DATE: November 14, 2000 TO: Members, Parks and Recreation Advisory Board FROM: Cluis Dropinsld, Director Ken Ramsey, Parks Planning and Construction Superintendent Maureen Spitzer, Landscape Designer Y~l~~~j SUBJECT: Information/Discussion Item - Foothills Community Park Phase2 Schematic Design PURPOSE: To provide an update to the Parks and Recreation Advisory Board on Phase 2 Construction of the Foothills Community Park. $4,490,007 has been identified for this project inthe 2001-2004 CIP. BACKGROiJND: The Conceptual Master Plan for Foothills Community Park was approved by the PRAB in November 1996. Following design development, the appmved plan was submitted to the Planning Department for review wluch culminated in Febmazy 1998 with ~ approval by the Planning Board. Parks and Recreation pmceeded with construction of the south half of the pazk, wlrich is now close to compledon and is accessed by Violet and Cherry streets. A condition of appmval by the Planning Board was that construction of the north half of the park could not move forward before roadway access fmm the north (Rosewood or Yarmouth) was constructed. However, due a major flood study of Four Mile Canyon Creek and the subsequent reduction in size of the proposed Foothills Housing Project, this condition was removed and the north half of the pazk can now be constructed. Minor adjustments to the approved plan are being made to accommodate the final design of the Foothills Housing Project (see attached Site Plan). LARGE PLAYGROUND AND CENTRAL FOCAL AREA: Due to the ongoing public interest in playgrounds and the opportunity for unique and creative design solutions in both the large playground and the centcal focal area, staff has identified these azeas for special design consideration. Following design development and public input, the design of these areas will be presented to the PRAB for appmval. ~ ~... Staff has hired the consulting firm of Design Concepts to complete the Design °~ Development for Phase 2. The final design for Pt-ase 2 will reflect the design and `° materials pallette established in Phase 1. Design Development plans will be pmvided to the PRAB for information and comment in spring 2001. In order to pmvide public input into the design of the Cenhal Focal Area and Large Play Area, staff has identified a public review process, the results of wlrich will be presented to the PRAB for approval in spring 2001. Phase 2 construction is tazgeted to begin in fall 2001 and take appmximately three years to complete. A detailed construction schedule and updated cost estimate will be pmvided to the PRAB at the completion of the Design Development phase. ENVIRONMENTAL SUSTAINABILITI': Completion of Phase 2 in an environmentally seasitive manner is a goal of tlus project. The following environmental sustainability goals have been identified for Phase 2 construction: • Continuation of significant native areas in Phase 2(appmximately 1/3 of the park has been retained in native landscape); • Utilization of Best Management Practices for storm water quality; these include detention ponds, grass swales, vegetative buffer for mnoff leaving pazldng lots, and revegetation of the site with sod, native giasses and landscaping. • Implementation of temporary Best Management Practices, such as silt fences and straw bale barriers, during conshuction to min;m;~e emsion and transport of sediment to adjacent properties or waterways; e~.~, • Incorporation of native plant material, drip irrigation, mulched ]andscape beds, and _w management of pesticides, herbicides and fertilizers; • Reduction of parking lot from size identified in the Transportation Impact Analysis. (The Transportation Impact Aaalysis identified 210 pazldng spaces needed in the northeast pazking lot to support pmgiammatic needs in that part of the park. Thmugh the review process this pazldng lot was reduced to 169 spaces with the potential to expand to 210 spaces at a later date, if needed.) • Consideration of modular block porous pavement in the pazldng lot.
