People's Clinic purchased a lot in the North Boulder area and plan to build a 35,000
squaze foot medical clinic. Below are excerpts taken directly from the North Boulder
Subcommunity Plan. These illustrate some of the reasons the proposed size and scale of the
People's Clinic is unacceptable.
Architects, planners and developers (people from the community) have asked the clinic to
scale back the size of the building to (15,000 sq. ft or less) more fitting with the surrounding
area. The clinic continually sidesteps this issue. Sherry Wasserman, D'uector of the clinic, said
as recently as July 17, 2001; they would not be making any significant changes to the size or
shape of the building.
Summarv of the North Boulder Subcommunitv Plan
This Plan is the official vision for the future of the North Boulder Subcommunity. It
represents the work of many dedicated citizens, decision-makers, City staff, and project
consultants and was adopted by Planning Board on August 31, 1995 and City Council on Au~ust
29, 1995.
Objectives:
• Preserve and enhance existing neighborhood character and geographic/natural features.
• Development of floor area ratio (FAR) or bullc plan regulations to preserve neighborhood
character and ensure that new development is in scale to its surroundings and lot.
• Use of alleys, except where they would have a negative impact on existin~
neighborhoods.
Development Guidelines for All Neighborhoods in North Boulder:
• Develop building size limitations for the area to preserve and enhance neighborhood
character.
• In the mixed-use area, provide a vertical and horizontal mix of uses. Non-residential uses
should be contained in buildin~s with smaller floor ]p ates, not in large office buildings.
• Live/work units in a vertically and horizontally mixed configuration of office and
residential uses along Broadway, 13'~', 14°i and Yarmouth.
• Live/work units in residential-scale office buildings, with pedestrian-interest windows,
and front doors facin~; the street.
• Mixed density residential units in the remainder of the area with strong connections to the
park and the proposed Village Center.
Neiahborhood Concerns:
The North Boulder Subcommunity plan and City of Boulder had a cleaz vision for the
continuing development of North Boulder as outlined above. It is our opinion that the latest
People's Clinic proposal is not consistent with the long-term vision of this plan.
Representatives for the People's Clinic have met with our community on two occasions
and have addressed some of our more minor concerns, which we appreciate. There aze still many
major issues within our community that have been acknowledged but not addressed.
We have listed below the main issues that we have brought up with the People's Clinic
that have not been adequately addressed.
• Size of building is not in scale to surrounding area.
• Service Entry way - is off 17~` street - large trucks will deliver goods to the clinic
daily. Potential problems with road blockage and traffic flow.
. Traffic will be increased a disproportionate amount in surrounding area- the clinic
expects 200 - 300 clients a day. Office hours from 7:30 - 8pm Monday through
Saturday.
• 5ize of parkin~ lot - 118-car parking lot
• Noise pollution from rooftop heating and cooling system.
• Alleyway - lines up in the middle of Buena V ista neighborhood (Yaupon Street)
where children play.
Conclusion•
People from the community, planning board and Staffput a great deal ofthought, time
and effort into creating the North Boulder Subcommunity Plan. We do not believe that they
envisioned a mixed-use lot being utilized as a 35,000 squaze foot medical facility complete with
a 118-car pazking lot.
Everyone at Buena Vista is firmly supportive of the ~ood work that the People's Clinic
does in the community and we all support the mission of the clinic. We as members of a closely-
knit community strongly urge you to review the current proposal cazefully, and think about what
adverse affect this will have on North Boulder in the context of the Sub Community Plan now
and in the future. We also strongly urge you to review the proposed size, scale, design and access
points along 17th Street in the current proposal. We urge you to address these issues with the
clinic and ask them to scale this project down.
We as a community feels there are too many issues that are not bein~ addressed and ask
you, the Planning Board to call up the People's Clinic proposal for a Site Review.
