HomeMy WebLinkAbout6C - Boulder Valley Comprehensive PlanCITY OF BOULDER PLANNING BOARD AGENDA ITEM MEETING DATE: August 2, 2001 (Agenda Item Preparation Date: July 2Q 2001) AGENDA TITLE: Public hearing and consideration of items relating to the Boulder Vailey Comprehensive Plan (BVCP): a. additional changes to the tand use map b. action plan REQUESTING DEPARTMENT: Planning Department Peter Pollock, Planning Director Ruth McHeyser, Director of Long Range Planning Susan Richstone, Comprehensive Planner Jean Gatza, Planner OVERVIEW: The County Planning Commission took action on the land use map changes on June 20. The County Commissioners held a public hearing on the map changes on 7uly 10 and are scheduled to take action on July 26. If the County approves any land use map changes that differ from those approved by the city, these will be brought to the Planning Board and City Council for consideration. As a part of the Year 2000 Major Update to the Comprehensive Plan, staff has prepared an action plan that outlines future projects and actions that will help implement the Comprehensive Plan. The Board reviewed a draft of the action plan at the June 28 meeting. After adoption by the Planning Board the action plan will be considered for adoption by the City Council. The action plan will be referred to the County for comment. S:\plan\pb-items~tnemos\jgpbactionplan8-2-Smh.doc AGENDA ITEM # 6C Paee 1 BACKGROUND: We are in the final stage of approval of the Year 2000 Major Update to the Boulder Valley Comprehensive Plan. The Planning Board has approved the land use map changes, policy changes, and text changes. At the August 2 meeting, the Board is being asked to consider any land use map changes that may reyuire additional city consideration following action by the County and to consider approval of an action plan that sets priorities and identifies work program items to implement the plan. The action plan is a new implementation tool that was suggested as part of the major update, to help ensure that the policies and vision set in the plan are impiemented. ANALYSIS: Proposed Chan~es to the Land Use Map The Planning Boazd and City Council approved changes to the Boulder Valley Comprehensive Plan Land Use Designation Map in March and April of this year. The County Planning Commission considered the proposed changes in May and June, and approved all of the changes approved by the city except for two sites: Site 16a: South of Arapahoe, east of Cherryvale (Area II) Current designation - Performance Industrial City approval - Medium density residential Planning Commission Approval - Low Density Residential Site 22 a,b: Arapahoe and Old Tale Rd. (Area I) Current designation - Light Industrial (a) and Community Industrial (b) CiTy approval - High Density Residential (a) and Light Industrial (b) Planning Commission action - no change to existing designation Depending upon the County Commissioners' actions on July 26, these sites and/or additional sites may return to the Planning Board for action on August 2. We will provide the board with updated information on this item next week, following the County Commissioners meeting on July 26. The Action Plan An action plan that outlines projects and programs planned to implement the Comprehensive Plan is proposed as a new tool for implementing the plan. Attachment A is the introduction to the implementation section of the plan that describes various implementation tools, including the action plan. This was reviewed and adopted by the Planning Board on July 19. The implementation section includes the action plan, master plan and program summaries, and procedures and process. The proposed action plan is included in Attachment B. S:\plan\pb-items~nemos\jgpbactionplan8-2-Smh.doc AGENDA ITEM # 6C Paee 2 What the Action Plan Accomplishes: • Transiates goals and policies of the comprehensive plan into specific actions and helps keep the plan dynamic. • Provides an overall sense of the priorities and timing for future actions in support of accomplishing the goals of the Comprehensive Plan. • Provides a framework for developing and prioritizing departmental work plans. • Provides a way to measure Comprehensive Plan accomplishments. What is included: Programs that entail detailed planning or work to implement policies and concepts contained in the Comprehensive Plan. Policy concepts that will entail revising regulations. New planning projects. What should not be included: Ongoing programs or projects are not included in the table. For example: coordination with county staff on comprehensive planning issues, continuing current efforts at regional cooperation, development review, or the review of the annual CIP for conformance with the BVCP. Capital Projects Items that are part of the work programs of other departments. For example, implementation of housing policies that are already part of the Housing Division's work program or Transportation Division items that are part of Transportation Master Plan implementation. How it is used: The action plan is organized by policies, subcommunity and area planning and master planning, and