MEETING DATE: S~e tember 25. 2000 (Agenda Item Preparation Date: 9/21/00) AGENDA TTIZE: Consideration of a motion to approve the Schematic Design for the North Boulder Recreation Center renovation (This is a continuation of the 9/6/00 discussion, the public hearing for this item was held on 9/6/00 ) REQUESTED BY: Chris Dropinski, Director of Pazks and Recreation Linda Kotowski, Recreation Superintendent Ken Ramsey, Pazks Planning and Construction Superintendent Alan Quiller, Recreation Administrator Maureen Spitzer, Landscape Designer ~~~ FISCAL INIPACT: $7,018,000 - 1999 CIP Budget $208,000 - FAM CIP 750 000 - 2002 CIP $7,950,000 - Original Pro~ect $312,400 - 2002 CIP (based on staff recommendation) $8,262,400 - Total PURPOSE: To request approval from the Pazks and Recreation Advisory Board of the Schemaric Design for the North Boulder Recreation Center renovahon This is a continuation of the September 6, 2000, discussion. Please refer to the September 6 PRAB packet, including the Schematic Design Report. At the September 6 meeting the Boazd requested information on additional lap lanes and other enhancements to the lap pool The following oprions were discussed • increasing the number of lap lanes • providing additional deck space for diving and bleachers at the west end of the pool • adding a drop slide to expand the opportunity for youth activities It should be noted that 12 foot deep water ts necessary for both diving and the drop slide Please refer to the attached Lap Pool Analysis and 6, 7, and 81ane Lap Pool Diagrams. AGENDA 1TEM ff Pa¢e 1 ANALYSIS: Pazlang and Bus Dron Off• The proposed parking is adequate to meet zoning requirements with the maximum build out of eight lap lanes and the expanded deck space. A ZO% parlang reduction with 40% small car pazking would be required This can be accomplished through an administrative review by the Planning Department staffwith optional call-up by Planwig Boazd. Bringing the Skip to the front door of the recreation center (mentioned by the Board) would not diminish the pazking requirements. Lap Lanes and Expanded Deck • It was originally intended in the concept plan that the pool have 61anes; the reduction to S lanes occurred (in the schematic design) when a ramp providing accessibility was added to the pool It seems clear, based on staff and citizen input, that a nunimum of 61anes is needed. The maximum build out of 8 lap lanes exacerbates the already tight parldng and, with the expanded deck space for the 81anes, costs $317,000 in addition to the 6 lane option ~ The expanded deck recommended in con~unction with the 61ane option does not significantly expand the building footprint and has mimmal impact on pazking requirements It is staff s opinion that the expanded deck, which enhances the usability of the deep water (discussed below) increases the flexibility of the pool both for lap swim and '°" for other activities when it is not in use for lap swim - Deep Water and Drop Slide The additional cost to provide 12 foot deep water at the west end of the lap pool is $60,000 The deep water makes it possible to offer numerous addihonal activities Lifeguard uaining, scuba diving, deep water uistruction, diving, as well as the drop slide all need deep water The drop slide would cost $30,000 and would require the deep water This ~s one feature that teens have mentioned w}uch would be exciting. Public input has indicated a desire to provide achvities for the teenage population such as the drop slide Fundina At the September 6 meeting, Boazd members indicated a willingness to consider deferring new neighborhood/pocket park development projects to provide necessary funding for additional lane considerations and other project enhancements for the North Boulder Recreation Center The 2001 CIP identifies uncommitted funds in the Neighborhood and Pocket Park Development of $696,849 in year 2002 The option(s) that the Board chooses for the North Boulder Recreation Center could be funded from this source Projects such as Sinton Pazk, Elks Park and Boulder Valley Village would be delayed sGghtly (up to a year) depending on options selected - ~„ AGENDA iTEM 1t Pase 2 ~... STAFF RECOMMENDATION: Staff recommends that the Pazks and Recreation Advisory Boazd approve the following items • The ScLematic Design as detailed in the September 6, 2000 packet. • The lap pool be expanded to 61anes with expanded deck space • The lap pool be deepened to 12 foot depth at the west end • The drop slide be included in the base project • An allowance of $Z0,000 be included for relocating 8 large uees (staffwould still pursue akernative options for funding, such as selling the trees to private entiries to recoup the moving costs). Description Cost • Original Project $7,950,000 • Sixth lap lane $138,000 • Bleacher azea (61anes) 36,000 • Deep water 60,000 • Drop slide 30,000 • Allowance to relocate trees 20,000 Subtotal $284,000 Contingency 10% 28.400 Total additional funding necessary $312,400 GRAND TOTAL COST FOR PROJECT $8,262,400 ATTACHNIENTS: Lap Pool Analysis Sketches of 6,7, and 8 lap lanes ~ AGENDA 1TEM /f Paee 3
