Approved Minutes - 12/15/2003City of Boulder Parks and Recreation Advisory Board Minutes December 15, 2003 Iris Center Main Conference Room 3198 Broadway 6 p.m. The followting are the manutes of the December 15, 2003 Cary of Boulder Parks and Recreataon Advisory Board meering (PRAB). A permanent set of these minutes and a tape recording (maentained for a peraod of 6 years) are retained an Central Records (telephone: 303-441-3043). Board Present: Charles Manlove, Chair, Susan Osborne, Vice Chair, Ed von Bleichert, Suzanne O'Neill, Tom Sanford and Stu Stuller Board Absent Pam Hoge Staff Present: Jan Geden, Doug Hawthorne, Jeff Lakey, Geoigia Jackson, Kate Bernhardt Geden said the purpose of the meeting was to updaCe the PRAB on the Transit Village/Va1mont City Park and how recent discussions will affect the upcoming schedule. A recent conversation with Pollard Motors representaYives revealed that Pollard is very mteiested m the MeKenzie Junction site as a place to relocate the busmess The information packeC handed out to PRA}3 members shows best case options for the poesible relocation of Pollard Motors to the City Yards site, the Valmont Crty Park (VCP) srte and mcludes a former development plan foi the McKenzie Junction s~te Geden stated that Pollard is now focusmg on tiaffic counts as the mam issue for site selection Pollard's current location has a Lraffic count of 48K and boCh VGP and the Yards site are estimated at 17K The MeKenzie 7unction site's preliminary tra#'fic count is estimated at a minimum of 30K. Staff will look mto the possibility of acquiting the McKenzie Junction site and the viab~lity of developmg the srte Geden added that while the Yards site and the VCP site are not as attractive to Pollard they are not removed from consideration as they are the two cily-owned sries that the city has to offer for relocation Board comments and questions with staff response • Why was Yhe Public Heaimg on this issue canceled~ Because at thzs poant in time, VCP is not a preferred site under conside~ateon for the relocataon of Pollard Motors • A ma~orrty of PRAB members expressed concern thaY they would be puC at a serious disadvantage if the Public Heaung is canceled and VCP shoqld later become Pollard's first choice for relocation If VCP later becomes Pollard's first choace then the PRAB could definitely schedule a Publac Hearing on the issue Board expressed conceins that the McKenzie Junction sile has to be rezoned, Plamm~g Board has to agree that this is a good srte for a car dcalership and the surroundmg neighboihood ~s very concerned about this site and is a veiy active neighborhood Could become every bit as controversial as relocatmg Pollard Motors to VCP Up to this pomt in time PRAB members' concerns about the possible relocation of Pollard Motors to VCP have been conveyed to City Council through the City Manager and staff PRAB members would like the opportumty to ait their concerns on this ~ssue d~rectly with Council Does the ~mpendmg DRCOG award of $7.7 mtlhon to Boulder m March force a decision on this issue by March? What is the timehne foi the $3 million from Fanme Mae? It as Chrysler Corporation pressang Pollarcl Motors to rehuald or renovate thear showroom that is movang the maCterforward Sta,ff does not think the Fannie Mae funds are an~eopardy. Staff does not know about DRCOG funds and how the allocataon of those funds wcll affect the tamelane for a decision Board wants to make sure that for the January sCudy session Council is fully mformed oP the issues/concerns the PRAB has about the possible relocation of Pollard Motors to VCP 5taff w~ll mention to the Caty Manager that there as a concern that Councal understands the issues related to the best case scenano for the VCP site • Who paid for EDAW~ Transportation Department, Housarcg and Utaletaes paad for EDAW Lakey briefly explamed changes to the Yards srte option that addressed Pollard's concerns about that srte PRAB members were asked to commumcatc their Lhoughts about a Board retreaY in April Yo either Osborne or Manlove The meetmg ad~ourned at 6:56 p m.
