This information was sent to the Board in advance of the Public Hearing scheduled for the July meeting. We are providing the Board with an revised and updated complete packet, even though much of the information is the same as was given to you last month. In order to save reading time, the following is a brief summary of the additions and changes that were made to the packet of information provided the Boazd at the June meeting: 1. Transmittal memorandum - The transmittal memo to the Boards has been changed. A copy of the previous memo, showing the gray shaded additions and strikethrough deletions is attached. 2. Attachment A- Objectives and Goals of the Greenways program - no changes 3. Attachment B- Greenways Master Plan map - minor changes were made to the map; nothing significant. 4. Attachment C- Greenways Master Plan Reach Inventory - minor wording changes were made by Open Space; font has changed to allow more material on each page. 5. I ~ Purgose: Discussion and Board Recommendation Item Staff is requesting the board review and make a recommendation on the proposed Greenways projects and opportunities as part of the Greenways Master Plac~ update. Back¢round• On May 5, 1998, City Council approved an updated Greenways Map and directed staff to update the Greenways Master Plan. Since that time, a core group of staff representing multiple city divisions and departments has been meeting to evaluate issues and participate in the development of the Greenways Master Plan update. The Master Plan update provides an opportunity to reevaluate the Program, to provide clarity about the purpose of the Program and to define how the Program is going [o be carried out. The Greenways Program was originally envisioned as a multi-objective program that incorporated trail, flood and environmental improvements. While the trail component of the program has been popular and is approximately 80% built based o~ the original Master Plan, the Program has been criticized for inadequately addressing the other components. The upda[e provides an oppoRUnity to identify projects and implement programs that support the other Greenways Program objectives. "`+, ~ 2000Ac t ion\G REEN W AY. W PD An implementation plan for the Master Plan update was developed in November 1998 and was ,.~^- distributed to City Council, the five boazds involved with Greenways (Transportation, Water ~.,. Resources, Parks and Recreauon, Open Space and Planning Boazds) and other interested parties. The implementation plan was dividcd into three phases. Phase I included an evaluation of the program to date and historical information about the program. During Phase II, opportunities for each program objective were evaluated based on future goals and criteria established for each objective. A list of projects and programs was to be developed based on [he integration of the objectives, along with a financing strategy and evaluation of the organizational structure to implement the program. The final phase, Phase III, is the process and adoption of the Master Plan by City Council. The Phase I draft report was distributed to the board members, City Council and interested members of the public on June 8, 1999, in conjunction with a Greenways Open House. Several other Greenways forums were held over the summer to solicit public input. The Circle Boulder by Bicycle ride/run was also held in June. This event provided an opportunity for citizens to become familiar with the Greenways corridors. Three additional bicycle rides were held in September, which were intended to inform citizens about upcoming projects along the Greenways corridors, as well as solicit comments from the public. In August a staff bicycle ride was held for the purpose of evaluating past projects and identifying what worked well and what did not. A Greenways web site was established in May to provide a better informational link and can be found at www.ci.boulder.co.us under Departments. In order to complete the second phase of the Plan, a Greenways Riparian Habitat Assessment '°"'" was performed during the summer of 1999 to fill the data gaps in the city's environmental ~r information. A public presentation of the results of the study was held on October 23, 1999. This study represents a comprehensive evaluation of the quality of the riparian habitat along the 13 creeks that run through the city of Boulder. The methodology was designed to specifically compaze the quality of riparian ecosystems within an urban environment and assesses both existing habitat quality as well as restoration potential. This data was utilized to idenufy areas along the Greenways corridors for restoration, protection and management. Based on information in the Transportation Master Plan, the Comprehensive Drainage Utilities Master Plan, the Pazks and Recreation Master Plan, the North Boulder Subcommunity Plan, the Aquatic Habitat Study and the recendy completed Greenways Riparian Habitat Assessment, the core staff group identified and evaluated goals and criteria for each of the objecuves of the Greenways Program (Attachment A). Utilizing the various master plans and proposed goals, staff also identified projects and opportunities for each of the Greenways objectives along the designated tributaries and Boulder Creek. This information was presented at a public meeting held on Mazch 2, 2000. Based on the input from the public meeting, staff has prepazed a list of projects and opportunities that are shown on the attached Greenways Master Plan Map (Attachment B) and described in the attached Greenways Master Plan Update Reach Inventory (Attachment C). A compilation of comments and responses regarding Greenways projects and opportunities from the vazious public meetings is included (Attachment D) for your review. WPD The proposed projects and opportunities are being reviewed by the five advisory boazds during ~ July. Once the proposed projects and oppor[unities aze finalized, a proposed financing plan will ... be developed, which will be incorporated into the draft Greenways Master Plan. The drafr Master Plan will also include a proposed maintenance strategy, organizational structure and procedures and processes for project planning and public involvement. It is anticipated that a draft plan will be presented to the boazds for review and recommendation in September and to City Council in October 2000. Analvsis• The Greenways Program has adopted an oppoRunistic approach to achieve its multiple objectives throughout the system. Frequently, specific efforts within a greenway corridor can be completed in conjunction with pazks, transportation, flood mitigation, or private development projects funded from outside the Greenways budget. Projects for most of the objectives of the Greenways Program aze budgeted under other departmental and divisional budgets. It was determined that the purpose of the Greenways budget is to provide an oppoRUnity to construct a project which meets more than one of the objectives of the Program and may not necessarily be a priority when the objectives are viewed sepazately. Staff does not intend to prioritize the list of proposed projects for the purpose of deternuning when projects will be scheduled. Some of these projects will be incorporated into the Greenways capital improvement program budget and others will be part of the individual departmenUdivision budgets. All of the Greenways projects and opportunities have been conceptually identified in [he Reach Inventory and on the Greenways Map, with special "'"'^ considerations iden[ified. Detailed recommendations for environmental preservation and ~^ restoration aze included in the Riparian Habitat Assessmen[. Detailed design considerations will be evaluated at the project level during the Community and Environmental Assessment Process (CEAP) process. Staff has developed a matrix (Attachment H) that ranks each reach by objective for the purpose of balancing conflicting interests at the time a project is taken fonvazd. Five creek segments have been identified as having a conflict. The conflicts that were identified are in azeas where the aquatic and riparian habitat were classified as high, and flood maintenance activities, flood improvements or a path is being proposed. Various design altematives will be evaluated at the time that a project is being considered for each of these areas. Specific recommendations on how to address these conflicts aze described in the Reach Inventory. Since all of the Greenways goals and objec[ives except the environmental objectives are covered under the individual master plans and associated city work plans, a list of environmental projects and oppoRUnities is being taken forward to [he Planning Boazd as part of the unfunded Capital Improvement Program process on July 2Q 2000 in an effort to seek additiona] funding for these projects. Staff Recommendation: While most of the objectives of the Greenways Program can be addressed in separate programs, ~" ~ 2000Acnon\GREEN W AY. There has been criticism in the past of the Program ~,., placing too much emphasis on the construction of paths. The proposed projects and oppoRUnities shown on the Greenways Map and described in the Reach Inventory provide a balanced approach to integrating all of the objectives of the Greenways Program. Staff recommends that the Boazds support the projects and opportunities shown on the attached Greenways Master Plan Map (Attachment B) and Greenways Master Plan Update Reach Inventory (Attachment C). Action Reauested: Staff requests the boazd to review and consider a motion to make a recommendation of suppoR and/or revision to the proposed projects and opportunities.
