and construction could begm m late February to eazly March.
Osborne asked if the construchon would impact the cross country skiers.
Dropmski gave the Board a memo from the Crty L,iaison Office ouflimng the

the trail on the north stde w~ll be about the same dtstance from the houses as the
Pilot Pro~ect ts from houses on the south side
PRAB Meenng I 1/27/00 - Page 6
Hoge asked whether the impact on wildhfe had been considered. Gnl[s
,,~ responded ~n ihe aff rmakve and said that Ann Wechmann wd[ be join~ng the Ciry
L~a~son on the siting walk so she can identify any issues they might come across
, ~„
Dropmski mformed the Board that the praine dog fencmg has been repazred She
sazd that the fencmg is now bemg momtored regulazly to keep up w~th any tears,
vandalism or needed repaus She added that relocation is contmumg on the site

wildhfe study.
Dropmski said that staff will provide the Boazd wIIh an updated needs assessment
Osbome said that while ~t will be helpful to have better mformation about what
fumre demand and need will be, fundamentally i['s much more philosophical,
much more about policy and much less about some equation that will somehow
makes tough choices easier. Meyer and Hoge agreed that it is a plulosophical
,e-~. discussion.
Hoge spoke of the difficulty of respondmg to commumty need when cihzens
come m number and make requests for faciliUes or progams. Dropinski
responded that the Board does not have to respond to those requests when they
come. She added that the Master Plan and Pub[ic Pr~vate Partnerships are a
good way to funnel those requests.
Dropmski mformed the Board that staff has looked at a Boulder Ice proposal and
it is very well done. The City Liaison will send a letter of mteres[ for them to
proceed more m depth. Also, staff and the Crty Liaison aze begmnmg to look at

Osbome asked how the Boazd can be mvolved eazly m the process so that
potential partners aze not wastmg their time and money if there is not boazd
suppoR for that use Dropinski responded that part of the process is gathenng
enough informanon that w~ll answer questzons the Board has asked What is the
need for n~ How wdl u serve the pubkc ~ How avazlable wdl ~t be to the public ~
This informanon gathenng u a necessary piece of the process and will be
~ncluded to help the Board wath their dec~sion mak~ng
PRAB Meenng I U27/00 - Page 7
Gnlls asked the Board if there aze any achv~ties that the City Liaison should not
,,.,, ever look at For Valmont City Pazk.
Osborne, von Bleichert and Hoge s[ated that [hey want to view the proposals as a
group and not as they come m
Smith said they would be very mterested to know if there is anythmg that the
Board would never want to see at Valmont Ci[y Pazk. Gnlls added that it would
be helpful if the Boazd would identify thmgs that aze really important to them -
thmgs they would want to see mcluded m the park.
Dropmski spoke about the mtegraUOn fees that aze assessed once the letter of
mterest is sent. Hoge asked what that cost will be Grells responded thar the fee
wtll be approximately 20 - 25% of the total pro~ect cost and when the letter of
interest ~s ~ssued, the potential partners are assessed a 5% fee (or one quarter of
the entire integranon fee)
Gnlls added that the financial strategy for recoupmg 100% of the mfrastructure
costs and allowmg the pazk to fund rtself is based on the footpnnts on the concept
plan as it is now. Tlus does not mean that thmgs can't be changed, ~ust that the
Board needs to consider the financial impact as the plan may be ad~usted.
Osborne stated that it ~s a flwd ume and there are gethng to be a core of people
r*~ committed to gettmg some part of the development of the pazk as a bond issue
someUme next yeaz

von Bleichert asked whether these ballfields would be able to be used for little
league games m the event that the county's ballfields were ehmmated Ramsey
artd Spetzer responded that the fields are probab[y s~m~lar ~n size, but that the
fields were antended for pract:ce and pickup use rather than for games. Dropinskt
responded that the ne~ghborhood would probably razse opposit~on to league
games.
Meyer suggested that the tennis courts be screened on the sides at the standard
height rather than lower height fencmg and probably ought to mclude
