1. The l3oard addressed the issue of using Palo Park East as an adult soccer practice
facility. The Board discussed the idea of making the facility less attractive for
practicing soccer.

2. At the March 18"' meeting, Manlove requested information regarding the existing
practice of commercial enterprises using parks facilities for private functions (doggie
day care at VCP). He inquired about the City's policy on this type of use and associated
liability issues.
Staff Response:
The Parks and RecieaCion Department has two Rules and one Otdmance which regulate the
events m paik and recreation facilities. TheSe are as follows•

provision for the DepartmenC, under this rule to require insuiance

peiformance This prohibition apphes both to the person giving the mstruchon and the person
ieceivmg it. The i~ale does not apply to progiams given by Ctty employees ot by persons under
contract or permit with the City as pait of a department~ll program. The rule also does not apply
to coaches of teams playmg m City lcagues or m leagues which have a lease or permit, or who
have reserved a Yacilrty or portion of a facility for team practice, Crammg oi other use.

The City of Boulder, per B.R.C 8-3-14, states that no person shall orgaruze, piomote, or stage a
iecreational, athletic, or social evcnt mtended for or which can reasonably be expecCed to diaw
an attendance of fifty or more participants and spectators m any paik, parkway, recieation aiea,
or open space wrthout first obtammg a permit from Che city manager undei this section All
groups of 50 or moie persons are required to have msutance nammg the City as addittonally
insured Theie is a procedure foi groups wanted to have a special event on park propeity that is
oudmed m the Code. The Boulder Revised Code is available on the City's mteiweb site,
www.ci.boulder co us. Access the Codes and Regulahons section, go to the Boulder Revised
Code, go to the Title 8 section, click on Chapter 3(Parks and Recreation) and scroll down to
section 8-3-14
3. von Bleichert requested information regarding whether the Department has plans to
relocate the Valmont prairie dogs near the County jail and whether the Department
should consider this option before the prairie dog situation gets more challenging.

Staff Response:
Environmental Resouices Staff is currently researchmg the need for praiiie dog baniers
throughout the Parks and Recreation system. We will be walking and measurmg potential bariier
locations, and then will brmg the potential baiiiei locations to the management team foi
