VI. ITEMS FOR DISCUSSION/INFORMATION
A. Pricing Methodology and Recreation Activity Fund Analysis Project
City Manager Frank Bruno introduced this item and indicated that its purpose is
to provide Council with the new process and timeline for the Parks and
Recreation Department's pricing analysis study. This analysis will consist of an
assessment of the department's pricing methodology for recreation programs and
an analysis of the structure of the Recreation Activity Fund. Bruno indicted that
fees for non-profit and community organizations will be frozen during the term of
the project (until June 2008).
Geden gave a brief synopsis of the item. She stated that the purpose of the
analysis is to take a detailed look at how the department approaches pricing for
recreation programs and services and review how these programs and services are
financed. She said the major components of the analysis are:
1. An extensive benchmarking analysis.
2. Financial analysis of the RAF.
3. Establishment of the work group.
The project is slated to be completed in June 2008 with estimated costs being
$44,000. The project will be funded from salary savings. Geden indicated that
she will function as Project Manager for the project, coordinating logistics and
serving as the conduit for technical information the department will need to
provide in order for analysis to be done. Staff will interface with the work group
relative to information needing to be shared.
The PRAB chose Bryan and Davidow as representatives to the City Manager's
Work Group For Parks And Recreation.
Davidow put forth the following motion
PRAB supports the intent and goal of the proposed Financing Analysis Project,
supports option C, emphasizes that the project is a matter of timely import, points
out that freezing fees may not ensure the survival of some user groups and
recommends staff review the process details with the PRAB subcommittee.
Webber seconded the motion.
The Board voted in favor of the motion (5-1) with Bryan voting against.
The motion passed.
