II. FUTURE BOARD ITEMS AND TOURS None lII. PUBLIC PARTICIPATION Jerry Gilland, 4650 Shawnee Pl., Boulder, CO, 80303, representing Friends of Burke Park Lake, spoke about the need to renovate Thunderbird Lake at Burke Park. William Poust, 4405 Comanche Drive, Boulder, CO, 80303, representing Friends of Burke Pazk Lake, pooled his minutes with Jerry Gilland. Chuck Howe, 4875 Sioux Dr., Boulder, CO, 80303, representing Friends of Burke Park Lake, spoke about the need to renovate Thunderbird Lake. Sunchana Pucic, 4270 Grinnell Ave., Boulder, CO, 80305, spoke about the negative impacts from the 2006 Cyclocross Race at Harlow Platts Park. Lynn Sperry, 4260 Grinnell Ave., Boulder, C0, 80305, spoke about the negative impacts from the 2006 Cyclocross Race at Harlow Platts Park. David Rood, 1350 Knox Dr., Boulder, CO, 80305, spoke about the negative impacts from the 2006 Cyclocross Race at Harlow Platts Park. Sue Biter, 4265 Grinnell Ave., Boulder, CO, 80305, spoke about the negative impacts from the 2006 Cyclocross Race at Harlow Platts Park. Larry McKeogh, 2332 Spruce St., Boulder, CO, 80302, representing Boulder Aquatic Masters, shared results of a BAM survey relative to membership. Public participation was closed. IV. CONSENT AGENDA Minutes from August 27, 2007 and September 24, 2007 were approved as amended. V. ITEMS FOR ACTION There were no Items for Action. VI. ITEMS FOR DISCUSSION/INFORMATION A. Valmont City Park Concept Plan Guthrie and Tom Gibney from Shapins and Associates gave an update on the status of the project. Included were three design options based on input from the Valmont Park Advisory Group and results from the Valmont City Park Citizen Survey. Guthrie mentioned that a February 2008 Joint Study Session with the PRAB and City Council is planned on this item. B. Budget Update Geden gave a brief verbal update on the Budget explaining that City Council made a change in the Budget that would require a third reading. She indicated that City Council was unanimous in their support of the change and of moving forward with the Budget. Geden introduced City Council member Ken Wilson and noted that he would be the City Council liaison to the PRAB on Thunderbird Lake. Stuller recused himself from participating in the Washington School discussion due to his position as counsel for the Boulder Valley School District, current owners of the Washington School property. Geden said City Council is holding a Special Meeting on October 23, 2007, on the Washington School project with hopes of making a decision about moving forward or not moving forward with the project. 2 VII. MATTERS FROM THE DEPARTMENT A. Update on department meetings with aquatics groups. Geden gave a brief verbal update on the status of these meetings. She said staff is waiting for more information from two of the aquatics groups. B. Update on City Manager's Work Group on Recreation Financing Geden gave a brief verbal update on the status of these meetings. She said that there have been two meetings thus far, in September and October. City Manager Frank Bruno spoke at the September meeting, explaining the project and the charge to the group. Geden explained how city wide budget challenges have affected the Parks and Recreation Department. She said the October meeting was the first meeting solely dedicated to Recreation and the evolution of the Recreation Division since 2003. She said the Recreation Division has paralleled City of Boulder budget issues and explained how those issues have affected the General Fund Subsidy for Recreation. The MacMillan matrix and the Core Services Business Model were explained, laying a framework for the group. C. Update on Walnut Twig Beetle/Canker Complex Guthrie spoke briefly on this item referring to the Weekly Information Packet on this item that was sent to the PRAB and City Council. She said the department has held one neighborhood meeting with another planned for November. Hartegh asked if trees located on city property with this problem are also on department property. Guthrie said most of the black walnut trees have been on private property. She added thus far the department has removed fourteen to twenty trees on Park property. D. December PRAB meeting date. The December PRAB meeting was discussed. The PRAB and staff determined that a December 17, 2007 PRAB Study Session will be held to prepare for the February Joint Study Session with City Council on the Valmont City Park Concept Plan. There will be no regular PRAB meeting in December due to the December 24 Christmas holiday. VIII. MATTERS FROM BOARD MEMBERS A. Discussion and possible adoption of Board Operating Procedures Board member Davidow requested that Assistant City Attorney Sandra Llanes read the updated Rules and Procedures document prior to the October 30, 2007 PRAB Study Session on this topic. IX. NEXT BOARD MEETING 3 The next Board meeting is scheduled for November 26, 2007 X.
