Attached is the Notice ofDisposition for Use Review #LUR2001-00040, Running River Elementary
and Meadowlark Preschool, located at 2650 Table Mesa Drive.
This item went before the Planning Board on September 6, 2001. It was approved by the Planning
Board with a vote of 6-0; A. Gunter absent.
This decision may be called up before the City Council on or before October 6, 2001.
There are two scheduled City Council meetings during the 30-day call-up period: September 25,
2001 and October 2, 2001.

You are hereby advised that on September 6, 2001 the following action was taken by the Planning
Board based on the standards and criteria of the Land Use Regulations as set forth in Chapter 9-4, B.R.C.
1981, as applied to the proposed development.
DECISION: Approved subject to the conditions listed below
PROJECT NAME: RUNNING RIVER ELEMENTARY & MEADOWLARK PRESCHOOL
DESCRIPTION: USE REVIEW: The Applicant, the Community United Church of Christ is
requesting to locate a private preschool and elementary school within
the existing church and recent church addition located at 2850 Table
Mesa Drive. The Running River private elementary school is proposed
to have 16 students (ages 5-7 years old in the first year) then expanding
to a maximum of 35 students (grades 1-4) by the 2003-2004 school year.
The Meadowlark Preschool for ages 3-5 years old is proposed to have
15 children in'the first year then expanding thereafter to a maximum of
20 children. The combined maximum total number of students from
both schools would be 55 students. Hours of operation are proposed
to be 7:00 a.m. to 5:30 p.m. Monday through Friday. The proposed use
would be a nonresidential use in a residential zoning district.

under Section 9-4-12, B,R.C. 1981.
This decision may be called up before the City Council on or before October 6, 2001. If no call-up
occurs, the decision is deemed final thirty days after the Planning Board's decision.
FOR CONDITIONS OF APPROVAL, SEE THE FOLLOWING PAGES OF THIS DISPOSITION.
IN ORDER FOR A BUILDING PERMIT APPLICATION TO BE PROCESSED FOR THIS
PROJECT, A SIGNED DEVELOPMENT AGREEMENT AND SIGNED MYLAR PLANS MUST BE
SUBMITTED TO THE PLANNING DEPARTMENT WITH DISPOSITION CONDITIONS AS APPROVED
SHOWN ON THE MYLAR PLANS, IF THE DEVELOPMENT AGREEMENT IS NOT SIGNED WITHIN
SIXTY (60) DAYS OF THE FINAL DECISION DATE, THE PLANNING BOARD APPROVAL
AUTOMATICALLY EXPIRES.
Pursuant to Section 9-4-8 of the Land Use Regulations (Boulder Revised Code, 1981), the
Applicant must begin and substantially complete the approved development within three years from the
date of final approval. Failure to "substantially complete" (as defined in Section 9-4-8) the development
within three years shall cause this development approval to expire.
At its public hearing on September 6, 2001 the Planning Board Approved subject to the conditions
listed below the request with the following motion:

On a motion by M. Cowles, seconded by A. O'Hashi, the Planning Board approved Use Review #LUR2001-
00040 for the Running River School and Meadowlark Preschool (6-0; A. Gunter was absent), incorporating
the staff memorandum dated September 6, 2001 (preparation date August 22, 2001) and the attached Use
Review Criteria Checklist as findings of fact, and the attached recommended conditions of approval set forth
in Attachment A.
B. Pommer offered a friendly amendment to change the finding on page 6, last sentence in the second
paragraph, to read "The city's Transportation Planner reports that based on ITE Trip Generation Estimates,
assuming 500 students at Bear Creek Elementary School, the Bear Creek school would be expected to
generate approximately eight times as much traffic as the running River and Meadowlark schools."
B. Pommer offered a friendly amendment to change Condition 2 on page 9 to read "The elementary school
and preschool shall have a combined total of no more than 55 students and 7 teachers on location at any
one time with the exception of evening hours for special meetings and programs :'
T. Krueger offered a friendly amendment to eliminate the finding on page 6 that it is a convenience to the
neighborhood because six of the eleven preschoolers are as far away as Erie and Eldorado Springs, and
seven of the ten Running River school students are also from as far away as Longmont. He withdrew this
friendly amendment because the suggestion could better be accommodated on page 25.
T. Krueger offered a friendly amendment to add a second sentence under 2 (A) of Attachment E on page 25
to read "The use provides an opportunity for more neighborhood service in the future:' M. Cowles and A.
O'Hashi accepted the friendly amendments.
CONDITIONS OF APPROVAL
1. The Applicant shall be responsible for ensuring that the development shall be in compliance with
all written statements dated 8/15/01 and 7/16/01, all approved plans dated 7/16/01 and 5/2/01,on
file in the city of Boulder Planning Department, except as modified by these conditions of
approval.
2. The elementary school and preschool shall have no more than 55 students and 7 teachers on
location at any one time with the exception of evening hours for special meetings and programs.
3. The regular hours of operation for the school's use shall be 7 a.m. to 5:30 p.m.
4. The Elementary School shall hold classes in the existing church sanctuary until the construction of
the new addition has been completed (obtained a final certificate of occupancy). The Preschool
shall commence its operation only when the final certificate of occupancy for the new addition has
been obtained.
5. The Applicant shall not expand or modify the approved use, except pursuant to Subsection 9-4-
9(g), B.R.C. 1981.
6. This approval shall replace the April 4, 1974 Special Review approval.
