SUMMARY OF THE PARTNERSHIP PROCESS: Previously the PRAB has reviewed and approved a flow chart of the Approved Partnerslup Process for Valmont City Park. Followmg tlus prceess, representat~ves from M-PAT aze continumg to work directly with the mdicated groups as they gather and subcmt theu proposals as oudmed m the Partnership Pohcy. As proposals aze ready, they come to the Department Senior Management Team and the PRAB. r~ ~ AGENDA TI'EM # IV-D, PAGE 1 In a form analogous m some ways to a"request for proposal" from a service provider, the City has asked mterested prospechve partners to offer an RPP ("Request to Propose Partnerslup") for the City's consideration. The RPP process does not set up a comperit~on among partners ,,w~ Rather, the RPP process is focused so that the City's representatives, via the M-PAT, assist .,,,.. prospecuve partners in providmg, in a detazled and lengthy City-prescnbed format, the most extensive and rehable informat~on possible for City decision-making. Proposmg Partners who have subnutted RPPs and those who have recerved a Letter of Interest are indicated on the sheets They are now workmg on the next steps for submittal, fundrazsmg> planning, etc PRAB members have previously been notified of all issuances of I.etters of Interest. Note on the "Letter of InteresY': A Letter of Interest indicates that the Department conceptually agrees that ttus partnerskup may work for the cit~zens of Boulder and Valmont City Pazk, and indicates the next steps of the Approval Process for the Proposing Partner. The Letter of Interest DOES NOT mdicate approval of a Partnered Pro~ect for Valmont City Park. It mdicates to recipients that they should now go forwazd with a formal Partnered Pro~ect Proposal (PPP), mcluding sol~difymg and documenhng all plans for theu project mcluding: plans for funding, types of agreements, design of facility, busmess plans, management plans, progtanumng plans, sponsorslup plans, hmelmes, FAM requuements, marketing plans, and outlines the parameters for theu represen[ahon of themselves as a"potendal partner" with the City of Boulder P&R Department. It also does not mdicate a tune period constramt for che subsequent preparation of a PPP or for the approval process, reahzing that each pro~ect may be different The process to identify these partners is a phased one, designed to explore the possibihty of reaclung a partnerslup agreement wrth mcreasmg levels of concrete detail wlule preservmg the ~ City's options to provide direction for the proposed partnerstups at a senes of decision pomts. ~,. These partnerslups should be mutually beneficial fot all proposmg partners, especially for the City of Bouldec and its residents. NEXT STEPS M-PAT is continuing to work wrth staff and the Proposmg Partners on VCP development and partnerslups. As proyects aze at the appropnate stage, they will be brought to the PRAB. The focus over the next few months is on. • Assimilat~ng the results of ffie Needs Assessment (due m February and March) • Planning for ways to handle the mfrastructure fundmg • Coordinaung the wildhfe and envuonmental resource needs wrth eazlier Concept and Site Review plans • Helpmg individual proposmg partners connect and work together for more cohesive and feasible proposals • Workmg with partnenng groups as they get closer to requestmg formal approvals The PRAB will cont~nue to be updated on each of these topics in the conung months ATTACHMENT: Attachment A.
