I'm writing on behalf of the many Boulder citizens who would like a pocket park aad community garden on Hickory Avenue near Baseline and Foothills Parkway. We support this park and garden for two main reasons. First, our neighborhood needs a gathering place whare kids can play or neighbors can picnic. Second, Boulder's beloved community garden program covers only the north side of town. The City of Boulder's commitment to community gardening started 25 years ago with a few garden plots near the North Boulder Recreation Cerner. Over the yeazs, the program e~cpanded. These days, avid gardeners eagerly snap up the 200 garden plots every spring, leaving many applicants on a long waiting 1ist. City park designers have responded by planning more garden plots for several north Boulder parks, but these are too far away for many South Boulder residents. I know. I've lived in Boulder for 12 years. Being an avid gardener, I've rented plots at the North Boulder Garden, tended them several times a week and loved the comradery. But it was always frustrating to drive 25 minutes across town to enjoy the simplicity and earthiness of gardening. Eventually, I gaue up on community gardening because of the long ~,,, drive, and I've heard other south Boulder residents share similar laments. ~ A pocket pazk/community garden at the Hickory site would change that. It's a special site. It's tucked away on a quiet street-always appealing to gardeners, yet it's surprisingiy easy to reach. In addition to its southedy location, the I~i'ickory site is less than two blocks from five different bus routes. It's a minute's walk from many apartment buildings, too. All this should enhance its appeal to pote~rtial community gazdeners. If the pocket park/community garden gets approved, the nearby neighbors will welcome it. All neighbors near the Hickory site have been included in our grass-roots (or should we say, zucchini roots), pmcess from the beginning. They have provided invaluable insights and support. A committee of residents has created a"concept drawing" for the park, not to tell the city what to do, but simply to visually demonstrate that our neighborhood has thought a lot about this. Neighbors aze even willing to provide sweat labor, if needed. We realize the Transportation Department has been storing young trees and landscaping materials on the site, and these might need to be moved, to make room for a pocket park/community garden. We appreciate the efforts of the Transportation Department and Parks & Rec to find altemative storage sites. As a neighborhood, we are willing to offer our volunteer labor and fund raising abilities to bring this project to ]ife. As you'll see in this information packet, ow neighborhood has been working on this project for almost 9 months now. What we've done so far may duplicate some of the process the city will initiate, if you choose to support the Hickory Pocket Park/Community Garden. You may wonder why we have put so ~.~., much energy into visioning something with no guarantee of fruition. We did this simply because we care, ~.,.,. and we felt it was important to make that cleaz to the city. We want this park! Now we hope for your blessings to move aiiead! We plan to attend the July 24~' Parks and Recreation Advisory Board Meeting to express our support for the I-Tickory Pocket Park and Garden. Per Russ DriskilPs suggestion, we will speak during the public ~ comment period. Our intention is to invite many people to the meeting, but have only a couple of people speak on behalf of the group to reduce the strain on the Advisory Board. We have no idea how many people will attend or if some might want to speak for themselves. What we hope you will come away with, on JUIy 24"', is the sincerity of our efforts, the value of creating a Hickory Pocket Park/Community Garden, and a good feeling for helping it happen. This map demonstrates how all the existing and planned community gardens serve the north side of Boulder and how the Hickory site wili help to serve the south half of Boulder more effectively. Ideally, it would be good to someday create a garden in the r°° Martin Acres or Table Mesa areas. ~... 2. Coocept Drawing: This is a conceptual drawing that a committee of neighborhood residents created for the pocket park. This drawing is NOT an attempt to tell the city how to design the park. It is merely a"symbol of a process"-a consolidation of ideas that have been discussed. We fully understand that the city will pursue its own design process (including public input) to determine the layout ofthe park. 3. Comments and Concerns: Tlus is a consolidated ]ist of the comments and concems that haue arisen through community dialogue on the Hickory Pocket Park over the past 9 months. 4. Petition Signatures: There are several sheets of signatures we gathered both from neighbors near the Hickory site and community garden supporters elsewhere in Boulder. We still have more signatures coming in. This is merely what we haue been able to collect prior to the Board Meeting on July 24. We have also invited folks to send letters to the Advisory Board. Hopefully, you have received some. If needed, we couid collect many more signatures. Virtually everyone we talk to seems excited to offer theer support! 5. E-mail Support: This is a consolidation of severa] supportive e-mail messages we have received. 6. Mailing List: This is the mailing list we have assembled over the past 9 months. These are all folks who have expressed some degree of interest or support in this project. We include this list in case it is ,,,,, helpful to the city in initiating the'u own public dialogue about this park. This is a fast growing list. July 12, 2000 The fotlowing is a consolidated list of the comments and concerns that have arisen through community dialogue on the Aickory Pocket Park over the past 8 months. These comments were collected at three community meetings as well as conversations going door to door. It is not prioritized, but attempts to group similar items. This is provided to demonstrate the depth of the dialogue that has been occumng abo~at this potential pocket park. It may also be of use to park planners. . Many people have spoken about the need for a gatherina vlace in the neighborhood, a place for kids to play, for adults to socialize, or, simply to relaac and be quiet. Many people sunoort the idea of havine a communitv eazden and play area for children. In fact, this concept seemed particularly inspiring to most people who attended