The purpose of this rtem is to provide the Parks and Recreahon Advisoiy Board members with a
copy of the 2001 City of Boulder Paiks and Recieation SurveyResults and to discuss how the
survey data will be mcoiporated mto the ovetall needs assessment analysis
. BACKGROUND:
The Paiks and RecieaUon Department hired the Natronal Research Centei (NRC), a local
consultmg Firm, to conduct a comprebensive citizen survey as part of the Department's broadei
needs assessment pro~ect NRC has extensive axpenence m survey Tusearch and has conducted
citizen surveys toi sevcral mumcipalities, mcludmg Boulder
The survey questrons weie icviewed by the Parks and Recreation Advisory Board membeis and
departmental staff pnor to bemg finahzed The survey was mailed to 3000 Boulder aiea
households m November 2001 and had a response iate of 30%, which is considered good foi this
type of suivey. Response rates for mailed iesident surveys typically range Yrom 24% to 40%
The Parks and Recreation DeparCment last surveyed citizens about p~uks a~d recieation issues in
1996. The Boulder Cit~zen Survey, conducted every two years by the city's Audit and Evaluation
Drvision, also mcludes questions about parks and iecreation services
The 2001 survey asked for iespondents' opimons about parks 1nd recieation programs and
facilrties, and policy direcCion related to the developmenC of the Valmont City Park In addition to
many new questions, this survey also asked some simil~u or identrcal questions to the 1996 parks
and recreauon suivey, allowing foi trends to be evaluated over time See Appendix II m the
suivey report fot comparisons of the responses from the 1996 and 2001 surveys.

Survey Results
. Survey Background
Thiee thousand ho~iseholds m Boaldei wete selected to pait~mpate in the survey usmg a siratified
systematic samplmg method. Systematic samplmg ~s a method tl~at closely approx~mates
random sampling by selecting every Nth address until the desned number of households are
chosen, where N is a"skip factor" calculated by dividing the total number of households by the
number to be sampled. The stratification refeis to dividing the sample into different parts. Three
hundred households were chosen from each of 10 subcommunihes defined by the Crty of
Bouldei for planning puiposes An individual within each household was randomly selected to
complete the questionnaire
A mailed survey was chosen over a phone survey for several reasons. Phone surveys are more
expensive to conduct than mailed surveys Mailed suiveys can more easily be targeted to
specific geographic areas, such as the 10 subcommumtres. Additionally, more complex
questions can be more easily admmistered on a written survey than over the phone. Longer
surveys may be better received m written form, so respondents can complete parts of the survey
at a time, when conventent. Finally, response rates to phone surveys are declining as households
use technological advances such as answering machines, caller id and solicrtor screening to
monrtor calls before pickmg up. Telephone survey refusal rates are also mcreasing.l
Households recerved two mailmgs durmg November of 2001. Each mailmg consisted of a cover
letter signed by the mayor of Boulder, a household survey, a children's survey to be completed
~ by households with at least one child, and a postage-paid reply envelope Approximately two
weeks after the first survey was mailed, a second survey was mailed, with a cover letter askmg
those who had not yet participated to do so, while mformmg those who had already completed
the survey not to do so agam.
In January, 2,384 households were again contacted, this time by phone The addresses to which
the surveys were mailed were matched by an outside vendor to phone numbers. These phone
numbers were called durmg a three-day period. If a person was reached, they were asked
whether they had completed the survey, and if they had not, they were told that the City of
Boulder was very mterested m the~r responses, and would like to hear from them. lf they no
longer had a copy of the survey instrument, one was mailed to them. If no one was reacAed, but
an answering machine or voice mail system picked up, a massage was left emphasizing the
importance of the survey, encouraging response, and informing residents they could call to
receive another copy of the survey, if they had not yet completed it and had discarded the form.
Two hundred sixty-six surveys were mailed as a result of this effort; approximately one hundred
surveys were received after the phone call reminders.
Of the approximately 2,758 eligible households, 817 completed the survey, providmg a response
rate of 30%. This represents a good response rate; in general, the response rates obtamed on

mailed iesident suiveys range from 25% to 40% 2 From these 817 households, 165 also retuined
a ch~ldren's s~uvey.
It is customary to describe the precision of estimates inade from suiveys Uy a"level of •
confidence" (or margm of error) The 95 percant confideiice level for this suivey is generally no
greater than plus or minus 3 percentage pomts aiound any given peicent ieported. The
confidence mtervals are larger around est~mates for subgroups. The 95 percent confidence
interval around results from the children's survey ~s plus or minus 8 percentage pomts
The confidence mtervals can be interpreted as follows• if the confidence mterval is plus or
mmus 3%, and 28% of respondents repo~~t that they are "very satisfied" with the qualrty of
recreation programs, we can be confident that, had we gotten ratings from all residents,
somewhere between 25% and 31% would have responded that they were very satisfied with the
quality of recreation programs
The data were weighted to reflect the demograph~c profile of the residents of the study region.

