surroundmg the pazksite and for 100% of the cost of mstalhng street trees and
estabhskung a dry land grass stand on the srte Funding was allocated m the 2001 CIP for
these anhcipated expenses. The contract also states that the City will design and construct
appropnate improvements to the park property for use as a commwuty or neighborhood

AGENDA TTEM # VI-B ; PAGE 2
Question:
How might we fund the acquisition of park property if an opportunity arises?
~ In 1996-1999, staff conducted a seazch for pazk acqmsirion srtes to address under-served
~..- areas of cl~e Ctty based on the recommendahons of the Pazks and Recreat~on Master Plan
Considenng srte avazlability, desirability, and cost, the Boazd directed st~.f to pursue
specific pazk acquisitions through purchase or shared use agreements These acquisitions
included: Valmont City Park, Area III City Pazk, Eimer's Two Mile Park, Lover's Hill
Park, Baselme school/park development, Elks Site Pazk, 17`" and Alpme, Hickory Park,
and Holiday Dnve-In Theater Pazk. These sites have been acquired.
In view of the progress made to address under-served areas of the City by these park
acquisihons, m 2000 the Boazd recommended that seazch for additional neighborhood
pazk property be termmated and that the bonded fundmg for neighborhood and pazk
acquisihon be reallocated to fund the North Boulder Recreahon Center. The cuaent CIP
provides $100,000 per yeaz fundmg for pazk acqmsihon stazhng m 2007. Should a
desirable site become avazlabie before that hme, it might be fixnded through reallocahng
fundmg from other capital pro~ects or from the $1,000,000 idenrified m 2004 for the
Relocarion of Exisring Facflitres at Valmont (2004)
Quesrion:
How will th e 2003 funding be used for the Foothills Community Park?
Based on the reduchon of expenditures idenhfied for Footlulls Community Pazk staff is
proposmg that Phase 2A and 2B development mclude
1. earthwork and mfrastructure
v^~- 2. hmited parkmg and walks
•.,r 3 large group picmc shelters
4 uhlity serv~ces only to a future restroom
5. a children's play azea and small public plaza
6. 2 volleyball courts
7. imgation, landscapmg, and site fiuiuture
8 fencmg only for a nahve grass covered dog exercise area
9 gravel fines trail system connechon from pazkmg to the dog exercise azea and
ma~or trail system
Tkus work w~l be accomphshed between 2002 and 2007 Tlus projection does not
provide for c.,mplerion of the entire pazk Staff recommends that addihonal development
beyond Phase 2A and 2B be reconsidered by the Board m 2003 or 2004, based on
revenue pro~ectrons at that hme
How will the 2003 funding be used for the Flatirons Golf Course?
Tlus CIP Flatirons Golf Course Expansion budget is funded by revenues from the green
fees. Last year revenues did not provide sufficient funds to meet the budgeted amount and
the City Council approved use of capital expansion fee revenues for operatmg expenses.
In 2002 and 2003, a portion of the revenues collected m past years will be used to
complete addihonal plamm~g work requested by the Boazd for Phase 2 of the Golf Course
Master Plan This fundmg wili also be used to proceed wrth the design and plannmg
,~ process to install protechve fencmg for the dnvmg range

improve, funduig will be restored for capital construchon and acquisit~on.
