4 - Disposition, #LUR2001-00026, Western Disposal Services/Xcel Energy Property Site Review, 2655 NMEMORANDUM September 19, 2001 TO: Planning Board FROM: Don Durso, Staff Planner SUBJECT: Boulder County Recycling and Composting Authority Subdivision Replat A Western Disposal Services/Xcel Energy Site Review Attached is a copy of the Notices of Disposition for the Boulder County Recycling and Composting Authority Subdivision Replat A, and the Western Disposal Services/Xcel Energy Site Review. SITE REVIEW Because of the size of the parcel, this parcel was required to undergo a Concept Plan Review and Comment, which was reviewed by Planning Board in November, 2000. At that time, the concept was presented that a"minimal" site review would be provided, so that the parcel could be subdivided and a portion of the property purchased by Western Disposal, per their purchase option on the property. Because the scope of development was not known at that time, it was decided that the resuiting lots would be designated as outlots, so that no development could occur until a full site review was processed. For any future development to occur on Outlot C, Western Disposai would need to undergo another site review and resubdivision to replat Outlot C into a buildable parcel. SUBDIVISION The purpose of the subdivision is to subdivide Outlot A of the Boulder Country Recycling & Composting Authority into Outlots C and D, so that Outlot C may be purchased by Western Disposal Services for future development. Outlot D will remain the property of Xcei Energy, which will serve as access/maintenance of the Leggett Ditch, and to manage the existing City of Boulder mapped wetlands.
