II. CITIZEN PARTICIPATION
Cittzen Participahon was opened.
Patnck Westfeldt, 594 WmgaYe Avenue, Boulder 80304, spoke about the Dakota Ridge
North Homeowners Associarion's offer to donate a one-acre developed pazk to the Pazks
and Recrearion Department Westfeldt expressed concem that the pazk would be used
by residents of a new development of approxunately 400 homes while his homeowners
associarion represented only 66 homes. Concems mcluded habihty for increased use of
the park and the cost of ltability msurance for the 66 homeowners.
At ttus hme Geden invited Bernhazdt to speak on the tssue of the gift proposal from the
Dakota Ridge North Homeowners Associahon (HOA) as it was one of the items under
Matters from the Department
Bernhazdt spoke bnefly about the results of research on the proposed gift, wkuch include
the fact that the park is part of the developmenYs open space requirement. Concern was '~+
expressed by the City Attomey's office that rt would set a bad precedent if the c~ty were -•
to subsidize the ma~ntenance and long-term renova6on dollazs for a srte that is legally
connected with a subdivision m ttus way In addihon it was determmed that the azea is
adequately served according to Pazks and Recreahon Master Plan Service Standazds and
therefore the Department does not have need for the park. Bemhazdt also spoke about
the costs associated with bringmg the park up to city standards as well as the ongomg
costs for mazntenance. As a result, Bernhazdt sazd staff's recommendation was to not
accept the gift.
Hoge asked whether staff took into considerahon the HOA's offer to help w~th
mamtenance costs Bernhardt sard staff was not aware of the offer unhl toraght's
meekng and was not sure whether the HOA had the funds to br:ng the park up to ctty
standards Bernhardt added that the legal precedent also weighed heavtly in the
decisron to deckne the offer
Hoge said m the past the Boazd has discussed different levels ofpartnerslups and ttus
could be one of those opporhuuhes - if the Department entered mto a bmdmg agreement
with the HOA Hoge sazd she would hke the Department to be fle~uble m accepang
gifts of parks and added that she would hke the Department to explore ophons for
accepting this git~. ~
Manlove said tus concem was more for the land use and regulatory aspects of the offer, „~,
cihng that the pazk is part of a legal subdivision agreement and a reqmred open space for ~
that subdivision. Manlove said the HOA would have to get an amendment to the
subdivision agreement from the city pnor to diveshng themselves of the property.
Sanford sazd it was too bad that the gift of a developed pazk could not be accepted He
sud it could not happen unless every homeowner agreed to divest themselves of the
property and then the city would have to agree to change the development documents.
O'Neill asked how many other homeowners assoc~ahons m Boulder aze m a similar
situahon. She added that ttus type of request could recur as other homeowner
associahons feaz liabihty.
Osbome asked if the Department would have a pmblem wrth the HOA fencmg the patk
Bernhardt shook her head ind:cattng a negatrve response Osbome added that she was
not interested m acquiring the pazk.
Osborne asked if staff need~i anything from the Boazd Geden responded that if the
Board accepted staff "s recommendation, noth~ng else was needed. Osbome sazd that
despite vaz}nng opimons, the Boazd accepted staff's recommendahon.

IV. MATTERS FROM THE DEPARTMENT
A. Valmont City Pazk update
Presenters: Teresa Gnlls, Manager of Valmont Ctty Pazk Management and
Plamm~g Assistance Team (MPAT)
Gnlls spoke bnefly about the summary and draft mission statement and asked
the Boazd if there was a desire to conrinue the discussion
Osbome asked Boazd members if they had any comments. Hoge satd she would
e-ma:l her thoughts to Grzlls Gnlls invited other Boazd members and staff to e-
mail their comments to her She added that the comments would be mcorporated
as long as they don't change the meazung of the memo.
Geden said the next Valmont City Park workshop is scheduled for January 8, 6
p.m. at the Meadows Branch Library
,.-~. Gnlls spoke about the Letter of Interest that went out to the Tennis Center
'~,r,,, O'Nezll asked ~f Grzlls would have access to the agreement between the Tennzs
Center and Steamboat Spnngs Gnlls responded m the affirmahve and sazd staff
would be mveshgating it pretty thoroughly.
B Fortune Pazk deconstruction and demolrtion update
There was ~o discussion about the matenals mcluded m the Boazd packet.
C. Department drought analys~s
Geden spoke bnefly about the drought evaluatron and work plan and said staff
would retum to the Board with a more detailed presentatton m January
O'Neill sazd she would hke to see "Communicarion with the pubad' hsted as
another bullet under the components of the dmught evaluahon and work plan.
Geden saad that could be done. Geden added that she was workzng wtth
Channel8 as one way to help keep the pubkc ~nformed about the drought and
ways to deal wtth tt.
Hoge sazd she hoped staff would share mformahon wrth the public on such
thmgs as selechon of irngahon systems and plant matenals. Hawthorne replied

Hawthome said Council would consider a recommendahon from the Water ''~
Resources Advisory Boazd and Pubhc Works regarding a drought response plan. -•-
On December 3 Council would heaz it as a discussion item and hopefully take
acrion on December 17 The recommendahon addressed four stages of drought,
requested acceptance to treat pubhc sectors differently from private sectors with
regazd to irrigation and to modify exishng uhlity bilhng rate structure.
Hawthome sazd the mformation was available on the Web.

