PURPOSE: The ptupose of tlris item is to pmvide a progress report to the Pazks and Recreahon Advisory ... Board (PRAB) on the City of Boulder Pazks and Recreahon Master Plan. BACKGROUND: The current City of Boulder Pazks and Recreation Master Plan was adopted by City Council on December 17, 1996. The Master Plan requues an update every five years. At the hme of its adop::an, ~he Parks and P.earea~a~ ~a.-~:.rr.t was aL-eady embazkmg on an acquisihon pmgram with the funding received m the 1995 ballot uuhahve for pazk land purchases and development. 'The City of Boulder Pazks and Recreahon Deparhnent staff have prepared a basic descnption of some underl}wg worlang assumptions, concepts, and strategies to be considered ~n the Master Plan update project for tlus report to the PRAB ANALYSIS: The Pazks and Recrearion Department will develop most of the Master Plan update content m- house and use selected consultants for support on key work elements. Cate Bradley is the staff person who led the development of the Master Plan in 1995 and 1996. Cate will serve the Department as the lead author, reseazcher, and pmject manager for the 2004 update. She will head up the project and coordmate the work of staff and consultants, overseen by Supenntendent ..~ Jeff Lakey. ~ Consultant assistance is likely to be needed m the following areas. graplucs, editing, page layout design, public process development and meehng facilitation, and clerical support. Cate and Jeff AGENDA ITEM # IX-D ; PAGE 1 are currenUy prepanng a scope of work, a work task outlme, a list of mternal staff responsible for ,,,,~ tasks includuig a schedule, and a pm~ect budget. These rtems aze expected to be ready for 5K reporGng at the Apnl PRAB meeting. Public process iniriation will begm with a strategic issues idenrificarion pmcess, involvuig staff at all levels, PRAB members (in study sessions or subcommittees) and a pubhc open house. The Department will adjust the project scope as necessary ut response to the public process to adequately reflect the pubhc mterest and the knowledge base that resides m the staff and commumty members At two or three key milestones w the development of the plan, PRAB advice and commentary will be sought in a pubhc meehng session. These hkely will mclude advtce grven at the conclusion of an eazly dtaft and/or supporhng tecluucal documents, upon complehon of a later draR, and upon complehon of the final document. The Department will uhhze the World Wide Web and its pubhc web pages as a means of mvolvmg and seekuig comment on the update as it progresses. Web informahon will hkely include report drafts, technical appendices such as the needs assessment, schedules of reviews mcluding other boazds and pubhc groups, public access to all comments, and more. Smce the current plan was adopted, some big changes have impacted the City of Boulder The reahty of water shortages and pro~ected long term revenue dechnes emphasize the broad need to idenhfy and mcorporate the nohon of sustamabihty mto this plan update. Another ma~or change has been the conclusion of the 0.25% sales tax land acqmsition program from the 1995 parks mihahve. The goals of the acquisihon progam havu-g been met, the DepartmenYs focus has slufted towazd renovahon and redevelopment of wom and substandard pazks and away from '"'~` acqwsirion and development of new ones, although ongomg development of previously acquued `" lands is continuing. The Department is viewmg Uus update as more than a cursory restatement of the ongmal plan's gutdance. There are sigmficant opportumties to more fully mtegrate the City of Boulder's Park and Recreation system with our commiuuty's values, needs, and pnonties. The DepartmenYs role is begirumng tu be seen as khe provider of a network of connected pubhc landscape spaces that function not only for the physical and spuitual inspuahon of Boulder's people but also serve as an armature for the regional funchomng of healthy people, plants, animals, clean water, producrive soil, and pure au.
