CITY OF BOULDER
PARKS AND RECREATION ADVISORY BOARD AGENDA ITEM
MEETING DATE: September 25, 2000
(Agenda Item Prepararion Date: September 18, 2000)
AGENDA TITLE: Pubhc Hearing, Review and Consideration of an Agreement with
Boulder Creek Events to provide a temporary winter ice nnk, available to the general
pubhc for a fee, on the center green at Chautauqua Park from the end of November,
2000 unhl the end of January, 2001.
REQUESTED BY:
Chris Dropinski, Director
Douglas Hawthome, Parks Supenntendent
FISCAL IMPACT: All costs for providing the ice nnk aze to be borne by Boulder Creek
Events. Boulder Creek Events will be responsible for payuig for any damage and or
renovaung park turf m the center green to rts original condihon after the temporary ice
nnk is removed.
PURPOSE:
Staff requests that the Board review and consider approval of a plan to ut~hze a portion of
Chautauqua Pazk for the location of the temporary winter ice skating rink
Boulder Creek Events, a non-profit corporahon of the State of Colorado produces and manages the
Boulder Creek Fesrival through a management contract with the City, and also stages the
Hometown Fair at the Mumcipal Buildmg grounds over Labor Day weekend each yeaz. Last yeaz,
Boulder Creek Events developed and operated an ice nnk m Downtown Boulder on an empty lot
at 16`" and Pearl Streets on pnvate property. Unfortunately that land parcel is no longer available
as it is currently bemg redeveloped. Boulder Creek Events and the Department have looked at
other sites, mcludmg the Boulder C~vic Plaza, ~ust north of the Tea House as a possible site for an
ice nnk this year However, that site ts not unthout logistical problems, and does not lend itself to
^`"" a havmg very lazge nnk.
The operator of the Chautauqua Duung Hall approached Boulder Creek Events to place an ice ruik „~
in Chautauqua Pazk In response Boulder Creek Events said they would need $50,000 and the ~
support of the commumty to move the ice nnk. Potenhal sponsors are now bemg identrfied and
mihal response from the Community has been posihve. In the meantime, Boulder Creek Events
has asked the downtown commumty, through the Business Improvement Distnct (BID), for
addihonal support for an ice nnk to be located somewhere m the downtown azea Developmg and
operahng an ice nnk at either locahon have large ut~hty and labor costs associated with it and
Boulder Creek Events, as a non-pmfit organization needs support - whichever location the ice nnk
eventually ends up. Because winter is fast approachmg and plans for the ice rink need to be
pursued, Boulder Creek Events has simultaneously begun to seek approval for an ice rink at
Chautauqua, while also seekmg addihonal assistance from the BIp m helpmg provide for an ~ce
nnk downtown. By the hme this request reaches the Pazks and Recreation Advisory Board, a
locarion will have been idenhfied as preferable
In order to follow appropnate reviews and approvals, and to seek adequate pubhc mput, the
proposal for an ice iuilc at Chautauqua was first discussed with an ad hoc advisory board of cihzens
willmg to give theu feedback on the pro~ect, on September 5, 2000 After that uriUal meetmg, the
proposal was taken to the Chautauqua Advisory Boazd on September 6, 2000 (see attachment A,
letter of support). The proposal was then brought to the Landmazks Preservahon Advisory Boazd
subcommittee on September 20, 2000 and is now bemg brought to the Pazks and Recrearion
Advisory Boazd for review and approval. In addihon, two open houses to which neighbors and
members of the commumty were mvited, were held on September 18 and 19, 2000 The results of
the two pubhc meehngs and Landmarks Board meeting, as well as a list of attendees at the pubhc '"'~
meehngs will be summanzed and included m the information passed out at the September 25'~ ~
meehng.
ANALYSIS•
Based on the first yeaz of operahon, the ice nnk m the downtown area was a great success to the
cirizens of Boulder. This nnk appeazs to meet an unmet recreational need m the commumty and
the Chautauqua locahon offers many posrtive logishcal aspects. Other pazk s~tes were considered,
however, there seemed to be concerns with the closer proximity to housing and lack of on-site
pazking.
