Board retreat
The PBC boazd met Dec. I at the Mead-
ows Branch of the Boulder Pubhc Irbrazy for
a four-hour sess~on All PBC members were
mvrted to audi[ the meeaug ~th most of the
board members leading busy profess~onal
lives and some of them also servmg on city
and county boazds aad commissions, they
have nme for only one regulaz boazd meet-
mg per month. The retreai was set up as a
chance to spend some qualrty nme loolnng
mto the long-range mternal issues they do not
have Rme for az regulaz meeangs
to what kmd and how many issues PBC
should mvolve rtself m. If we resmct our-
selves too much we will not have any mflu-
ence over some issues that are important to
our nussion and the values expressed by our
membership and m our statement of purpose
On the other hand ~f we are mvoived m too
many issues we may lose some of our effec-
uveness and cteate a vtuaaon where some
issues are undeistood by ~ust one or two boazd
members, whose views may not accurately
reflect those of the enhre boazd and member
stup But whatever we do, wherever we go,
we must conhnue to respect the values and
goals of our members. PBC's history anchocs
us to envuonmental and qualrty-of-hfe val-
ues, wluch will be as mnaze to people of fu-
ture generehons as they are to us Thus, m~s-
sion dnR equazes to loss of relevance
Wise use ot PBC resources
"We also need to thmk about our effec-
hveness and wise use of our Iwuted resources
If we were to l~st all the issues we've been
mvolved m dunng 2001, how many of those
can we say were successes for us~ How many
remain unresolved~ And how many d~d we
lose~ How many cesources did we put into
each~ We need to grve moce thought to these
factors S~mply producmg posiuon stace-
menu, wnung leuers or speakutg at meenngs
usually dces not accomphsh very much Some
issues requue a sustazned effort usmg a van-
ety of suazegies on many fronts in order for
us to prevazl. Others s~mply mvolve speak-
mg to the nght pezson or group az the nght
ame How much should we put mto each ~s-
sue~ We may need ro pnonnze our issues and
efforts, wtuch underscores the underlymg
quesvon how do we pnonaze our values and
voals~
"Strange Pohacal Bedfellows" will be the
topu of fvs speech. Ed wil] share }us mstght
mto what happened on growth management
dunng prev~ous legislanve sessions and whaz
we can anucipate in the future, given eust-
~""+q and lilcely memberslup m the legislature
"'a~de will tell us of some of the negohaUOns
among the vanous pohacal interests and the
demands and trade-offs that aze a pazt of a
legslanve session.
The memo Chau Bmce Bland wrote m
proposmg the retreat lays out some of its ob-
~ecnves
How many issues are too many?
"Smce its incepUOn, PBC seems to have
slowly been mcreaswg the number of issues
we take up From mfotmal conversaaons with
several boazd members «is apparent to me
that there are some differences of opimon as
'"fhese ace important issues that take con-
s~derable cLscuss~on and thought to sort out
T'here simply is not adequate ame to deal wuh
them at a regulaz boazd meeung The mtemet
can be useful for prei~mmary d~scusstons of
[hese issues but ~s not an adequate subsnmte
for the sense of focus and qualiry of tivnlung
thaz a face-to-face, unincecrupted meehng pro-
duces "
(conanued ~nsede)
Full board attendance
Respondmg to the cail of the chau, all
boazd members but one attended the retreat
([he only one no[ present was m Europe at
the hme) T'he issues discussed were pretty
much as ouUmed 6y Bruce in tus proposal.
There was considerable d~scussion of
PBC's purpose and the types of ~ssues we
should take on. It was dec~ded that the mis-
ston descnbed m our statement of purpose
and revealed by our lustory best represented
the lund of concems we should conanue ro
be mvolved m These aze env~mnmental, land
use, growth, and good govemment ~ssues A
review of our present acuvmes produced
agreement among the boazd that all were ap-
propnate for us. But the 6oazd dtd divide
somewhaz on the issue of affordable housmg.
Everyone agreed affordable housmg is desu-
able, but there was nat total agreement as to
what should be done to acfveve U The boazd
concluded that although housmg needs should
be considered carefiilly and cauhousiy, tlns
~s, for PBC, a borderLne issue Member m-
pu~ on ttus rop~c would be very helpful
The crucial issues

Communication a two-way
street
Bruce Bland addresses the issue of com-
mumcaaon with our membe~ m the follow-
mg commumque
As a dynamic, civically mvolved orgaru-
zauon composed of acnve, thoughtful mem-
bers and a committed, hazd-worlung boazd,
PBC necessanly deals wtth a w~de vanety of
usues m the quest for env~ronmental qual~ty,
envaonmentally-sensiave land use plazuung,
growth control and good government To be
effecave on these tssues we need a lot of m-
formanon and discussion among ourselves ro
ensure thaz we all understand the issues, the
opaons, the nade-offs, and the long-term con-
sequences T(us requues good two-way com-
mwucaaon between boazd and memberstup
Boazd members need to know what mem-
bers' posibons are on the ~ssues we deal with,
especially on the more controvecsial issues
Membecs also conmbute important mfonna-
hon, and reveal overlooked issues or unno-
aced oppotmmties m the boazd. This has hap-
pened numerous ames th~s yeaz alone and has
made us a more effecave orgamzauoa The
boazd welcomes the astute and enegenc paz-
ucipanon of our members
Sinulazly, PBC members need to know
whaz issues the board is takmg on and what
the board's stand u on each ~ssue The boazd's
acnvmes, decisions and pohcy statemena
must be congruent w~th the values and goals
of the memberstup and the stazement of pur-
pose wluch guides PLAN-Eoulder. By stay-
mg uiformed and achve, members can help
pronde daec~on aad msight ro assist the
board m effecMg desued outcomes
The present boazd is very much aware of
this commumcauon need and we are always
looku~g for ways to commumcate more ef-
fecavely. Those of us on the board want to
hear from you, and we want you to know whaz
we are doing T'here aze seveial means cur-
rently available to the PLAN-Boulder boazd
and members for sta}nng m rouch w~th one
another