neighborhood meetings about the park. Their eyes lit up just talking about it. People have expressed much enthusiasm about a nlav area for children with animated joyful discussion about a slide and swing and tunnels and interesting ttvngs to climb on and other types of play equipment. Overall, there was a desire to keep the play equipment simple and rustic, but creative, not your run of the mill plasticy stuff. There was a suong willingness to mobilize the neighborhood to help with the construciion of play equipment. • A few neighborhood residents want to make sure that some earden nlots aze reserved for local , residents. v • Several people felt that the community garden needed enough plots to reach "critical mass." That is, there needs to be enough plots so that there is significam chance that a few people will be there at a time at popular gardening times in the summer. This is essential to create the homey community atmosphere that is so appealing about community gardens. Generally, 30-40 sarden nlots was considered the minimum number for this to happen. This is partially based on observations of the North Boulder Gazden which has 200 plots. • A few people were concemed about the garden drawing in people from outside the neighborhood. The concem focused orimarilv around the vehicle traffic. but also Yhe presense of "Strangers." • Quite a number of people ]iked the idea of providing garden space to the larger South Boulder community and thought it would be good to reach out to the numerous apartment buildings just across Baseline. We did discover that there are neonle in those anartments who absolutelv love eardening and would cherish an onnortunitv to haue a nearbv gazden nlot. • Currently, the end of the Hickory Avenue culdesac is an occassional nighttime adolescent drinking spot. Tt is also an occassional dumping ground for garbage and miscellaneous junk. On raze occassions, used needles have been found on the ground. The neighborhood hope is that increased community activity on the culdesac will reduce or eliminate these activities. • Virtuallv all nei¢hbors do not want the nocket nark onen at nieht. It should be on a dawn to dusk ^°"' schedule with no lights. +..~- Hickory Pocket Park July 12, 2000 • Several residents felt the site needed a bathroom facilitv. Something as simple as a Portolet could ~ suffice. Otherwise, people would iaevitably want to use neighbor's bathrooms or go behind bushes. • Several people are interested in having a basketball hooo or vollevball court. • Other residents, particularly neighbors adjacent to the site were concerned that a volleyball court might attract excessive numbers of visitors from other parts of town (i.e. excessive cars). • Several people wanted to have a nice auiet nlace to sit with benches, bushes and flowers. • Many people wanted a simple picnic area (perhaps sheltered) to sit, have lunch, socialize... • Several people wanted to either remove the (rather ugly) water tank from the property or allow young people to draw murals on it (with supervision). • Several neighbors aze concerned about the nark drawine excessive traffic to the site. The definition of excessive varied, but generally, more than six cars on a regular basis would be excessive. • Several neighbors felt it was important to provide some patking (up to 4 spots) on the site to alleviate parking congestion on the street • Several people expressed some concem about the proximity of Foothills Pkwy and the need to have some sort of bamer to keen children from wandering un on and over the berm. r^'^ ~"' • Quite a few people thought it would be good to have an official oath from the Hickorv site alona the ereen belt to the comer of Baseline and Foothills. This would improve access and reduce traffic. People coming to tend gardens could conceivably park over at the Safeway parking lot and walk over in a couple of minutes without having to circle through the neighborhood to get to the site. Currently there is an adhoc path as someone has cut a hole in the chain link fence that attempts to block access to the green belt from the end of Hickory Avenue. . A few people were concerned that the park might negatively impact property values in the neighborhood, but the majority felt the opposite-that it would imnrove nrooertv values. • Many people expressed a willingness to commit volunteer time to help the Transportation Department move the trees and landscaping supplies on the site. • Many people also expressed a desire to volunteer time to establish the park and maintain it. • Several people offerred to heln raise funds through corporate, foundation and city block grants to help create the park. We feel confident that we can raise funds to help move this project along. • Many people e~cpressed a desire to put this park on an accelerated track. It seems that many Boulder pazks go through a five or more year process from concept to implementation. This group feels that the size and scope of this park is small enough that we should be able to do something ~ sooner, peihaps comnleted in nhases beginning next year. There are no neighborhood gathering spots in this neighborhood and we need a place to take ow young children, play with our o}der children, and take our aging residents to that is part of the neighborhood. We would very much like to see community gai'dens in our area. You mentioned several possible azeas. One closer to where we live would be great. There is the vacant lot off of r- Table Mesa Drive, I think its at Hartford. And I think the r... Church owns it, but doesn't seem to ever use it. Let us know if there is something we can do to encourage the City to support a community garden. Every time I've thought about getting a plot at the Community Garden I've discounted it because of the distance and driving time, it just wasn't practical for me. I have had a ,,~. gazden in my yazd for years but it has gotten shadier over time and I would like to have a plot to ',,,,r supplement it. If there was a garden at the South Boulder Rec. Center, that would be the most convenient for me, I ~ live in Martin Acres. However, I would think that the easiest place to put one would be at the East Rec. Center and I would use that alsa The only other places I can think of, but it may be more difficuk to use, is the vacant area south of Martin Park Elementary. Or possibly something near New Vista High School (Paddock). Please let me know of any planning meetings and I would be able to donate some rime to help with organizing.
