The grant is not approved due to mcomplete planrung for the park. Apri124, 2000 - PRAB approves easements through VCP for the Cline Trout lutes. May 4, 2000 - Boulder Ice submits a proposal for an indoor "Leisure Ice Facihty". June 10, 2000 - PRAB has a Study Session with the City Liazson Office and staff to review the partnership process, go over "The VCP Information Book" and development plans to date PRAB provides direction to keep prazne dogs off of Phase One area through ~""' relocation. ~ June 26, 2000 - PRAB approves the Design Guidehnes for Valmont City Park July, 2000 - PRAB discusses deletion of the 32-car parkulg lot wrth bus turnaround from the Phase One plans Enhancements are suggested to the planting plan for Wonderland Creek, and parking options are requested for the Airport Road entry August 6, 2000 - Diana Smith and Teresa Grills are awarded the contract through a competitive bid process for the management of the development of Valmont City Park through a parlnership process. The "City Liaison Office' is created to manage this process, and work begins to identify potential partners, the funding process, and to determine the infrastructure costs. September 6, 2000 - A PRAB Study Session is held on the VCP development process and prairie dog/wildhfe issues. An updated "Illustrative Sketch" of VCP is presented to PRAB. The Board requests a wildlife study for the site. September 2000 - The "Opening Penod" begms for pubhc sohcitation of Requests for Proposals for partnerships at Valmont City Park. Pubhc meetulgs are held and site tours are given for press. A wildlife study is commissioned for Valmont City Park by Steve ~ ~ Jones, Wildhfe Biologist. History of Valmont Gty Park Apnl 2002 Page 3 November 2000 - The City Liaison Office begms managmg a pilot pro~ect with Boulder Nordic Club to determine if snowmakutg would be feasible on the park site. ~ November 11, 2000 - The City Liaison Office coordinates the Grand Openulg of the Boulder Skatepark The pilot pro~ect procures over $300,000 m grants, sponsorships, donations, and in-kmd products for the Skatepark The Interim Sponsorship Policy is updated for future VCP use. November 27, 2000 - A"Letter of Interest" is approved by Department Seruor Management Staff for issuance to Boulder Ice December 11, 2000 - PRAB convenes a Study Session on Environmental Sustainabihty for the Department. VCP rises as an issue, pnmanly related to wildhfe habitat and prairie dogs. 2001 January 29, 2001- PRAB discusses PRAB Role m development of VCP and some members request direction from City Council. Phase One parkutg ophons are discussed, and it is decided to remove the 32-car lot and place a temporary lot at the Airport Entry Phase One Construction contracts are awarded February 13, 2001- Joint Study Session with City Council PRAB role, parkmg, wildhfe habitat and role of partnerships are discussed February 26, 2001- Approval is requested from PRAB for the Sponsorship Pohcy. PRAB recommends wairing on pohcy and procurement as some members have concerns March 12, 2001- The "Openmg Period" for proposals for partners for Valmont City Park closes The City Liaison Office receives a total of twelve proposals for partnerships Apri12, 2001 - PRAB approves the issuance of a"Letter of InteresY' for Boulder Commuruty Velodrome. April 12, 2001- The Boulder Nordic Club Pilot Pro~ect for Snowmaking ends. Results show that it is possible to make and retain snow on a cross-country ski trail in Boulder and that there is citrzen demand BNC requests funding from the Department to build permanent trazls and snowmaking in the park, and to staff the previously volunteer-led pro~ect. PRAB does not approve [unding or going forward with the snowmakmg pro~ect at this time. ~~ History of Valmont Gty Park Apnl 2002 Page 4 May S, 2001- PRAB and City Council have a~omt study session on VCP Issues, and discuss the results of the Wildhfe Study. A summary of the options accepted include the ,,.. followmg parameters for future development• "r-~ . The northern side of the park above Valmont Road is idenhfied as valuable wildlife habrtat and should preserve and restore the riparian corridors ad~acent and between the two ditches for passive uses. All trails along the ditches should be mmimized, wrth the relocation of an interpretive trail located centrally between the ditches. To support wildlife enhancements, trails and other facihtres ad~acent to the riparian habitats should be mmimized, and arrificial snowmaking should be prohibited north of Valmont Road. On the south side of Valmont, there should be sufficient allocat~on of land on the eastern boundary to allow for a viable wildhfe corridor without deleting any of the identified recreatron facilrties shown on the Approved Concept Plan. As development occurs, the road and parking should be creatively redesigned to maximize the area for the wildhfe corridor and other activities Parkutg should be reassessed, and alternative options should be fully explored to limit the amount of park surface that is dedicated to parking and automobile use . Several identified areas that were previously undesignated ut the conceptual stages should be slated to include landscaping enhancements geared toward incorporahng native landscape and wildhfe habitat. . The park will conrinue to incorporate partners for achve recreation uses as ;~ identified during the conceptual planrung stages. Staff is directed to complete a full needs assessment and survey to continue to identify current needs, and to provide updated information valuable for future decision making about potential and proposed partnerships May 31, 2001- The Department requests a reorgaruzatron of the City Liaison Office to reflect changes in the focus of development. Teresa Grills of GreenPlay, LLC, is hired as the Manager of the new "Management and Planrung Assistance Team (MPAT)", and Diana Smith conrinues under contract to GreenPlay as the VCP Partnerstup Consultant The focus shifts from one of an "outside developer' working under contract to the City, to one of contracted "Adjunct Senior Management Staff" working with City staff. July 23, 2001- PRAB holds a Study Session to discuss the Partnership Philosophy, involved potentral partners, and PRAB utvolvement u1 the process. A Flow Chart of the Partnership Process and the Partnership Pohcy are approved. August 27, 2001- PRAB completes an on-site tour of VCP site, and approves continued relocation of prairie dogs within and adjacent to Phase One September 24, 2001- PRAB revisits the Sponsorship Policy for VCP. The Pohcy is ~ approved, but it is recommended that procurement not begm until after the Needs ~""' Assessment results are available in January 2002. PRAB members request a Study Session/ Charrette on issues related to VCP February 2002 - The Department approves the hirmg of The TSR Group, a spatial and digital uiformation management firm, as a pnmary member of the VCP Techmcal Team, under contract to GreenPlay, LLC. February 25, 2002 - Planners Ink and Staff give PRAB an update on the Needs Assessment pro~ect. Survey results are due in April, and with Needs Assessment completion due in May.
