Needs assessmendsurvey update Presenter: Jan Geden, CPRP, Director of Parks and Recreat~on Cate Bradley, Parks and Recreauon Planner Chazlie Deans, Planners Ink Blazse Rastello, Planners Ink Bradley gave a bnef update on the survey bemg prepared by National Research Center (NRC) and sa~d Board members would recerve a report and presentauon by NRC at the Mazch PRAB meetmg Deans gave the Boazd an update on the pro~ect schedule and achvities that have occurred to date. He stated that the benchmark survey had gnne out to six communities and added that Boazd members would hear the results of the survey at the March PRAB meeung. Deans and Rastello gave a presentahon urihzmg GIS apphcahon and mformation There was discussion about discrepancies m census populat~on figures Deans ~ repl~ed that the zssue was sall under debate and saad that his database would be ...~ ad~usted accordingly once the matter was resolved Board members and staff discussed the cntena for neighborhood parks and pocket parks. Bradley informed the Board thai ne~ghborhood parks are a minimum of five acres and pocket parks ure anyth~ng less than five acres Deans mformed the Boazd that at the next PRAB meeting he would have mappmg of five different park categones and their service areas, along w~th analysis for facihues with the highest need Prel~mmary recommendahons would be made based on the analysis Hoge asked whether Deans would be lookmg at the appropnateness of the service radms, as affected by population Deans repked in the affirmatzve and sa~d that servace areas can be proporteonal to the dens~ry of the populatzon Osbome suggested that Plannmg Department staff be mvrted to the Mazch meehng to heaz the presentation Geden and Bradley repked that Planrang Department staff would be tnvated Osbome also suggested mvitmg [staff from] neazby commumties such as Longmont and Louisville .~,., PRAB Meetmg 02/25/2002 - Page 2 ,.. MATTERS FROM BOARD MEMBERS A Will Meyer dedication Dooley stated that the purpose of the item was to propose dedicatmg [he children's playhouse at Chautauqua m memory of Will Meyer and the contnbutions he made to the Boulder community Dooley stated that if the dedication were approved by the PRAB the item would then need to be presented to the Chautauqua Board for the~r approval. PRAB members asked that the dates of Will Meyer's birth and death be venfied and conected to read 1941-2001 On a mouon by Dooley, seconded by Wmmg, the Pazks and Recreation Adv~sory Boazd voted unanimously (7 - 0) to adopt this language [as presented m the memo] and put it on a plaque on the playhouse [pendmg approval by the Chautauqua Board] ~ [Other Matters from Board Members] ~ Sanford spoke about the NBRC renovation and problems associated w~th relocahng the platform tenrus courts there He felt it was Ume for a NBRC update and Geden said that she would like to have an update for the Boazd m Mazch or Apnl. Sanford said Bill Boyes, Fac~hty and Asset Management (FAM) had asked h~m, to look at a secunty system m a park buildmg Sanford sud he was concemed that there was no pre-plamm~g, no bid and no proposal and stated that he sent Boyes a detailed memo voicmg his concems Geden saed she would [ook ento the matter VI. ITEMS FOR ACTION A. Pubhc heanng and request for advisory recommendation on pnontizauon of neighborhood and pocket park development. Bernhardt responded that at would be a very n~ce amenity to the BURA ~- area ~f that park sate were developed Osborne added that the azea was pretty derehct and an eyesore m need of attenhon Manlove quesuoned the different ratmgs for the Holiday Dnve-m Theater park site and the Dakota R~dge park site He felt that both sites were m the same prox~m~ty of NoRh Boulder Commumty Pazk Bernhardt responded thai she would look ~nto the matter The public heanng was opened Mark Bradley, 950 Waite Dnve, Boulder 80303, thanked the Board for their support of the Hickory Pocket Park and Commumty Gazden He asked the Boazd to make Hickory Pazk a pnonty and to consider providmg two picmc tables, $1600 for matenals for a gazebo structure and $500 for a bulleun board He added that volunteer labor would be used to put together