The purpose of this item is to idenhfy the process for addressmg wrrent planning issues for
Valmont City Pazk and to provide the Board with a requested schematic diagram of those issues.

The City of Boulder, through the Pazks and Recreation Department, is mterested m developmg
Valmont City Pazk for the cihzens of Boulder Concept and Site Review plans for the pazk have
been approved. CurrenUy the pazk is envisioned to be a nux of achve mdoor and outdoor
recreatronal facihues, along with passive recreation and wildhfe habitat features. The pazk is to
be primanly created through partnerslups wIIh non-profit, govemmental, and busmess
organizat~ons The plannmg for ttus pazk started wrth the passage of a Bond Issue m 1995 that
allowed the Pazks and Recreat~on Department to purchase the land for active recreational uses for
Boulder Ciuzens. Ttte planmng has conunued with ongomg city staff, PRAB, cit~zen, and
potenual partner mput. Dunng the last six years, many ideas, goals, and issues have been
idenufied that now need to be addressed m a cohesive manner m order for the development of the
park to move forwazd
ANALYSIS:
The creahon of Valmont City Pazk as a large urban pazk with a vanety of achve and passrve
components requues the mtegrahon of many complex elements and issues A[tached is a
Schemauc Diagram that ouflmes the current issues as they aze known. Each of these issues aze
complex wittun themselves, and the funding, timmg, roles of staff, consultants, Board members,
and citizen demand need to be further idenhfied, clanfied, and agreed upon before the pro~ect can
move on to the next steps for mfrastructure design, partner approvals, and fundmg allocauon.

The Management and Plannmg Assistance Team (M-PAT), workmg with staff, techmcal team
members, and under the direct supervision of Jan Geden, Duector, has been created to oversee /~
the management of the development of the pazk Attachment B, shows the orgamzadonal ...'
suucture of the M-PAT and the type of experuse that is available as contracted adjunct staff and
consultants.
M-PAT goals aze to help create am m~ovahve and lugh-quahty pazk that is m hne w~th.

• The Approved Concept and Site Review Plans
• The Idenhfied Desire for Wildhfe Corridors and Habitat
• The Bond Issue language that ~denhfied the fundmg for tlus land as designated to meet

STAFF RECONIbIENDATION:
1) By the next PRAB meet~ng, we recommend that Board members review the attached Current
Issues Schemauc and idenafy any other currendy known issues or concerns. Please provide your

that addresses all of the identified issues Concurrently, potenual partners aze contmuing m their
tasks m order to ready their formal proposals for the Approval Process.
Staff recommends that PRAB members discuss attending a Study Session, including a
charrette on the issues and workplan, on Saturday, Apri16`h, 2002
