PARKS PLANNING AND CONSTRUCTION
MEMORANDUM
To: Members of the Parks and Recreation Advisory Board
From: Jan Geden, Director of Pazks and Recreahon
Kate Bemhardt, Actmg Supenntendent of Pazks Planning and Construchon
Subject: Parks Plannmg and Construcrion Project Update and Follow-up to Questions
Raised at November 26 Meetmg
Date: January 14, 2002
BIKE RACKS AT VALMONT CITY PARK:
Boazd members expressed mterest in providing bike racks near the Airport Road entry for
Valmont Phase 1.
Bike racks will be provided m the Phase 1 development adjacent to the open turf play and picmc
areas and site restroom facility. The racks aze accessible from the Sterling Dnve pazk entry, from
49`" Street entry, and from the Wonderland Creek Trail system, through compacted gravel trails.
This location was selected with the thought that people usmg the park would prefer to have their
'"" bikes located neaz the use area. Staff will momtor the use of these b~ke racks for Phase 1 and will
`"" provide addit~onal bike racks m this locahon or near the parkmg lot, as needed.
UNDEVELOPED PARK SITE INFORMATION:
Several Boazd members requested addrtional informarion about the undeveloped pazksrtes to
assist them m visiting sites of mterest without the need of a formal tour. A tour was conducted
for interested Board members on January 12, 2002 The members of the Board received
mformation, dated November 5, 2001, and a colored site map showmg the locahon of the
undeveloped parksites m a mid-month memorandum m November. If you would like an
addrt~onal copy of this mformation please contact Kate Bernhazdt at 303 413 7225. Additional
mformarion about the undeveloped pazksrtes mcluding the locahon, acres, date procwed, level of
public mterest expressed m development, and locahon maps for each pazk, is attached to this
document See Attachment A: Undeveloped Parksites and Mapping, December 20, 2001.
Please contact Kate Bernhazdt (303 413 7225) or Russ Dnsk~ll (303 413 7229) if you would like
someone from staff to accompany you to a specific site or if you have addihonal questions.
COMMiJ1VITY GARDENS IN PUBLIC PARKS:
Board members mquired about the poss~bihty of locahng commumty gazdens m existmg or
~ undeveloped neighborhood and pocket parks. The ne~ghborhood and pocket park development
~ process takes into consideratron neighborhood mput for specific desired uses for those sites. For
AGENDA ITEM # IV. E, , pAGE ~_
example, development of the recently acquired Hickory Pazksite (east of Foothills, south of ~l9
Baselme) provided 28 community garden plots in response to neighborhood mput. The Parks and '~
Recreation Master plan update w~ll address potent~al needs for additional community gazdens
based on the results of the needs assessment process. Commumty garden development requires
fencmg, good soil, water, trash removal, storage sheds, portable toilets, and garden program
management. Other community gardens within public pazks include: 220 garden plots at North
Boulder Commumty Gardens, 45 gazden plots at the Foothills Community Park, and a potent~al
of 95 plots at Valmont C~ty Pazk.
Growuig Gardens, a non-profit agency, currently manages all of the Pazks and Recreation
community gazden srtes. Their mission is to cultivate community through gazderung. Growing
Gazdens has also developed new commumty gardens at the Homeless Shelter, at the Center for
People wrth Disabilrties, and at the Woodlands Neighborhood site This year Growing Gardens
created a.25 acre Children's Garden at the North Boulder Commumty Garden Site. Next year,
Growmg Gardens will develop two more gardens through the Boulder Commumty Food Project
m low mcome neighborhoods. Ramona Clark, the Growmg Gazdens Execuhve Director,
mdicated that it is more cost effective to prov~de larger commumty gazdens, which allows the
orgamzahon to distnbute costs for development and sernces (water, dumpster, portable toilet,
management resources) to more gazdeners. Ms. Clark would be happy to make a presentarion to
the Board about the Communiry Gazden programs if des~red

development
This attachment shows the proposed mdustnal development s~te at Stazio and a very prelimmary
conceptual plan of one development option.
See Attachment D: Boulder Daily Camera article dated November 27, 2001
During the development of the approved Valmont City Park Concept Plan, the Parks and
Recreahon Advisory Board and City Council directed staff to pursue ttte purchase of the .87 acre
Mountam Ocean site and b,900 square foot bu~lding, located south of Valmont and east of
Auport Road In light of anticipated demands for the City to obtam his property as the pazk
develops, the owner expressed willingness to sell the site to the City, only if he could relocate his
busmess in Boulder or if the City could provide a suitable s~te for three mdustrial development
lots. Staff has worked on a vanety of options to procure this site over the past four years in view
of the fact that Mr Ben~amin has not been able to locate a su~table replacement property. The
City and Mr. Benjamin are currently explonng the option of providmg one or two mdustnal
development lots for Mr. Ben~amm at the northeast comer of Stazio Phase 2. This plan would
retam area on the Stazio site for one non-regulation size pnchce ballfield In August of 1999, the ,~
Board reviewed a conceptual plan ophon to provide Mr. Benjamm with three buildmg lots at ~.
AGENDA ITEM # Z Y. ~, PAGE a
r~-- Stazio. At that time, Board members expressed some concern about loss of Stazio property The
t,,,.. Board encouraged staffto go forwazd exploru~g this ophon and any other ophons to purchase the
Mountam Ocean property. Further research revealed that a three-lot option would not be
economically feasible. Over time, Mr Benjamin agreed to consider a one to two-lot ophon which
is under considerahon at this hme.
On December 6, 2001, the Plannmg Boazd reviewed a Concept Plan for a proposed industnal srte
development at Stazio in support of procuring the Mountain Ocean site for the Valmont City
Park. Some of the Planning Boazd members expressed concern about the s~ze of development
permitted (27,000 square feet maximum) under the recommended zoning for tlus Staz~o
mdustrial development site, compared to the size of development permitted (19,000 squaze feet
maximum) at the existing Mountain Ocean srte The addihona18,000 square feet of development
translates to 20 additional ~obs m the City. Staff and Mr. Benjamin aze workmg on a
development ophon that would limrt the squaze footage of development at Stazio to 19,000
square feet wrthin two development lots for Mr. Benjamui. Staff will forwazd a revised plan for
the proposed Benjamm development at Stazio in a future update.
Please note that providing one or two industnal development s~tes at Stazio will require that the
Pazks and Recreation Department design and install a water line, a sewer hne, and a new road
along the north properry line of the Stazio Ballfield srte The department was obhgated to mstall
the water and sewer line by pnor Planned Unit Development agreements, however meering this
obligarion had been deferred. These mfrastructure costs, along w~th appraisal costs, design
'"" development review costs, and the cost of the Mountam Ocean site are roughly esrimated at this
`~-~- hme to be $1,600,000 or more. The approved Parks and Recrearion CIP identified $899,000 for
the Benjamin site acqwsihon. Dunng the CIP review m Match of 2001, staff discussed wrth the
Boazd the mtenrion to use fundmg from the Valmont City Park acquisition and development
funds to cover the remammg costs Staff will have a better idea of the feasib~hty of this option
upon completing reseazch to mclude appraisals of the properties and a more detailed cost
estimate of the infrastructure (road and urilrt~es) costs. It is estimated that this reseazch will be
completed withm the next five months.
