A. Public hearing and consideration of a request for Concept Plan Review and Comment #LUR2000-
00005 to develop the site located at 1675 Yarmouth Avenue (northwest corner of Yarmouth Avenue
and 17th Street). The proposal is to build a 35,400 square foot medical building and 118 parking
spaces which will house the People's Clinic. The property is zoned MU-D (Mixed Use-Developing)
(south 2/3 of the property) and MXR-D (Mixed Density Residential-Developing) (north 1/3 of the
property).
B. Public hearing and consideration of a request for Concept Plan Review and Commant #LUR2000-
00004 far three redevelopment options for the southwest corner of 28th Street and Canyou
Boulevard (three retail buildings existing). The options are 1) minor renovation of existing buildings,
2) a one-story 27,435 sq. ft. retail building with 94 parking spaces, and 3) a four-story 55,220 sq. ft.
retaiUoffice building with 161 parking spaces (75 second level spaces). The property is zoned RB-E
(Regional Business-Established) and is located in the Boulder Valley Regional Center.

CALL TO ORDER
The Board must have a quorum (four members present and capable of voting~ before the meeting can be called to order.
APPROVAL OF AGEIVDA
The Board may reaaange the order of the Agenda or delete items for good cause. T6e Board may not add items requiring notice.
CITIZEN PARTICIPATION
The public is welcome to address the Boazd during the Citizen Participation portion of the meeting regarding any item not on the agenda
(which includes Matters from the Boazd and Items for Discussion/Information). 5 minutes tnaximum" per speaker. My exhibits introduced

CONSENT CALENDAR ~
Items of business on the consent calendar may be removed to the action items for discussion. If no consent items are removed, the consent
calendaz is understood to be endorsed or recogni2ed as approved. All items on the consent calendar aze approved by one motion. Anyone
who would like to request that the Board remove an item from the consent calendar may do so during the public hearing.
MATTERS FROM THE PLANNING BOARD, DIRECTOR, AND CITY ATTORNEY
Any Planning Board member, the Director or the Ciry Attorney may introduce before the Board matters which are not included in the formal
agenda.
ITEMS FOR DISCUSSION/INFORMATION
Discussion/information items do not require morions of approval or recommendarion.
ACTION ITEMS
An action item requ'ves a motion and a vote. The general format for hearing of an action item is as follows:
1. Presentations
a. 5 minute maximum* staffpresentation
b. 15 minute maximum* applicant presentation. Any exhibits introduced into the record at this time must be provided in
quantiries of ten (10) to the Secretary for distribution to the Boazd and admission into the record.
c. Planning Boazd quesrioning of staff or applicant for infarmation only.
2. Public Hearing
a. 3 minutes maximum' per speaker. All speakers wishing to pool their time must be present and time allotted will be
determined by the Chair. No pooled time presentarion will be pernutted to exceed tea minutes total. Speakers are
requested not to repeat items addressed by previous speakers other than to express points of agreement or disagreement

b. 5 minute maximum• sbff response to any issue raised during the public hearing.
3. Bosrd AcHon
a. Board motion. MoHons may take any number of forms. With regard to a specific development proposal, the motion
generally is to approve the project (with or without conditions), to deny it, or to continue the matter to a date certain
(generally in ordec to obtain additional informarion).
b. Boazd discussion. This is undertaken entirely by members of the Board. The applicant, members of tLe public or city
staff participate only if called upoa by the Chair.
c. Board actian (the vote). An affiimative vote of at least four members of the Boazd is required to pass a motion apptoving
any action. If the vote taken results in a tie, a vote of Uuee to two, or a vote of tluee to oae in favor of approval, the
applicant shall be automadcally allowed a rehearing upon nquesting the same in writing wifl~in sevea days.
ADJOURNMENT
The Boazd's goal is that regular meetings adjoum by 10:30 p.m and that study sessions adjown by 10:00 p.m. Agenda items will not be
commenced after 10:00 p.m. except by tnajority vote of Board metnbers present.