VI ITEMS FOR ACTION
A. Pubhc heanng and considerataon of a morion to accept the Facihhes Needs
Assessment Report

Geden asked Board members the followmg questrons. M
Can they see the Facilihes Needs Assessment Report as the overazclung
needs for ttte city? Do they agree with the methodology that was used to
determine these needs~
Are they comfortable with the outcomes? (Not specifymg pnonty of
outcomes, rather looking at what was recommended )
Can the Boazd use the recommendahons to dnve pohcy for the department?
Deans spoke bnefly about the latest needs assessment draft, some of the changes
m the matnx and the~commumty meeUng that was conducted on November 7.
Hoge mquired about how the restncted use fields [Pleasant View, Mapleton and
Stazio] were taken mto consideraUon Deans responded that there was a change
in the gutdel:nes zn Chapter 5 and provided a bnef explanahon of that change.
Geden added that Deans had provided means to look at the issue from both
viewpomts. There were recommendahons for either scenano - whether the
restricted use fields were considered m the analysis and also whether restncted
use fields were removed from considerarion.

Gary Yost, 10391 Galahn, Longmont 80503, Boazd member for the Boulder
~ Tenms Associahon, spoke about the need for a lazge tennis complex that could
--- accommodate toumaments He added that the courts at CU (ICittredge Courts)
were likely to go away.
Sanford asked how many courts were at CU. Yost replied that there are 12
Hoge asked tf CU has sa~d whether they wtll replace or rebuzld the courts. Yost
responded that CU officials have grven no defimte direchon on the matter
The Pubhc Heanng was closed.
On a motion by Manlove, seconded by O'Neill, the Parks and Recreation
Advisory Boazd voted unazumously (5 - 0 with two members absent) to accept
the final Recreat~on Facilitaes Needs Assessment Report as presented.
VII. ITEMS FOR DISCUSSION/INFORMATION
A. Transportahon easement land in the Goss Grove neighborhood for use as a
Pocket Pazk
Presenter: Doug Hawthome, Pazks Supenntendent
Hawthome spoke bnefly about mformarion in the Board packet, wluch included
A., a synopsis of past Boazd actions regarding Pocket Pazks and specifically, Goss
r,,.,, Grove Pazk. In 1999 the Board accepted staff s recommendahon to pursue the
development of four sites and to not pursue eleven other sites, wtuch mcluded
Goss Grove Pazk.
Hawthome said the Department was preparing to mstall a bench and dog waste
bag dispenser at each of the three sites m December, weather peimittmg. He
added that Pubhc Works was conhmm~g to maintain the sites to their standards.
Hawtttorne sazd stafPs recommendahon was to not accept or take over
maintenance of the three sites. He added that staff believes further discussion
about these sites should be held dunng future conversations surrounding level of
service standazds and needs, at the tune the Master Plan is updated.
Osborne sazd the park at Mapleton and 17~' and Campbell Robertson Pazk were
both well mazntazned and asked if Pazks and Recreat~on staffwas responsible for
the mamtenance. Hawthorne responded zn the afj"zrmattve, but sazd the cost was
sigmficant for such smal! s:tes
Osborne asked if the Board could tour the Goss Grove Pazks next time a tour is
scheduled. She spoke of the possibility of cumng a deal with Public Works to
cover the cost of mamtenance Geden responded that Goss Grove could be
scheduled next t:me the Board takes a tour Geden added that next year could be

very challenging budgetanly and said staff and the Board would need to look at
what resources are ava:lable and the best use for those resources ""~
Manlove sazd the issue was part of larger pohcy issue m that Pazks and
Recreahon may be more suited to mamtazn azeas that aze currently managed by
Public Works. However, Pazks and Recreahon would have to be compensated
for those wsts. Manlove said it might be cheaper for Pubhc Works to
subcontract the work to Parks and Recreahon. He added the caveat that he
would not want to lower Pazks and Recreahon's mazntenance standazds to the
level of Public Work~.
O'Neill praised Hawthorne and the department for meehng with the
neighborhood and agreemg to mstall benches She added that tlus nught be a
solution for other small areas - to ask neighbors their pnonhes and how the
department and commumty can work together to accomphsh them without
creadng a formal pazk.
Hoge said she would like to send a strong message to do sometlung at Goss
Grove. She suggested a partnerstup with Transportahon and to consider some
flexibihty on mimmum mamtenance standazds for these small sites.
Sanford expressed concem about conrimm~g to spread resowces too ttun by
adding any more small sites that need to be muntamed. He suggested Pubhc
Works provide funds and part-hme staff if Pazks and Recreahon were to ,,~
mazntam theu srtes. ,,,m,
Geden sazd staff would proceed accordmg to theu recommendahon, keepmg m
mind the issues that were brought up and potenhally have a greater pohcy
discussion as it relate,s wrth Pubhc Works. But at ttus hme the department would
not assume the mamtenance of Goss Grove Pazks.