the gazebo and bulletm boazd The public heazmg was closed. Boazd Comments and Ouestions • Boazd members expressed a des~re to see Sinton Pazk developed in 2002 ,n^ • Boazd members did not want all pocket park funds for 2002 to be used solely .,,.. for the development of Smton Pazk and requested that some of the funds be used for small pro~ects throughout the commumty • Boazd members expressed a desire to provide picmc tables and matenals for a gazebo and bulleun board at Hickory Park, as requested dunng the public heanng Geden replied that the request would be granted. • Wmmg asked about fundmg flow for neighborhood and pocket pazk development. Bernhardt repked that the fund~ng flow for neeghborhood and pocker park deve[opment was approxamately $600K -$700K per year wath ~ncremental increases dependent on sales tax revenues. Wmmg asked how area needs were determmed Bernhardt repl~ed that she parttc~pated in the c[ass weth students who worked on the concept plan for Sinton Park They held several neaghborhood meetangs and put together surveys documentang the inforntatton they obtatned Bernhardt added that there was very little interest an a play area for ch~ldren, but there was tremendous ~nrerest ~n shade, satt~ng areas, p~cnic tables, a gathenng place and an area for [emporary and permanent art Boazd members suggested usmg Art-m-the Park funds and partnenng with the Dairy and BURA to help fund development of Smton Park von Bleichert stated that ~t would be useful to split out actual development costs when retummg with a conceptual des~gn PRAB Meenng 02/25/2002 - Page 4 .- ',~ On a mouon by Wmmg, seconded by Osborne, the Pazks and Recreation Advisory Boazd voted unammously (7 - 0) to authonze a development concept plan for Smton Pazk, keepmg m mmd the Boazd's expressed concerns and for staff to present some ideas wrth altemauves VII. ITEMS FOR DISCUSSION/INFORMATION A. Recychng m Crty pazks Presenters Doug Hawthome, CPRP, Parks Supenntendent Kaza Dmhoffer, Envuonmental Affa~rs Department Bob Peck, City Pazks Manager Hawthorne gave a bnef history of recyclmg efforts m urban parks and provided mformauon on how trash was currendy collected Hawthorne mformed the Boazd of a pilot program to be implemented m summer of 2002 whereby recycling srtes would be located m crty pazks Board comments and questions • Dooley suggested mstalhng signage that would read "I'his ~s your park Help us keep ~t clean." Peck replied that enforcement was very difficult wuhout signage, and indicated that stgns would be put ~n place • Manlove spoke about illegal uash dumpmg and the need to find ways to ~ discourage it He suggested secunng dumpsters to prevent illegal trash ~ dumpmg • Osborne spoke about the possibility of conversation s with the commumty and gettmg neighborhood help with recyclmg efforts She stated that she felt strongly about recychng m city parks, even ~f there were costs associated with it Dmhoffer mformed Boazd members on the costs of recycie contamers She also spoke on the need for balance between convemence to park users and mconvemence to the neighbors Dmhoffer expressed confidence that there were ways to address collechon issues, neighborhood dumpmg issues and the desire to recycle m parks Dooley asked about the fine for illegal dumpmg and said she would hke to see the ordmance enforced von BleicheR added that s~gnage would be necessazy to make rt clear that it is illegal to dump pnvate trash m city pazk dumpsters von Bleichert stated that he was confident that the collecnon method could be revised to make recychng work He hoped the success of the pilot program would not be based on volume of trash collected, but more on the issues of participation, contanunation, and positive commumty feedback r"^^ '~.. In add~tion, SanFord said that whatever it takes, pazks should be kept clean • Hoge expressed excitement over recychng efforts m crty pazks She spoke about the importance of education when recychng efforts are first pu[ m place Hoge said she hoped to see recychng contamers at every place there is a trashcan She sud the goal should be to make recychng easier than throwmg out trash • Wmmg spoke about a plasric tube