REQUESTING DEPARTMENT: Jan Geden, CPRP, Director of Parks and Recreation Kate Bernhardt, Actin Su erintendent of Parks Plannin and Constxuction FISCAL IMPACT: Funding is allocated yearly in the Parks and Recreation Capital Improvement Program (CIP) for netghborhood and pocket park development. The pnont~zation of park development srtes will rovide direction for future develo ment of these sites. PURPOSE: • The Board is asked to recommend the prioritization of neighborhood and pocket park development for 2002. Staff is bnnging this ~ssue to the Board in view of on-gomg requests received from neighbors and representatives of other agencies for clarificarion about future park project development. BACKGROUND: The 2002 Capital Improvements Program (CIP) provides yearly funding for development of neighborhood and pocket parks. This funding, reflecting commitments identified in the .25 cent sales tax ballot issue, will provide $383,080 in 2002. For 2002 and future yeus there are no prioritized neighborhood or pocket park projects associated with this funding. A list of undeveloped ne~ghborhood and pocket parksites ~s mcluded m Attachment A: Park Development Information. Attachment A contams a map showmg the location of the parks. It also mcludes mformation about pazksrtes that the City has not yet acqu~red. ANALYSIS: The park prioritization is limrted to 2002 allocated funds. The Board will revisit the subject of neighborhood and pocket park prioritization in 2003 following the Update of the Master Plan. Staff resources would be available to start planrung and design of a new pocket or neighborhood park in late 2002 or early 2003, pendmg substantial complehon of Tom Watson Park Play Area and Valmont City Park Phase 1. • AGENDA ITEM VI-A, PAGE 1 The Pocket and Neiphborhood Park Prioritization Matrix in Attachment A addresses a number of ~ factors which support park development. A"YES" in any category of the evaluat~on matrix indicates an area of justificahon in favor of developing that parksite in the near future. The total number of "YES" evaluations are shown in Column I. The evaluation categories have not been weighted, however a"NO" in Column B. Development Constraints suggests that the site is not ready for development at this Ume physically, legally, or politically. For your information, the Park Development Information attachment also includes an update on development progress at City and Community Parksrtes. This may be helpful as you consider pr~aritization of pocket and neighbarhood park development. PUBLIC COMMENT AND PROCESS: Unsohcrted ne~ghborhood or other requests for park development are noted m the evaluation matrix in Attachment A. Our Board meeting provides a forum for public comment on this issue. STAFF RECOMMENDATION: Staff recommends proceeding wrth Sinton Park design and development usmg 2002 neighborhood and pocket park funds. The Smton Park scored highest on the evaluation matrix, wtth four "yes" answers to the evaluation questions. Design work was mitiated on this park m the 1990's in response to a proposal from the Dairy Center for the Arts to create a park design as a student project. The Board did not support the • student design nor did the Board approve funding for park development. The Board d~rected staff to move forward with a design for this parksite in the future, and to take mto consideration elements of the student wark that had general support of the neighbors, staff, and Board The design work for this park was delayed due to other workload priorities. BeFore proceeding with design of th~s park, staff wanted to confirm that this site was a priority for the Board, takmg mto consideration the other undeveloped parksrtes. The Boulder Urban Renewal Authority (BURA) has approached staff on numerous occasions to request that this parksite be developed If the Master Plan Update supports the current neighborhood and pocket park prionrization philosophy, staff w~ll recommend that the Elks Site be considered for planning in 2003 The Elks Site is available far development and scored second highest in the evaluation matrix wrth three "yes" answers. The Holiday Drrve In Theater srte would follow the Elks Site in development priority, pending resolution of the following development constraints: • determme size of parcel to be dedicated to the city for park development; • complete park dedication process; and • complete neighborhood development sunounding the park parcel so that neighbors adjommg the srte can participate in the design development process for the park.