land use map. Not every policy is listed, only those with new initiatives for implementation. The action plan will be reviewed and updated at each update of the Comprehensive Plan. It wili provide a benchmark for the annual and 5-year updates as to what has been accomplished. The action plan is not a definitive work program but a tool to help determine work programs. Work program priorities are set by City Council, suggestions from boards and commissions, and unique opportunities. Each piece will need to be assessed in terms of available resources and approved through the city or county budgeting process or work program. The action plan is an implementation tool that is not an actual part of the plan itsel£ It will be distributed with the Comprehensive Plan, but will be revised and adopted annually by the city. It wiil be refarred to county staff for comment and to give them an opportunity to identify which projects they will participate in. S:\plan\pb-items~memos\jgpbactionplan8-2-rmh.doc AGENDA ITEM # 6C Paee 3 Project Timing: There are a number of items in the action plan that Planning Board has identified as high priority that we will not be able to complete as part of the 2001/ 2002 long range planning work program, and are therefore listed as mid term (2-5 year) projects. These include leading the public processes and developing potentialsubsequentregulatory changes related to: • encouraging more accessory dwelling units (ADUs); • addressing neighborhood character issues caused by pop-ups and scrape-offs; and • full implementation of the annexation policy regarding fully developed Area II properties. We have raised these issues with City Council as part of the 2002-2003 budget submission. We have suggested that if Council wishes to accelerate the long range planning work program, a number of work items could be accomplished with the addition of staff and non-personnel expenses (NPE) far consultant help (e.g., facilitation and urban design consultation). If Council chooses to accelerate the work program, these items will be moved to the short term list. STAFF RECOMMENDATION: Approval of the proposed action plan. Many plans, policies and programs are already in place in the city and county that implement the Comprehansive Plan. This section outlines existing implementation tools and also includes an action plan for the Comprehensive Plan. The Comprehensive Plan policies provide overarching direction for planning, development and programs in the Boulder Valley. Existing implementation tools that translate the plan into action include: Subcommunitv and azea plans These plans provide direction for specific geographic areas. They provide a link between the broad policy direction of the Comprehensive Plan and more detailed zoning, regulatory and capital improvement programming decisions. Existing plans are summarized in the "Subcommunity and Area Plans" section of the Comprehensive Plan. Master Plans The city's departmental master plans are developed to be consistent with the Comprehensive Plan. They establish detailed policies, priorities, service standards, facility and system needs and capital budgeting for the delivery of specific services. These programs are summarized in the "Master Plan and Program Summaries section." The Capital Improvements Program. The CII' is an essential implementation tool for carrying out the Boulder Vallay Comprehensive Plan's policies of orderly and efficient provision of urban facilities and services, Through master planning and annual budgating the CIP directs resources to provide an adequate range of urban services and direct the location and timing of growth, Development Review. Land use regulations and zoning district regulations are developed consistent with the goals and policies of the Comprehensive Plan. All new development or redevelopment projects must conform to these regulations. Action Plan The Action Plan is intended to be an additional tool that translates the Comprehensive Plan policies and land use map into actions and heips to make the plan dynamia lt focuses on actions that are not currently included in other plans or programs. The action plan establishes the timing and priorities for future actions and a way to measure Comprehensive Plan accomplishments. The action plan includes new initiatives, projects, plans, processes, and regulatory changes needed to implement the Boulder Valley Comprehensive Plan. Not every policy will have an action item in the action plan. Only those with new initiatives will be included on the table. The action plan should be revisited at each annual update to the Comprehensive Plan. It is adopted by the city and is intended to be a realistic implementation tool and, therefore, will need to be flexibie and responsive to city goals and resources. The county will be sent a referral and invited to name those actions, projects or other activities contained in the plan in which they wish to participate. The county may also propose new or additional collaborative actions to the city for its consideration dunng the action plan review as part of the annual update.
