BACKGROUND: The City of Boulder Parks and Recreation Department developed a commumty fitness and wellness component m 1993 to address fitness, weight trammg, and wellness needs of the citizens of Boulder A few yeazs later, the Crty of Boulder Human Resources and Orgamzational Effechveness Department (HROE) began offermg fitness/wellness programs for ciry employees at work sites to target m~ury and illness prevention With the help of our department's fitness/wellness staff, HROE was successful m developmg wellness srtes at 63rd and 75th St Water Treatment Plants and at the City Yards Concurrently, several front range commumues (Loveland, Englewood, Westmmster) identified a need for staff wellness programs and mitiated on-site Employee Fitness/Wellness Programs. In Febmary, 2000, Boulder Parks and Recreation staff conducted a survey of local commumties offenng employee fitness/wellness programs to deternune the effects After analyzmg the survey resuits and the favorable response from site programs, staff dec~ded to pilot an Employee Wellness and In~ury Prevenhon Program for the City of Boulder The pilot Employee Wellness and In~ury Prevention Program started m Apn12000 and was co-sponsored by both the Pazks and Recreahon and Human Resources and Orgamzauonal Effechveness Departments. AGENDA ITEM # IX-A ; PAGE 1 The mission of the program is to enhance and improve employee sahsfaction, physical health, and wellness The goals of the program are '"~'` W... • Reduce overall lost t~me due to m~ury or iilness, • Reduce in~unes and ~llness and associated medical costs, • Increased personal safety, and • Improve employee satisfaction and productivity Employees of the Parks and Recreatron and Fire Departments were the first to be mvited to participate m the program Addihonal departments were added mcrementally and health/fitness data and attendance were recorded for all employees At the end of the pilo[ year, compazisons were made on empioyee health and fitness levels Results mdicated positive mcreases m cardiovascular endurance, strength and flexibilrty, while reductions m body composihon, blood pressure and restmg heart rate were also evident These postnve assessments supported the need for a city-wide program which is now offered to all standard employees Addihonal m~ury prevention and wellness programs are available to employees enrolled m this program. ANALYSIS The Employee Wellness and In~ury Prevention Program is now available to new and existmg Parks and Recreaaon Advisory Boazd members For the extent of your term, exisGng board members have a choice to participate m either the pnor benefit package or parucipate m the new Employee Wellness and In~ury Prevenhon Program We mvrte you to take advantage of the many benefits of the program mcludmg health assessments, wellness programs, and admission to the recreahon centers, outdoor pools and the Boulder Reservoir. To assist Board members m enrollmg m the program, the Employee Wellness and In~ury Prevention Program mformahonal flier is provided as Attachment A PUBLIC COMMENT AND PROCESS. This item is bemg heard at this public meetmg, as advertised m the Daily Camera STAFF RECOMMENDATION: Staff encourage Boazd members to participate m the Employee Wellness and In~ury Prevention Program.