Appendix III: Survey Methodology
• Samp/ing
Three thousand Boulder households were selected to part~cipate m the survey using a strat~fied
sysYematic sampling method. Systematic sampling is a method that closely approximates
random samplmg by selecting every Nth address until the desired number of households are
chosen, where N is a"slcip factor" calculated by dividmg the total number of households by the
nuinber to be sampled Three hundred households were selected from each of 10
subcommunrties defined by the City of Boulder for planning purposes. An indrvidual withm
each household was selected using the birthday method The birthday method is a process to
remove bias in the selection of a person wrthin the household by askmg the "adult person whose
birthday has most recently passed° to complete the questionnaire. The underlying assumption m
this method is that day of birth has no relationship to the way people respond to surveys.
SurveyAdministration
Households received two mailings durmg November of 2001 Each maihng consisted of a cover
letter signed by Will Toor, the mayor of Boulder, a household survey, a children's survey to be
completed by households with at least one child, and a postage-pa~d reply envelope.
Approximately two weeks after the first survey was mailed, a second survey was mailed, with a
cover letter asking those who had not yet participated to do so, while informmg those who had
~ already completed the survey not to do so again.
At first, the number of responses were a bit lower than expected. Thus, an additional follow-up
effort was made m January of 2001. The addresses to which the surveys were mailed were
matched by an outside vendor to phone numbers. These 2,384 phone numbers were called
during a three day perwd. If a person was reached, they were asked whether they had completed
the survey, and if they had not, they were told that the City of Boulder was very interested in
their responses, and would like to hear from them. If they no longer had a copy of the survey
mstrument, one was mailed to them. If no one was reached, but an answeruig machine or voice
mail system picked up, a message was laft emphas~zmg the importance of the survey,
encouraging response, and informing residents they could call to recerve another copy of the
survey, if they had not yet completed it, and had discarded the form. Two hundred sixty-six
surveys were mailed as a result of this effort; approximately one hundred surveys were received
after the phone call remmders.
Response Rate and Confidence Intervafs
In determming a response rate, which represents the proportion of surveys returned from eligible
households, the "ineligible" households are removed from the calculation In a ma~led survey,
the ineligible households represent addresses to which a survey was mailed but not delivered.
These include addresses of vacant housing units and addresses which were not recognized by the
• post office. (All the addresses are run through software provided by the post office which cleans
up the address file to match post office specificattons and assign a bar code, to ensure more
efficient delivery However, even w~th this step, some surveys are returned by postal carriers as
"undeliverable.") The usual rate of ineligible addresses is about'S% to 10%.

Ofthe app~oximately 2,758 ehgiUle households3, 817 completed the suivey piov~dmg a iesponse
rate of 30%. This represents a good response rate, m general, the response rates obtained on ~
resident survcys range from 25% to 40%`~ From these 817 households, 165 also ~eturned a
childien's suivey
It ~s customary to describe the precision of estunates made from surveys by a"level of
confideuce" (or margm of error) The 95 percent confidence level for this survey is generally no
greater than plus or mmus 3 percentage points around any given percent reported5. The
confidence intervals are larger around estimates for subgroups. At the subcommuruty level, the
95 percent confidence mterval is about plus or minus 9 to 12 percentage points. The 95 percent
conftdence mterval around results from the children's survey is plus or minus 8 percentage
points.

Weighting the Data
. The demograpluc characteristics of the sampla weie cotnpared to those oT tl~e study iegion as
reflected u~ tl~e 2000 Census. Smvey results were statist~cally adjusted to ~eflect the larger
populahon when necessaiy. As Census data are not ava~lable for all tlie "cells" oi ciossbieaks
of the data (foi example, the proport~on of the popu-ation that are males between the ages of 35
and 54 who rent their residence), the rewe~ghtmg of Yhe data could only occur on two variables:
sex and age.~ In addition, data for the ent~re sample were reweighted by subcommumty, so that
each subcommunity was represented m its proper proportion. The results of the weightmg
scheme are shown in Table 1I1.2 on the neact page

The surveys were analyzed usmg the SPSS stattstical package. A few ad~ustments were made to
the data; on questions asking respondents to rate the "~mportance" of a list of items, some
respondents answered a few of the rtems, and left the others blank If several items in a list were
marked, the othexs m that list that were not marked were assigned the value of "not at all
important," on the assumphon that those who marked some rteans in a hst were markmg those
they considered important The queshons affected by this proCedure were #14, #15, #16, #17
and #21