filled w~th recycled newspaper bags that had been mstalled at Arapahoe Ridge Pazk. He said the bags were for dog owners to use to pick after their dogs. Wmmg thought this was a great effort m recychng that would save the cost of buying bags Hawthorne responded that PVC p~pes for newspaper bags were be~ng installed in parks in an effort to reduce costs He added that the goal was to phase out the use of purchased pet m~tts and dzspensers over the next two years Peck added that the idea came from the czry of Longmont Manlove mentioned that a portion of his dog hcense fees were to be used for dog-waste bags He suggested staff look mto the matter to see ~f funds were avazlable to Pazks and Recreation. ~'"`4 Dooley sazd she would l~ke to pursue mcreasmg the fines for illegal dumpmg ~ with Crty Council. von Bleichert asked that recycimg be looked at as a long-term plan Hawthorne stated that staff would proceed wrth recychng test cases and repoR back to the Board on results of the pilot program The Boazd took a short break Geden called the question B 47`"/Jay/Kalicua Planmng Pro~ect Presenters Jan Geden, CPRP, Director of Pazks and Recreation Cate Bradley, Pazks and Recreahon Planner Bradley stated that the purpose of this item was to provide Boazd members with background mformation pnor to the Mazch 18 PRAB meetmg At that time the Boazd will rev~ew conceptual altematives for development of the Jay Road, 47~' Street, and Kalctua Avenue properties These conceptual altematives may mclude mformation about possible potential park locations, either pnvate (such as homeowner association) and/or addiuonal pubhc parkland Boazd comments and recommendations on the report and conceptual plans would be conveyed to ,~ the Plannmg Boazd ..,., PRAB Meetmg 02/25/2002 - Page 6 ~ ~ Osbome said she was concerned about the impact of the soccer fields on the neighborhoods Geden repl:ed that staff had already begun work~ng w~th ne~ghborhood groups to identzfy ~ssues and to inform them of what would be done ~n 2002 Osborne said she would e-ma~l her thoughts about the 2002 plan to Ten Olander, Actmg Supenntendent of Recreation. The possibihty of a small practice field outside the fencmg at Pleasant View fields was brought up Olander mformed the Boazd and staff that there was no available area outside the fencmg She added that the fencmg runs nght up to the pazkmg lot. Geden mformed the Board that the Plannmg Board packet would be sent to PRAB members as soon as rt was available. C Valmont City Park - Current Issues Schematic and Plamm~g Presenters Jan Geden, CPRP, Duector of Pazks and Recreahon Teresa Gnlls, Manager of Valmont City Pazk Management and Plamm~g Assistance Team (M-PAT) Gnlls mtroduced Jill Krantz to Board members and said that Krantz, an assistant consultant with GreenPlay, had beeo workmg on the Valmont City Pazk pro~ect for several months ~ Gnlls stated that the purpose of this i[em was to idenhfy the process for addressmg cunent plannmg issues for Valmont Crty Park A schemauc diagram was created to identify those issues Board members were asked to identify any other currently known issues or concerns and to convey them to Gnlls by March 4 Gnlls mformed the Board that a charrette had been planned for Apn16, from 9 a m. to 1 p m. at the George Reynolds Branch Library Gnlls said the Valmont City Park web site had been enhanced, expanded and moved to the City's web site At the Parks and Recreation page there is a lmk to the web site for Valmont City Park Manlove spoke about keepmg in mmd the pomt at wtuch changes to the approved concept plan become an amended or redesigned plan If that were to happen, then a more mclusive pubhc process might be needed - one that would mclude extensive pubhc outreach Manlove said his concern was `what is the appropnate process for the level of re-thmkmg that the Boazd is headmg towazd' ~ Hoge asked about follow-up on von Bleichert's request to place a b~ke rack at the ~'"~ pazlang lot at Valmont city Park Bernhardt repleed that sance the park~ng lot ~. VIII. F[TTURE BOARD ITEMS AND TOURS As the May 27 PRAB meehng falls on Memonal Day Board members agreed to reschedule the meetmg to May 20.
