BACKGROUND: Ttus four-acre pazk srte has been developed under an agreement with the City of Boulder Pubhc Works Department, wkuch onginally acquired the property for flood conuol purposes. The pazk has been under construction smce spnng 2002 and is now substantially complete The pazk design is centered on the Elmer's Two Mile Creek channel, wluch runs the length of the pazk from north to south, eventually flowmg mto Goose Creek. The concrete tnckle channel wluch had construned the stream flow was removed and a more natural, meandenng stream course was constructed, with enhanced wedand planrings and water quahty funcuons, mcludmg a deck area for wefland viewmg A greenway trul connects from Glenwood Ave to Ins Ave., and with the complehon of an underpass at Ins will soon provide access to the north. Additional path connecUons provide pedestrian and bicycle access from the neighborhoods to the east across the park to the Safeway shoppmg center. Additional park amemties include a play area and a p~cmc azea with shelter Followmg the requirements of the departmental "Park Nanung Pohc~es" (see Attachment A), staff placed a pubhc noUce m the Da~ly Camera "News from City Hall" on two consecuuve Sundays, Mazch 2"~ and 10`~. In addition, a press release was issued to the local news media and signs were posted at the pazk site These nouces requested nocnmations from the public for a formal pazk name and provided mformarion on the location of the park site, the current "workmg ~,.,.. name" and how to subrmt a norrunat~on. Nommat~ons were requested to be submitted no later ,y,,, than March 12'", to allow ume to prepaze an analysis for the Boazd memo AGENDA TTEM # VIII-A ; PAGE 1 ANALYSIS: Two nommations were recerved from members of the pubhc (See Attachment B, ,.,~ "Pazk Name Nonunations ") Ms Man Ann Shake nonunated the name "Elmer's Two Mile ~, Pazk," citing the importance of preserving an element of Boulder County lustory. Mr. John Cumalat nomma[ed the name "Albert Bartlett Pazk" for the former member of the Pazks and Recreation Advisory Board (1967-1972) who helped to implement the "blue Ime" lirrutmg development m the Boulder footlulls and was act~ve in the crtizen effort to establish the City's Open Space program. As part of the eazly park design process, a survey was distnbuted m 1998 to neighbors wittun a one-quarter nule radius of the pazk srte The survey asked about the type of faciliUes and amemties that azea residents would like to see developed m the pazk. One question asked respondents for name suggestions For the new pazk. "Ins Hollow Park" or some vanation on "Ins Pazk" was the suggestion of the lugest number of respondents. Elmer's Two Mile Park or some vanation was the second-highest rankmg choice, but sigmficantly fewer respondents made that suggeshon (See Attachment C, "1998 Elmer's Two Mile Park Neighborhood Survey Name Suggestions ") Staff conducted research at Carnegie Library and with a number of mdividuals who aze knowledgeable about Boulder history to find out if there are any lustoncal names associated with ttus pazk site. Early maps idenhfy owners of land pazcels m the azea, but no information was found to document any sigmficant contnbuhon by any of those people to the Boulder communrty ~ The only lustoncal name associated wtth the site is the name of the waterway rumm~g through ~ the pazk: Elmer's Two Mile Creek 1'his is also the most sigmficant natural feature of the park, and is the most promment element of the pazk design. No mformat~on could be located about the person who lent lus or her given or family name "Elmer" to the creek. "Two Mile" refers to the approximate distance from Baselme Rd to the source of the creek, a spnng located north of Ins Ave PUBLIC COMNIENT AND PROCESS: Information on the pazk nanung process was publicized via nouces m the "News from City Hall", press releases and signs posted at the pazk site. This ttem is bemg heard at this pubhc meec~ng as adverhsed m the Daily Camera. STAFF RECONINIENDATION: Staff recommends that the pazk be named "Elmer's Two Mile Pazk" for the followmg reasons: • The name meets the cnteria of the Pazk Nanung Pohcies. Specifically rt is a geoa aph~c name descnpuve of the locaUOn or sigmficant natural feaNres .. m or near the pazk or facihty, and an histonc name relevant to the pazk or facility • The name is umque and preserves a connection to Boulder's lustory. • The name reFers to a procmnent feature m the landscape wkuch is a focal pomt of the pack des~gn and a ma~or element impacdng the expenence of pazk visitors • Names mcorporatmg the word "Ins" do not refer to a natural feature of the landscape and aze not a umque geographic locator This could also lead to confusion with the Parks and Recreation Department's admimstrauve offices known as the "Ins Center," wtuch is located ad~acent to Long's Ins Gardens ~ The name "Ins Hollow" is not recommended smce it refers to a neighbonng residenual ~ AGENDA ITEM # VIII-A ; PAGE 2 development Staff recommends agaznst any name that could be construed as implymg r~~' that the pubhc pazk is part of a pnvate development or was developed to pnmanlly Y"" benefit residents of that development. • Mr Bartlett ts lughly respected and much honored for tus academic and civic contnbut~ons. However, lus efforts aze pnmanly associated with the development of the Open Space program and eazly plannmg efforts to hmit the growth of the Ciry An urban park ad~acent to a retail azea is probably not the most appropnate location to recogruze his accomplishments. If the commumty would hke to further acknowledge Mr Bartlett, it would seem more appropnate to do so through the Open Space/Nlountain Pazks Department or the Planmng Department. ATTACHNIENTS: A.