The proposed ice nnk is to be placed on the center green area at Chautauqua Park. The rink will
be 85' X 100". Due to the sloping of the land on the green azea, the nnk will be placed on a
platform, wluch will be engineered to keep the nnk surface flat. A four-foot wide wooden walkway
platform will be mstalled to keep skaters off the grass. Straw bales will be prov~ded azound the ruik
for seattng. A full descnphon of the Wmter Skate 2000 event and proposed logistics for the rink
aze mcluded in Attachment B. An artist rendenng of the ice nnk and locahon maps will be
provided at the PRAB meehng
Logishcally, staff believes that the site could work, if the neighborhood will support ttus achvity
It appears there is adequate pazkmg and room for this event It also appears that evemng l~ghtmg ....
will be mmimal and directed towards the nnk itsel£ Noise could be an issue, but based on
a,
discussions with the City's Environmental Enforcement office, it appeazs that the noise emitted by
,~.. the diesel generator will be withm standazds set by the City noise ordmance, if the generator is
placed more than 100 feet from the neazest resident, and/or it is placed m an enclosure
PUBLIC COMMENT AND PROCESS:
Two formal pubhc meetmgs are scheduled for September 18 and 19, 2000. These meering were
advemsed via flyers d~stributed by volunteers m the vanous neighborhoods surroundmg
Chautauqua Park. Addihonally, the Daz[y Camera pubhcized th~s public meering on September
18, 2000. This item is bemg heazd at this pubhc meering, advert~sed m the Dazly Camera.
Comments recerved at the two public meehngs will be brought to the PRAB at the September 25`"
meetmg.
STAFF RECOMMENDATION:
At this time, staff recommends that the Parks and Recreation Advisory Board approve the plan to
uhlize a portion of Chautauqua Pazk for the locahon of the temporary wmter ice skaUng nnk. This
recommendahon is conhngent upon the promoters receivmg favorable support from neighbors and
the surroundmg commumty Staff will have a better idea after heanng from the public at the two
pubhc meehngs. Staff will momtor the impacts of this Agreement on the general public m the
event that Bouider Creek Events wish to uril~ze this site m future years. Any future use of ttus site
for this acrivity will be brought back to future Boards for consideration

City of Boulder Landmazks Board
Dear Board Members
On September 6, the Colorado Chautauqua Boazd ofDuectors voted 12 to 1 to endorse
the temporary ice arena proposal to be located m the Chautauqua Green for three months
ttus winter Ttus vote was to support a one- yeaz tnal to be reevaluated after the wmter
season is over
Some permanent res~dents of Chautauqua Pazk rused concerns about impacts to them if
the ice arena is brought to the pazk However, it is our understanding that an oversight
committee will continue to meet to address these unpacts Further, the Boazd believes
that ice azena proposal supports several of our adopted ends policies highlighted below,
including the unique opportunity for the integrahon of our wmter cultural and educational
program offermgs with the family skatmg expenence
• The Colorado Chautauqua exists as a place where generations of commumty
members, res~dents and visitors can have memocable expe~iences,
• A vaziety of stimulatmg and drverse educahonal and cultural expenences aze
available the year round,
• Existing facilities for informal recreational opportumties are available for all age
groups,
• There are opportunities for social interaction
Please don't hesitate to call our Executive Dvector, Bob D'Alessandro, or me, if you have
any questions Thank you for your considerahon

Equipment: ~
. The generator is a Caterpillar XQ350, Clean Diesel Engine 3406
• The generator is Ce~t~fied by the EPA and the California Air Resources
Board for non-road mobile applications;
• Sound levels in the low 70 decibels from 22 feet, (that compares to 88
deabels for a food blender at zero feet, 30 decibels for a whisper at 5 feet,
up to 154 deabels for a car stereo in the car, and 92 decibels for a
~auercise class)
• Emissions Colorado Maximum opaaty for non-mobile emissions is 20%
opac~ty on a 6-minute average. Ram Seetharam, Air Pollution Permit
Engineer at the Colorado Department of Heaith and Enwronment indicates
that the particular engine we are using will come nowhere close to
exceeding the standard. The engme wdl also produce NOx emissions, but
there is no standard for NOx, and Mr. Seetharam indicates that our
particular engine is a very low NOx emitter
. Warmmg Hut/Skate Rental Shack 20 x 30, adjacent to the arena
• Lights - In keeping with a festive winter wonderland, we wdl be using
stnngs of decorative lights If needed for safety and security, we wdl
purchase directional lighting (similar to construction lights) to be aimed at
the arena The wattage of the bulbs in the stnngs of lights can be
changed to add or subtract wattage as needed We have consulted with
Public Serwce, and it wtll be possible
