
